ANY PERSON WHO DECIDES TO APPEAL ANY DECISION MADE BY THE PLANNING AND ZONING BOARD AND CITY COMMISSION WITH REGARD TO ANY MATTER CONSIDERED AT THIS MEETING OR HEARING WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSE MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE WHICH INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED. Approval of Minutes. April 16, 1997, Regular Planning and Zoning Board meeting. Josh Dresser - yes Pat Janowski - yes Victor Lohmann - yes June Silvernale - yes 3. VA-11-97 - A request for the Meadowbrook Shopping Center located at 300 East Dania Beach Blvd., by Sign Language & Co., Inc. on behalf of Hy Horowitz, Brenner Equities, Inc. representing Sormi, Inc. for a variance to add an additional 96 sq. ft. beneath the existing pylon sign to accommodate a plaza directory. A variance is requested from the requirements of Chapter 3, Section 3-33(m) Pole (ground) sign, which limits the size of a pole sign to be no greater than fifty (50) square feet, and would provide for a total of one hundred and sixty-eight (168) square feet. Property is legally described as: A portion of the plat of "Dania Golf Course" in Section 34, Township 50 South, Range 42 East, as recorded in Plat Book 32, Page 17, of the Broward County Public Records, more particularly described as follows: Commencing at the Northwest corner of the boundary of said plat; thence run South 2005'06" East along the West boundary of said plat for 23.07 feet; thence run North 87°20'03" East for 175.00 feet to the point of Beginning: thence continue North 87020'03" East along the South right-of-way line of State Road AIA for 315.57 feet; thence run South 1054'01" East for 150.00 feet; thence run North 87°20'03" East for 150.00 feet; thence run North 1°54'01" West for 150.00 feet; thence run North MINUTES 1 PLANNING & ZONING BOARD MAY 21, 1997 REGULAR MEETING 0 • 87020'03" East for 36.00 feet to the point of intersection with the East boundary of said plat; thence run South 1°54'01" East along said East boundary for 626.92 feet to the corner of said East boundary; thence run South 87°21'10" West for 649.55 feet to an intersection with the East right-of-way line of Southeast Third Avenue; thence run North 2005' 06" West along said East right-of-way line for 476.68 feet; thence run North 87020'03" East parallel to said South right-of-way line for 150.00 feet; thence run North 2005'06" West for 150.00 feet to the Point of Beginning. Said lands situate, lying and being in the City of Dania, Broward County, Florida and containing 8.3276 acres, more or less. Cindy Birchinger, Assistant to Leigh Kerr, Planning Consultant for the City of Dania, addressed the board and explained the request by Sign Language, Inc., for a variance from Chapter 3, Section 3-33(m) Pole (ground) sign. The petitioner explained to the board that he is in the process of obtaining hardship letters from the tenants supporting the request for identification on the proposed sign. The petitioner requested that the board give him ideas for landscaping around the sign. The board explained that since the plan showed no landscaping, the petitioner should return to the next meeting with a plan for some type of landscaping around the sign. Motion made by June Silvernale, seconded by Pat Janowski to continue item VA-11-97 until the next regular Planning and Zoning Board meeting and for the petitioner to submit a landscape plan along with the sign details. RZ-12-97 —A request by Mary Ann Signore, President of Andies, Inc., to rezone lots 1, 2, 3, 4, 5 & 8 of Block 27, located on the Southwest corner of SW 1st CT. and SW 1st St. immediately North of the Willow Manor Retirement Home, from the present zoning of RD-6000 to C-3. This property is legally described as: Lots 1, 2, 3, 4, 5 & 8 of Block 27, Town of Modelo, Plat Book B, Page 49, Dade County Records. Cindy Birchinger addressed the board to explain the request for rezoning by MaryAnn Signore of Andies, Inc. Ms. Birchinger gave an overview of the surrounding zonings and uses. She concluded her summation by stating that staff recommends approval of the request as it conforms to all land use and rezoning requirements of the City of Dania. Archie Ryan, counsel for the petitioner addressed the board to further explain the petitioners intention for the site. Mary Ann Signore, petitioner, addressed the board and explained that the rezoning is the first step in the demolition and construction of a proposed building to be part of the Retirement home for the care of Alzheimer's patients. A site plan will be before the board in the future. At this time Chairman Lohmann opened the item for public comment. Hearing none and seeing no one, the public hearing was closed. The board commented favorably on how well the retirement home is run and maintained, and MINUTES 2 PLANNING & ZONING BOARD MAY 21, 1997 REGULAR MEETING that revitalizing that portion of the block would be an asset to the community. Motion made by June Silvernale, seconded by Josh Dresser to recommend approval of RZ- 12-97, rezoning the parcels of land from RD-6000 to C-3. Motion passed on the following roll call: Josh Dresser - yes Pat Janowski - yes Victor Lohmann - yes June Silvernale - yes This item will be on for 1st reading on June 100 and on for Public Hearing on June 24tn 5. Discussion of the City's Comprehensive Plan Update. Cindy Birchinger explained to the board that Leigh would like to set the June meeting for June 25 so that Leigh and the new Growth Management Director can meet and coordinate a presentation for the Comprehensive Plan. The board decided that the June Planning and Zoning Board meeting be tentatively set for June 25, 1997. 6. June Silvernale resigned from the Planning and Zoning Board due to healthy reasons.
