REGULAR MEETING
JUNE 7, 1988

A motion was made by Gloria Daly, seconded by Anita Serpe & Irving
Spindel to approve the May 3, 1988 minutes of the Planning and Zoning
Board meeting . The motion passed unanimously .
RECOMMENDATION:
Recommendations made for all items will be submitted for the City
Commission Meeting of June 28, 1988.
ZT-01-88 Proposed text amendment to C-3 District permitting wet or
dry stack marina subject to conditions . Petitioner - Bob
Lazana .
Propsed C-3 Text amendment with the following conditions :
a ) Marina site shall be contiguous to a navigable waterway .
b ) All buildings should provide a minimum 100 ' from any
single family residential district .
Mr . Lazana stepped forward and explained that at the time he
applied for a C-3 zoning with the city to build a hotel and
marina, it was indicated that the C-3 was the required
zoning for a marina . Mr . Lazana added that he learned of
the none designation under the City Code, when he requested
a letter stating that he could build a marina in this zoning
district .
Mr . Leeds commented that the zoning code would have to be
amended to include wet or dry stack marina and related
facilities . Mr . Leeds also explained that in amending the
text it would not apply to any specific site but will apply
to any C-3 area that meets these criteria .
The Chairman opened the public hearing, hearing comments and
suggestions pertaining to this text amendment from Bob
Mikes, the Chairman closed the public hearing .
During discussion Gloria Daly asked for clarification on the
landscaping requirments a in C-3 zoning district . Mr . Leeds
stated that code requires that after deduction for building
foot print of the total site, 20 per cent of the remainder
of the property is required for landscaping .

Other discussion was center around the height of the
building, and the concerns of the property owners of with
noise level surrounding this particular site . Mr . Lazana
spoke about Mr . Mikes concern for the type of structure on
Old Griffin Road, which is large is size that it creates an
echo chamber from the aiport noise . Mr . Lazana suggested
that at the time of site plan approval a height limitation
or specification for the building be included .
Further discussion ensued regarding the wording and what
specific information should be included in the text . Anita
Serpe asked the City Attorney
VA-35-88 A variance request to use a trailer for office use .

Legally described as Lots 1 thru 9, and Lots 13, 14 and 15,
Block 12, HIGHLAND PARK UNIT NO. 2, according to the plat
thereof, recorded in Plat Book 12, Page 29, of the Public
Records of Broward County, Florida . All less right-of-way .
VA-36-88 A variance request to construct a pole sign with either 99
sq . ft . per side for a doubled faced sign or 99 sq . ft . per
side for three sided sign aximum pole signage permitted is
50 sq . ft . per side for a double faced sign ) . Petitioner -
Joseph Dorsey ; Owner - Family Bank of Hallandale . Property
located 5991 Ravenswood Road .
Legally described as the South 200 feet of the East 200 feet
of "HALLIGAN HEIGHTS" , according to Plat thereof recorded in
Plat Book 28, Page 9, of the Public Records of Broward
County, Florida, less the South 18 feet and less the East
20 feet thereof for road right-of-way .
VC-38-88 A request to vacate a 12 foot utility easement .
Legally described as The South 12 .00 feet of Parcel "A" ,
less the East 12 .00 feet thereof, RAVENSWOOD COMMERCE
CENTER, as recorded in Plat Book 129, Page 45, Public
Records of Broward County, Florida . Said lands lying and
being in Broward County, Florida, containing 0. 169 acres
(7371 square feet ), more or less .
