HomeMy WebLinkAbout1986-06-17 Planning and Zoning Board Minutes MINUTES DANIA PLANNING AND ZONING BOARD SPECIAL MEETING JUNE 17, 1986 7:30 P.M. The Chairman of the board called to order the special meeting of the Planning and Zoning Board, for the Broward County Community Development Redevelopment Plan, Dania Target Area at 7 :33 P.M. ROLL CALL Present: Chairman: Sam Calandra Board Members: Audrey Cassese Gloria Daly Irving Spindel Howard Blackmon Building Official : Paul Maxwell The Chairman, at this time turned the meeting over to the representative of Broward County, Mr. Marshall Shanks , 115 South Andrews Avenue , Fort Lauderdale. Mr. Shanks explained to the board that he would first report the highlights of the program and the impact it would have on the City of Dania. Mr. Shanks introduced the plan as the 163 Redevelopment Plan , based on the Rules set forth in Section 163 of the Florida State Statutes, which provides for redevelopment activity to be carried on by County and Municipalities. Mr. Shanks went on to outline the requirements under the 163 plan as follows : 1 . The creation of a Redevelopment Agency. Mr. Shanks reported that in 1981 , the Broward County government from the Broward County Community Redevelopment Agency. 2 . The production of redevelopment plan which would indicate the location of the area, bounderies , with the housing conditions, structural conditions and other socio-economic conditions . The plan must also give corrective or suggestions of what corrective action to be taken. At this point Mr. Shanks reported on the Redevelopment Plan that was prepared for Dania under 163 , stating that if the municipality has a redevelopment area, such as Dania, where the County has established a Redevelopment Agency, the law provides for two reviews , (1 ) For the Local Planning Agency (Planning and Zoning Board ) to review for comfromance of the comprehensive plan, and (2 ) For review by the City Commission in the form of a Public Hearing for any kind of public input . Mr. Shanks further reported that for development -of the plan the County- had a Citizen Input Group in the City Dania whereby several meetings were held for the development of the plan. Mr. Shanks further stated that as far as the purposed zoning and land use map he met with the City Staff as well as with the Broward County Planning Council for conformity. Mr. Shanks went on to discuss briefly what is known as the State of Florida' s Enterprise Zone, stating that in 1980 all of the Community Development Target Areas were certified as Enterprise Zones , thereby qualifying them for additional employment benefits and other incentives . At this time the Chairman opened the floor for discussion from the board members. Mr. Spindell asked if this plan had been accepted by other agency in Broward County. Mr. Shanks responded by stating it had been accepted by the City of Deerfield and Oakland Park . Ms . Daly asked to hear any comments that Mr. Maxwell might have on the plan. (At this point Mr. Maxwell left the mic to review the land use plan map, making it difficult to hear him) . Mr. Calandra asked Mr. Shanks to discuss the benefits to the City of Dania economically. Mr. Shanks explained that the plan would have no negative impact on the City of Dania. He further reported that the benefits would include such items as: (1 ) Community Development Block Grant , which the City has participated in for approximately 10 years . (2 ) The State of Florida Tax Credit Program which is only implementable in an area that is an Enterprise Zone. Mr. Shanks further gave a brief explanation of the Florida Tax Credit program. Further discussion ensued regarding different benefits that the City would derive from participating in the program. Mr. Blackmon asked Mr. Shanks to comment on the benefits of a particular item contained on page 8 , of the manual, (Increase Home Owners Among Low and Modorate Income Residents) . Mr. Shanks stated that present ownership is about 33% with an amicable goal for increase is set to 40% in the next 5 years . Mr. Shanks explained to the board some of the programs that are aimed at assisting people with purchasing homes , one such program is the Community Block Grant Funds . Mr. Blackmon asked Mr. Shanks to comment on the section contained on page 10 , Goal 5 , Improve Job Business and Shopping Opportunities. Mr. Shanks spoke of the Commercial Loan Program
