DANIA PLANNING AND ZONING BOARD
REGULAR MEETING
APRIL 1, 1986
7:30 P.M.
The Chairman of the board called to order the regular meeting of the
Planning and Zoning Board at 7 : 33 P .M .
ROLL CALL
Present :
Chairman : Sam Calandra
Vice Chairman : Howard Blackmon

City Attorney : Frank Adler
Building Official : Paul Maxwell
A motion was made by Howard Blackmon , seconded by Irvin Spindel , to
approve the minutes of the regular meeting of Planning and Zoning Board
of March 4, 1986. The motion passed unanimously .
RECOMMENDATIONS
VA-23-86 A Variance request to allow a canopy adjacent to a side yard
lot line (7 ' side yard setback required ) . Petitioner/Owner
- Robert Trent . Property located at 119 S .E . 2nd Court .
Legally described as all of Lot 7 of "BELLE DANIA
RESUBDIVISION" according to the Plat thereof as recorded in
Plat Book 80, page 10 of the Public Records of Broward
County, Florida .
Mr . Robert Trent was present to speak and answer questions
regarding his variance request .
Mr . Maxwell advised the board that Mr . Trent ' s variance
request was the result of 3 code violations created by
contractors not obtaining the proper permits . Mr . Maxwell
further advised the board that he did comply with 2 code
violations, and the code board recommended that he come
before the Planning and Zoning board for a variance .
Mr . Maxwell stated that the canopy was right on the property
line and that if the variance was granted all of the rain
water would have to be maintained on his own property, and
that he can ' t let the runoff go onto a neighbors property .
Chairman Calandra opened the public hearing . Hearing no one
speak in favor or opposition , the Chairman closed the public
hearing .
Discussion ensued as to ways the owner can maintain the rain
water on his property . It was suggested that the owner put
a gutter on the canopy at an angle- to keep the runoff on his
property.
A motion was made by Irving Spindel , seconded by Gloria Daly
to recommend approval providing the owner puts in the gutter
as recommended by the board . The motion passed unanimously .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meetyng .

The Chairman announced the next agenda item .
VA-26-86 A Variance request to construct a Duplex in a C-2 Commercial
Zoning District . Petitioner/Owner - Ervean Hampton Edison .
Property located at 6 NW 7th Avenue .
Legally described as the West 1/2 of Lots 22 and 23, Block
17 of 'TOWN OF DANIA SUBDIVISION ."
Mrs . Ervean H . Edison of 10 N .W . 7th Ave . , was present to
represent her variance request .
Mr . Maxwell stated that the lot and property does, comply
with all requirements and is surrounded by residential
property of either single family or duplex type dwellings,
and is right on the border of the zones .
The Chairman opened the public hearing . Hearing no one
speak in favor or opposition, the Chairman closed the public
hearing .

A motion was made by Audrey Cassese, seconded by Howard
Blackmon to recommen
d approval for the VA-26-86 . The motion
passed unanimously .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .
The Chairman announced the next agenda item, explaining that
these three items all related to the same property, owner
and legal description ; and would be discussed together, but
would be voted on individually .
VC-20-86 A street vacation request to vacate the North 10 feet of
N.W . 1st Street (Tigertail Boulevard ) , (77 . 5 feet to 67 .5
feet ) between I -95 and the Seaboard Coast Line Railroad .
Petitioner - Marvin Mandel ; Owner - Florida Steel
Corporation . Property located at 1900 Tigertail Boulevard .
Legally described as a parcel of land being a portion of
Tract 5, TIGERTAIL GROVE RESUBDIVISION, as recorded in Plat
Book 30, Page 20 of the Public Records of Broward County,
Florida, and also being portion of the Southwest one-quarter
(SW 1/4 ) of Section 33, Township 50 South, Range 42 East . . . .
VA-28-86 A Variance request to construct a Warehouse Facility with
196 Parking Spaces ( 215 Spaces required ) , subject to
vacation of a portion of Tigertail Boulevard . Petitioner -
Marvin Mandel ; Owner - George N . Kampouris . Property
located at 1900 Tigertail Boulevard .
Legally described as ; A parcel of land being a portion of
Tract 5, TIGERTAIL GROVE RESUBDIVISION, as recorded in Plat
Book 30, Page 20 of the Public Records of Broward� County,
Florida, and also being a portion of the Southwest
One-Quarter (SW 1/4) of Section 33, Township 50 South, Range

SP-05-86 A Site Plan request to construct a Warehouse Facility in an
M-4 Zoning District, subject to vacation of a portion of
Tigertail Boulevard . Petitioner - Marvin Mandel ; Owner -
George Kampouris . Property located at 1900 Tigertail
Boulevard .
Legally described as ; A parcel of land being a portion of
Tract 5, TIGERTAIL GROVE RESUBDIVISION, as recorded in Plat
Book 30, Page 20 of the Public Records of Broward County,
Florida, and also being a portion of the Southwest
One-Quarter ( SW 1/4 ) of Section 33, Township 50 South, Range
42 East . . . . .

Attorney Jerry Knight of Fort Lauderdale was present to
represent Mr . Mandell ' s requests . Mr . Knight discussed each
item in depth .
Mr . Maxwell discussed each item in further detail ,
explaining that the staff agrees with the loading
specifications, stating that this project is providing more
loading space than the center provides . Mr . Maxwell further
stated that he didn ' t see a problem with the parking
variance as he felt they are providing more parking spaces
than any of the other centers in the City of Dania at the
present time . Mr . Maxwell indicated that the Site Plan does
meet all requirements with landscaping, etc .
The Chairman opened the public hearing . Hearing no one
speak in favor or opposition, the Chairman closed the public
hearing .
The Chairman asked for a vote on each of the three items
separately . A motion was made by Audrey Cassese , seconded
by Irving Spindel to recommend approval of VC-20-86. The
motion passed unanimously .
A motion was made Irving Spindel , seconded by Gloria Daly to
recommend approval of VA-28-86. The motion passed
unanimously .
A motion was made by Irving Spindel , seconded by Gloria Daly
to recommend approval of SP-05-86 . The motion passed
unanimously .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .
The Chairman announced announced that the next two items of
the agenda are interrelated to the same petitioner, owner
and property location ; and that these items would be
discussed together, but would be voted on individually .
VA-27 -86 A Variance request to construct a Hotel Facility in an IRO
District : A) . With 196 spaces (229 Spaces required ) , B) .
With 2 loading spaces (4 loading spaces required ) .
Petitioner - Airport East Associates, Ltd . ; Owner - Russell
H . Langstroth . Property located at 1800 Taylor Road .
Legally described as a portion of the NW 1/4 of the SE 1/4
of the NW 1/4 of Section 26, Township 50 South, Range 42
East, Broward County, Florida . . . . .
SP-03-86 A Site Plan request to construct a Hotel Facility in an IRO
District . Petitioner - Airport East Associates, Ltd . ; Owner
- Russell H . Langstroth . Property located at 1800 Taylor
Road .
Legally described as a portion of the NW 1/4 of the SE 1/4
of the NW 1/4 of Section 26, Township 50 South, Range 42
East , Broward County, Florida . . . . .
Linda Strutt of Williams, Hatfield and Stoner, Wilton Manors
represented the Variance and Site Plan requests . Ms . Strutt
discussed the items and property in detail explaining that
this is the first phase of the Days Inn project .
Mr . Maxwell advised the board that all requirements for the
Site Plan have been met .
The Chairman opened the public hearing . Hearing no one
speak in favor or opposition, the Chairman closed the public
hearing .
The Chairman called for a vote for each item individually .

A motion was made by Audrey Cassese, seconded by Irving
Spindel to recommend approval for VA-27-86 . The motion
passed unanimously .
A motion was made by Irving Spindel , seconded by Howard
Blackmon to recommend approval for SP-03-86. The motion
passed unanimously .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .
The Chairman announced that the next three items orr the
agenda are interrelated to the same petitioner, ow her and
property . All items will be discussed together, but will be
voted on individually .
RZ-29-86 A Rezoning request ( Containing 4 .75 acres, more or less) to
change from M-1 Industrial ( Broward County) to C-4
Commercial (Dania ) . Petitioner - Airport Commerce Park,
Ltd . ; Owner - Richard Levine . Property located at 4101
Ravenswood Road, Dania .
Legally described as the N 1/2 of Tract 1, Block 1, of the
"SUBDIVISION OF SECTION 29, TOWNSHIP 50 SOUTH, RANGE 42
EAST" , according to the plat thereof, as recorded in Plat
Book 2, Page 32, of the public records of Dade County,

Legally described as the N 1/2 of Tract 1, Block 1, of the
"SUBDIVISION OF SECTION 29, TOWNSHIP 50 SOUTH, RANGE 42
EAST" , according to the plat thereof, as recorded in Plat
Book 2, Page 32, of the public records of Dade County,
Florida . . . . .
Attorney Gerald Mager, of Hollywood Florida, and the
architect, Charles Michaelson , were present to represent the
owners requests .
Mr . Maxwell advised the board that all requirements for each
item have been met .
The Chairman opened the public hearing . Hearing no one
speak in favor or opposition , the Chairman closed the public
hearing .
A motion was made by Irving Spindel , seconded by Howard
Blackmon to recommend approval for RZ-29-86. The motion
passed unanimously .
A motion was made by Audrey Cassese, seconded by Howard
Blackmon to recommend approval for LUF-30-86. The motion
passed unanimously .
A motion was made by Howard Blackmon, seconded by Audrey
Cassese to recommend approval for SP-06-86 . The motion
passed unanimously .

The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .
Any person who decides to appeal any decision mad by
Planning and Zoning Board or City Commission withirespect to
any matter considered at this meeting or hearing will need a
record of the proceedings, and for such purpose may need to
ensure that a verbatim record of the proceedings is made,
which record includes the testimony and evidence upon which
the appeal is to be based .
