DANIA PLANNING AND ZONING BOARD
REGULAR MEETING
MARCH 4, 1986
7 : 30 P.M.
The Chairman of the board called to order the regular meeting of the
Planning and Zoning Board at 7 : 35 P.M.

A motion was made by Morris Schockett, seconded by Howard Blackmon to
approve the minutes of the regular meeting of Planning and Zoning Board
of February 4, 1986 . The motion passed unanimously .
RECOMMENDATIONS
The Chairman announced at this time the request to hear VA-21+86 first
on the agenda .
VA-21-86 A Variance request to allow a maximum building height of
160 ' (Maximum 40 ' required ) subject to F .A .A. and Broward
County Aviation Height Restrictions . Petitioner - A.J .
Ryan, Jr . ; Owner - Robert Krilich . Property located at
Northeast quadrant of Stirling Road and I-95.
Legally described Lots 18 through 24 inclusive, Block 1,
together with Lots 1 through 12 inclusive, Block 2, of
"DOUGLAS HILL" , as recorded in Plat Book 12, page 45, of the
public records of Broward County, Florida, less that portion
of Stirling Road right-of-way ; and all that portion of
Parcel ' A ' of "DUKE AND DUKE SUBDIVISION" , as recorded in
Plat Book 124, page 48, of the public records of Broward

present to represent the Variance request .
Chairman Calandra opened the public hearing . Hearing no one
speak in favor or opposition, the Chairman closed the public
hearing .
A motion was made by Irving Spindel , seconded by Morris
Schockett to recommend approval for the Variance request
contingent upon F .A .A. and Broward County Aviation approval .
The motion passed unanimously .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .

The Chairman announced that the next three items ; RZ-04-86,
LUF-05-86 and SE-17-86 were all related to the sane
petitioner, owner and property ; and that these it ms would
be discussed together but would be voted on individually .
RZ-04-86 A Rezoning request (Containing 4 .35 Acres, more or less ) to
change from IG ( Industrial General ) to IRO ( Industrial
Research Office ) . Petitioner/ McLaughlin Engineering ; Owner
- John Bond . Property located at approximately 1700 Taylor
Road Extension .
Legally described as the South one-half of the Southwest
one-quarter of the Southeast one-quarter of the Northwest
one-quarter of Section 26, Township 50 South, Range 42 East,
of the public records of Broward County, Florida ; LESS the
West 100 feet thereof.
LUF-05-86 A Land Use Flex Change to assign 4. 35 Acres more or less of

SE-17 -8-6 A Special Exception request for a Hotel Facility .
Petitioner - McLaughlin Engineering ; Owner - John Bond .

one-quarter of Section 26, Township 50 South, Range 42 East,
of the public records of Broward County, Florida ; LESS the

Mr . Robert McLaughlin of McLaughlin Engineers, 400 N.E . 3rd
Ave . , Fort Lauderdale, Fl . was present to represent the above
items . Mr . McLaughlin stated that the rezoning was to allow
a Hotel facility approximately 4 to 5 stories in height,
depending on F .A .A. regulations .
Mr . Maxwell informed the board that these requests were in
compliance with what the City is looking for in that area .
The Chairman opened the public hearing . Hearing no one
speak in favor or opposition , the Chairman closed the public
hearing .
The Chairman then called for a vote on each of the three
items separately . A motion was made by Morris Schockett,
seconded by Irving Spindel to recommend approval for
RZ-04-86 . The motion passed unanimously .
A motion was made by Morris Schockett , seconded by Irving
Spindel to recommend approval for LUF-05-86 . The motion
passed unanimously .
A motion was made by Morris Schockett, seconded by Howard
Blackmon to recommend approval SE-17-86 . The motion passed
unanimously .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .
The Chairman announced that the next three items ; RZ-06-86 ;
LUF-07-86 and SE-18-86 were all related to the same

petitioner, owner and property ; and that these items would
be discussed together and voted on individually .

change from IG ( Industrial General ) and IPT (Tank Farm) to
IRO ( Industrial Research Office ) . Petitioner - McLaughlin

Township 50 South, Range 42 East, County of Broward, State

Legally described as a parcel of land located in Section 23,
Township 50 South, Range 42 East , . County of Broward, State
of Florida,
TOGETHER WITH : Lots 20 and 21 , Block 1, RICHLAND LITTLE
FARMS, according to the plat thereof recorded in Plat Book
1, Page 33, of the public records of Broward County,
Florida . . . . .
Mr . Robert McLaughlin of McLaughlin Engineering, 400 N .E .
3rd Ave . , Fort Lauderdale, F1 . was present to represent
these items . Mr . McLaughlin advised the board that the
owner wanted to amend the original petition to 9.84 acres of
IRO and 12.09 acres of PEDD zoning .
Mr . Maxwell advised that the City has agreed with the Port
and implemented the PEDD ordinance and that would have to be
PEDD, and also that the flex would change to 9.84 acres .
Mr . Maxwell further stated that he would have to review the
PEDD ordinance thoroughly to determine whether or not the
petitioner would need a Special Exception . He further
recommended that the board approve this item and if not
needed it would be pulled from the City Commission agenda .
The Chairman opened the public hearing . Hearing no one
speak in favor or opposition, the Chairman closed the public
hearing .
The Chairman then called for a vote on each of the three
items individually . A motion was made by Howard Blackmon,
seconded by Morris Schockett to recommend approval for
RZ-06-86. The motion passed unanimously.

A motion was made by Morris Schockett, seconded by Howard
Blackmon to recommend approval for LUF-07-86 . The motion
passed unanimously .
A motion was made by Morris Schockett , seconded by Irving
Spindel to recommend approval of SE-18-86, if required . The
motion passed unanimously .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .
The Chairman announced that the next three items ; RZ-08-86,
LUF-09-86 and SE-10-86 are all related to the same
petitioner, owner and property ; and that these items would
be discussed together but would be voted on individually .

change from IG ( Industrial General ) to IRO ( Industrial
Reserach Office ) . Petitioner - McLaughlin Engineering ;

Legally described as Parcel "A" , SEA-AIRE NO . 4, according
to the plat thereof, recorded in Plat Book 100, Page 37, of
the public records of Broward County, Florida ; less that
portion lying Westerly of and within 531 .80 feet of the East
line of the Southwest 1/4 of the Southwest 1/4 of Section
26, Township 50 South, Range 42 East, City of Dania, Broward

SE-10-86 A Special Exception request for a Hotel , Office, Restaurant,
and Rental Car Facility . Petitioner - McLaughlin

Taylor Road .
Legally described as Parcel "A" , SEA-AIRE NO . 4, according
to the plat thereof, recorded in Plat Book 100, Page 37, of
the public records of Broward County, Florida ; less that
portion lying Westerly of and within 531 .80 feet of the East
line of the Southwest 1/4 of the Southwest 1/4 of Section
26, Township 50 South, Range 42 East, City of Dania, Broward
County, Florida .

Mr . Maxwell wanted the board to aware that the 2 . 5 acres
would be used for the last Car Rental Facility in that area .
The Chairman opened the public hearing . Hearing no one
speak in favor or opposition, the Chairman closed the public
hearing .
The Chairman then called for a vote on each of thelthree
items separately . A motion was then made by Morris
Schockett, seconded by Irving Spindel to recommend approval
for the RZ-08-86 . The motion passed unanimously .

A motion was made by Morris Schockett, seconded by Howard
Blackmon to recommend approval of LUF-09-86 . The motion
passed unanimously .
A motion was made by Morris Schockett, seconded by Irving
Spindel to recommend approval of SE-10-86, with the
provision that the Car Rental Facility shall be restricted
to 2 .5 acres, further restricted by requiring that the 2.5
acres be developed within 2 years . The motion passed
unanimously . .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .
The Chairman announced the next item on the agenda .
PL-19-86 A Plat approval request for "DESIGNERS PLACE PLAT"
(Containing 4 . 58 acres ) . Petitioner - Marvin Mandel ; Owner
- Florida Steel Corporation . Property located at ' 1900
Tigertail Boulevard .
Legally described as a parcel of land being a portion of
Tract 5, TIGERTAIL GROVE RESUBDIVISION, as recorded in Plat
Book 30, Page 20 of the Public Records of Broward ',County,
Florida, and also being portion of the Southwest one-quarter
(SW 1/4 ) of Section 33, Township 50 South, Range 42 East . . . .
Linda Strutt of, Williams, Hatfield & Stoner, 2312 Wilton
Drive, Fort Lauderdale, Florida, was present to represent
the above request .
Mr . Maxwell stated that the City Engineer is recommending
that the request be approved contingent upon his final
research on the roads and uitilities .
The Chairman opened the public hearing . Hearing rho one
speak in favor or opposition , the Chairman closed 'ithe public
hearing .
A motion was made by Morris Schockett, seconded by Irving
Spindel to recommend approval contingent upon the City
Engineers final approval . The motion passed unanimously .
The Chairman advised the petitioner to appear before the
City Commission at the next regular City Commission meeting .
VC-20-86 A street vacation request to vacate the North 10 feet of
Tigertail Boulveard (77 . 5 feet to 67 . 5 feet) between I-95
and the Seaboard Coast Line Railroad . Petitioner - Marvin
Mandel ; Owner - Florida Steel Corporation . Property located
at 1900 Tigertail Boulevard .
Legally described as a parcel of land being a portllion of
Tract 5, TIGERTAIL GROVE RESUBDIVISION, as recorded in Plat
Book 30, Page 20 of the Public Records of Broward 'County,
Florida, and also being portion of the Southwest one-quarter
(SW 1/4 ) of Section 33, Township 50 South, Range 42 East . . . .
The City Attorney, Mr . Adler, advised the board that this
petition had to go before the City Commission prior to being
heard by the Planning and Zoning Board, and that the
petitioner should submit a letter of request to appear at
the City Commission meeting of March 11, 1986.
The petitioner also inquired as the whether or not the Plat
request could be heard at the same time the Vacation will be
heard at the regular Commission meeting of April 8, 1986.
Mr . Adler stated that it could be heard at that time .

The Chairman announced the next agenda item .
VA-23-86 A Variance request to allow a canopy adjacent to a side yard
lot line (7 ' side yard setback required ) . Petitioner/Owner
- Robert Trent . Property located at 119 S. E . 2nd Court .
Legally described as all of Lot 7 of "BELLE DANIA
RESUBDIVISION" according to the Plat thereof as recorded in
Plat Book 80, page 10 of the Public Records of Broward
County, Florida .
There was no one present to speak on behalf of the above
request . Mr . Maxwell explained to the Chairman that contact
was not made with the petitioner/owner due to the , fact that
there was no phone number listed for the petitioner/owner .
It was noted that a motion was made Howard Blackmon,
seconded by Morris Schockett to continue this item to the
next meeting of the Planning and Zoning Board of April 1 ,
1986 . The motion passed unanimously .
This session of the Planning and Zoning Board was 'adjourned
at 8: 30 P .M.
