The Chairman of the board called to order the regular meetingof the Planning and Zoning Board at 7 :35 P.M. ROLL CALL PRESENT Sam Calandra, Chairman Audrey Cassese Irving Spindell Morris Schockett OTHERS PRESENT Paul Maxwell, Building Official Frank Adler, City Attorney ABSENT Howard Blackmon, Vice Chairman A motion was made by Audrey Cassese and seconded by Morris Schockett to approve the minutes of the regular meeting of Planning and Zoning Board of January 7 , 1986. RECOMMENDATIONS VA-13-86 A Variance request to allow outdoor storage of vehicles in an IR ( Industrial Restricted) zoning district. Petitioner/Owner Mihaly Kaufler. Property located at 626 SW 4th Court. Legally described lots 13 and 14 , block 2 , "FIRST ADDITION COLLEGE TRACT" , according to the plat thereof recorded in plat book 22, page 10 of the Public Records of Brdward County, Florida. Mr. Kaufler, the owner, was present to represent his variance request. He explained to the board that his intented use was strictly to store two (2 ) Trailers on the property. Chairman Calandra opened the public hearing. Hearing no one speak in favor or opposition, the Chairman closed the public hearing. A motion was made by Irving Spindell, seconded by Morris Schockett to recommend approval for the variance (VA-13-86) to Mihaly Kaufler with the following stipulations: (1 ) Only two (2) Trailers allowed; (2 ) The variance is for one year 1 only, petitioner must re-apply at the end of that year . The motion passed unanimously . The Chairman advised the petitioner to appear before the City Commission at the next regular City Commission meeting . PL-16-86 A Plat approval request for "Commerce Center of Dania" plat, (Containing 9 . 13 Acres more or less) . Petitioner/!Owner - Gregory Giagnagoro . Property located 1800 NW 1st Street . Legally described as a parcel of land being a portion of Section 33, Township 50 South, Range 42 East, said parcel also being a portion of lot 3, and all of lot 4 and a portion of Tigertail Boulevard, of TIGERTAIL GROVE' RESUBDIVISION as recorded in Plat Book 30, page 20 of the Public Records of Broward County, Florida . . . . . . Mr . Orosz was present to represent the plat approval request . Paul Maxwell discussed in detail the 5 items that were recommended by the City Engineer, and recommend approval contingent upon those items being met . The Chairman opened the public hearing . Hearing no one speak in favor or opposition, the Chairman closed the public hearing . A motion was made by Audrey Cassese, seconded by Morris Schockett to recommend approval of the plat request (PL-16-86 ) for Gregory Giagnacovo, contingent upon the 5 recommendation from City Engineer being met . The motion passed unanimously . The Chairman advised the petitioner to appear before the City Commission at next regular City Commission meeting . The Chairman announced that the next two items ; V '-51-85 and SP-14-85 were related to the same petitioner, own:r and locattion ; and that these items would discussed together but voted on individually . VA-51-85 A Variance request to construct a self service gas station and convenience store : (A) With 3 parking spaces ( 9 parking spaces required ) , (B ) With 2, 869 sq . ft . of Landscaped Area ( 3, 550 sq . ft . required ) , ( C) With 21 ft . fuel pum setback ( 30 feet required along Griffin Road and U.S . #1�, (D ) With 15 ft . setback for U.S . 1 driveway ( 30 feet required ) . Subject to trafficways Plan . Petitioner - Ed Byers ; Owner - Chevron , U. S .A. , Inc . Property located at 345 N. Federal Highway . Legally described as lot 11, less the North 9 .00 feet thereof and less the East 8.00 feet thereof ; together with lots 9 and 10 less the East 8.00 feet thereof, all in block "G" of " Subdivision of the NE 1/4 of SE 1/4 & E 1/2 of NW 1/4 of SE 1/4 & SE 1/4 of NE 1/4 of NW 1/4 of Section 34, - ' Township 50 South, Range 42 East" (Known as Hanson Nelson Subdivision ) as recorded in plat book 3 at page 76 of the Public Records of Dade County, Florida . Said tract of land lying and being in the City of Dania, Broward County, Florida . SP-14-85 A Site Plan request to construct a self service gas station and convenience store in a C-3 zoning district . Petitioner - Ed Byers ; Owner - Chevron, U .S .A. , Inc . Property located at 345 N. Federal Highway . 2 i I Legally described as lot 11, less the North 9 .00 Feet thereof and less the East 8.00 feet thereof; together with lots 9 and 10 less the East 8 .00 feet thereof, all in block "G" of "Subdivision of the NE 1/4 of SE 1/4 & E 1/2 of NW 1/4 of SE 1/4 & SE 1/4 of NE 1/4 of NW 1/4 of Section 34, Township 50 South, Range 42 East" (Known as Hanson Nelson Subdivision ) as recorded in plat book 3 at page 76 of the Public Records of Dade County, Florida . Attorney Ed Stacker was present to speak on behalf of the variance and site plan requests, and discussed in detail the proposed changes for the site . After discussion , Chairman Calandra opened the public hearing . Hearing no one speak in favor or opposition, the Chairman closed the public hearing . At this point the Chairman called for a motion on VA-51-85 . A motion was made by Morris Schockett, seconded by Irving Spindell to recommended denial of the variance ( VA-51-85 ) to the Chevron, U .S .A. The motion was passed on the following roll call : Irving Spindell - Yes Morris Schockett - Yes Audrey Cassese - Yes Sam Calandra - No A motion was made by Irving Spindell , seconded by Morris Schockett to recommend denial for the site plan (SP-14-85 ) for the Chevron, U .S .A . The motion passed on the following roll call vote : Audrey Cassese - Yes Morris Schockett - Yes Irving Spindell - Yes Sam Calandra - No The Chairman advised the petitioner to appear before the City Commission at the next regular City Commission meeting . PL-14-86 A Plat approval request for the Gottlieb Subdivision Plat ( Containing 1 .38 Acres, more or less) . Petitioner - Richard Stoinoff; Owner - Anne Gottlieb . Property located at 4080 Ravenswood Road . Legally described as a portion of the North 200 feet of lot 12, block 2, of the NW 1/4 of Section 28, Township 50 South, Range 42 East, according to the plat of the subdivision of said section 28, as recorded in plat book 2, page' 32, of the Public Records of Dade County, Florida . . . . . . . . Mr . Richard Stoinoff of, 4880 S .W . 36th Court, Pembroke Park, was present to speak on behalf of the plat approval request . Chairman Calandra opened the public hearing . Hearing no one speak in favor or opposition, the Chairman closed' the public hearing . A motion was made by Audrey Cassese, seconded by Irving Spindell to recommend approval of the plat request (PL-14-86 ). for Richard Stoinoff. The motion passed unanimously . Petitioner - Michael Farmer ; Owner - Jasper and Robbie Farmer . Property located at 2100 Griffin Road . Legally described as lot 9, block 1, of "WEST DANIA HEIGHTS" according to the plat thereof as recorded in plat '; book 23 at page 49 of the Public Records of Broward County, Florida . SP-02-86 A Site Plan approval request to construct a Gas Station/Convenience Store . Petitioner - Michael Farmer ; Owner - Jasper and Robbie Farmer . Property located at 2100 Griffin Road . Legally described as lot 9, block 1, of "WEST DANIA HEIGHTS" according to the plat thereof as recorded in plat book 23 at page 49 of the Public Records of Broward County, Florida . The petitioner, Michael Farmer, was present to represent the above two requests . Chairman Calandra opened the public hearing . Hearing comments from Chris Burell , Richard Pack, and Nick ???? in opposition of the requests, the Chairman closed the public hearing . A motion made by Irving Spindell , seconded by Audrey Cassese to recommend denial of the variance request . Themotion passed unanimously . The Chairman then called for a motion on the sitelplan request . A motion was made by Audrey Cassese, seconded by Irving Spindell to recommend denial for the site plan request . The motion passed unanimously . The Chairman advised the petitioner to appear bef re the City Commission at the next regular City Commissi n meeting . SP-01-86 A Site Plan approval request to construct a Hotel Facility . Petitioner/Owner - David D . Katz . Property gener�lly located at 200 Griffin Road Extension . A motion was made by Irving Spindell , seconded by Audrey Cassese to recommend approval of the site plan request (SP-01-86 ) for Mr . David Katz . The motion passed unanimously . The Chairman advised the petitioner to appear before the City Commission at the next regular City Commission meeting . The Chairman announced that the next 9 items of the agenda 4 would be continued to the next Planning and Zoning Board meeting of March 4, 1986 as a result of no representation at this meeting .
