Call to order Mayor Jones called the Workshop to order at 5:39 p.m. 2. Roll Call Present: Mayor: Albertunea Commissioners: Bob Anton Patricia Flury Interim City Manager: Colin Darmclly City Attorney, Thomas Anshro City Clerk Louise Stilson Absent: Vice Mayor: Anne Castro Commissioner: .John Berlin 3. Dania Reach Tri-Rail: Request for conceptual approval for the construction of a 3-level parking garage on the west side of the railroad track (property is owned by the City of Dania Reach) Corinne Cajole, AICP, Principal City Planner, Interim Community Development Director, explained the location of the property. She noted that them is currently a surface parking area on the site. Dania) R. Meade, P.E., Dlroctor of Engineering Construction for the South Plonda Regional Transportation Authority (SPRTA), noted the Florida Department of Transportation (FDOT) has provided them with funds that will be used on three of their nations. He advised they are working on the Dania Beach station site first because it needs the most parking. The cost of the 3-Icvel parking garage would be approximately $9M. Mr" Main indicated that they are concerned that if they do not obligate the hands before the end of this fiscal year, they may he cut fiord the FDOT budget. Ile stated that they would like to expedite the prowls and requested Commission support of the project. Greg Kyle, Kimley, Hart and Associates, noted that SFRIA, the agency that operates the Tri- Nail system, currently owns 50 parking spaces on the east side of the station and 130 parking spaces on the west side which are owned by the City. Ile described the surrounding buildings and locations. Mc Kyle explained that due to a sig iilieani increase in ridership a larger parking garage is required, which would add approximately 300 parking spaces. He advised that temporary parking arrangements have not been made, but they are aware of other parking opportunities in the area. Commissioner Flury supported the project, but questioned if the garage wmdd fit into the area. Mc Kyle responded that the proposed garage would be consistent with rho surrounding uav and they plan be return to the Commission to seek input for the final design. He explained that a shared parking agreement wiN the Humane Society, m well as an access agreement with Bmward Community College/Tlgertail, are currently in place. Mr. Kyle noted that one challenge is that the west lot lies within two separate zoning districts, however, they would work closely with staff to make sure bass issues are addressed in a timely mariner. Lastly, he advised that this will be a design-build project. Mr. Kyle emphasized Beat ley need to have a contractor on board by Jane of this yew, in order not to lose the funds that have already been allocated by FDOT. Commissioner Anton questioned If they were looking at renegotiating the lease between the City and SFRTA. Mr. Masan SFRTA, responded that they do not believe Bee lease needs m be modified. Corinne Logone, AICP, Principal Planner, Interim Community Development Director, noted the multiple zoning district issue is complicated, but we can work with the applicant 10 address our needs. Commissioner Anton supported the project, provided it tits the theme of than surrounding businesses. Mayor Jones questioned if it would be lrvat parking, He supported the project, but wanted to insure that the residents would still be able to park in the future, without paying. Mayor Jones also requested that the name"Dania Beach" be included on the signore, Mc Kyle indicated parking is currently free at all locations. He also noted that the signage would be part of the design. City Attorney Ansbm said he would review le contract to see if it needs to be modified to include language for signage and parking fees. Commissioner Flury noted we may need m include rho crher tenants been ise their signage may be affected by the parking garage. Via-Mayor Castro arrived at 6:00 p.m. Vice-Mayor Castro suggested an overlay for shared signs gn, She supported the pmjocl.
