CAI to Order Vice-Mayor Castro called the meeting to order at 7:05 p.m 2. Roll Call Present: Vice-Mayoc Anne Castro Commissioners: Bob Author .John Bertino Patricia Flury Interim City Monger'. Colin Donnelly City Attorney: Thomas Ansbm City Clerk: Louise Shcson Absent Mayor: Albert Jones Mayor Janes was not present so the Commission asked Mr. Baen'uger for an overview while they decide whether or not to proceed with the selection process. 3. City Meager Selection Colin Baca zigep of the search firm Colin Barnziger & Associates, summarized the schedule and explained the status of the search. lie provided ballots to the Commission and asked them to select their top two candidates, with no ranking. The next .step would be to have some discussion, followed by a vote to select the top choice. Vim-Mayor Castro complimented Mx. Batenziger on the pool of candidates prowtimd and all the work involved in the process. Slte also thanked all of those who participated and provided their input to help the Commission make the best decision. Assistant City Manager Colin Donnelly advised we have a situation involving a resident with a $700 water bill, duo to a Icak, He requested a 3-mouth payment plan to assist the resident during these difficult times. Cummmioner Flury was opposed to the payment plan and suggested the amount be reduced. Commissioner Tendon noted if the water did not go down the sewer system it did not cost anything to our taxpayers, but the water charge should still be paid. He was agreeable to the payment plan. Patty Vamey, Director of Finance, noted Me water did go through the sewer system. She explained that this is a two-unit rental property, and the owner is unable to show a financial hardship. Director Varney indicated that ifwe waive this bill, it would reduce our revenue whiten could effect Me requirement of our SERF loan Commissioner Anton suggested the actual cast to the City should be passed on. Commissioner Flury stated we should develop a policy for the Finance Department to follow which would not affect our SRF loan compliance. Director Varney stated Mat we receive leak reports on a doily basis. Interim City Manager Donnelly said we would work vas a policy based on the Commission direction. Director Varney indicated that she would have to calculate the Cost before giving the Cotmrissioa a final rate if the charge is reduced to the lower tier for water service. Commissioner portion motioned to reduce the water bill to The first tier rate, to keep the sewer charges, and to allow 3 months to pay the bill; scrawled by Commissioner Anton. The motiontarried unanimously. 'I he Commission took a two-minute break to contact the Mayor before proceeding with the City Manager selection process. Vicc-Mayor Castro reconvened the meeting at 7:27 p.m. Mayor ]ones is out of town and will not adwd tonight's meeting He will provide his top two choices to City Aamney Ansbro in his absence. Mr. Baenziger read aloud the Commissioners' votes. The final ranking was: Roben Baldwin 4 Russell Sanford 3 Ron Mci emore 2 Sarah Haman I Discussion followed as to why the Commissioners voted as they did. Commissioner Flury noted all of the candidates met most of Me Commission's criteria, but she thought Mat Robert Baldwin would be the best choice based on his exptnicaw. She thought that Mr. Baldwin would be a good mentor fir Interim City Manager Donnelly. He agreed wiN Commissioner Flury that Robert Baldwin would be our best selection. Commissioner Anton noted that them is no doubt that Russell B arfuld has the knowledge and good judgment to lead our City, however, he felt comfortable to have Robert Baldwin an board. Viec-Mayor Castro noted Russell BONbrd was her first chutes, followed by Scam Hammh, since she was looking for people with experience in different aspects of municipal govermnent. She also liked the fact that Mr. ➢etdbrd resides in Dania Bunch. Vice-Mayor Castro acknowledged that Mc Baldwin has the required oxperimu, but she is conceived that no has moved around frequently, and she is not sure how committed he would be to our City. Commissioner Bertino motioned to hire Robert Baldwin as City Manager; seconded by Commissioner Anton. The motion carried on the following 3-1 Roll Call vote: Commissioner Anton Yes Commissioner Flury Yea Commissioner Barton Yes Vice-Mayor Castro No Vice�Maym Castro passed the gavel and motioned a vote of unanimous support for Robert Baldwin as City Manager; seconded by Commissioner Bemire. The motion earned on the following 4-0 Roll Call vote: Commissioner Anton Yes Commissioner Flury Yes Commissioner Bertimo Yes Vice-Mayor Carbon, Yes The Commission asked City Attorney Aralum to negotiate a contract with Mr. Baldwin and bring the results back at due next meeting. 4.
