HomeMy WebLinkAboutR-2009-039 Chen & Associates SW 26 Terrace Drainage Improvements RESOLUTION NO. 2009-039 A RESOLUTION OF THE CITY OF DANIA BEACH,FLORIDA,AUTHORIZING THE CITY MANAGER TO PURCHASE ENGINEERING SERVICES FROM CHEN AND ASSOCIATES FOR DRAINAGE IMPROVEMENTS IN THE SOUTHWEST 26TH TERRACE AREA OF THE CITY; PROVIDING THAT THE COST FOR SUCH SERVICES SHALL NOT EXCEED ONE HUNDRED FOURTEEN THOUSAND ONE HUNDRED NINETY EIGHT DOLLARS ($114,198.00); PROVIDING FOR FUNDING; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That that certain agreement with Chen and Associates in an amount not to exceed One Hundred Fourteen Thousand One Hundred Ninety Eight Dollars ($114,198.00) for engineering services for drainage improvements in the Southwest 26`h Terrace area of the City,with the proposal in substantial form as Exhibit "A", attached, is approved and the appropriate City officials are authorized to execute it. Section 2. That the City Manager and City Attorney are authorized to make minor revisions to the agreement for such services which are deemed necessary and in the best interest of the City of Dania Beach. Section 3. That the Director of Finance is authorized to appropriate retained earnings from the Stormwater Fund to fund the services. Section 4. That all resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. ANVBko CITY AT ORNEY 2 RESOLUTION 42009-039 EXHIBIT A CITY OF DANIA BEACH,FL SCOPE OF PROFESSIONAL ENGINEERING SERVICES for Chen and Associates Consulting Engineers, Inc Proposal for drainage improvements for SW 32nd AVENUE BETWEEN ANGLERS AVENUE AND SW 26T11 TERRACE; SW 36TH STREET BETWEEN SW 26TH TERRACE AND CITY LIMITS; SW 26Ta TERRACE BETWEEN SW 34TH COURT AND SW 36TH STREET AND SW 33RD STREET NORTH TO I-595; SW 24TH AVENUE BETWEEN SW 34TH COURT AND CITY LIMITS; SW 33RD STREET EAST OF SW 26TH TERRACE January 15,2009 I. BACKGROUND Chen and Associates was selected by the City of Dania Beach to provide professional engineering services for its Neighborhood Improvement Program. The general scope of services includes the following: • Stormwater Design: • Street Lighting Layout and Design; • Sidewalk Layout and Design; • Traffic Calming Study and Design; • Bidding Services; • Construction Observation; and • Public Awareness. The City requested an engineering proposal from Chen and Associates to address the drainage problems at the following streets: • S.W. 32nd Street between S.W.26 h Terrace and Anglers Avenue/Ravenswood Road; • S.W. 3151 Street between S.W. 261h Terrace and Anglers Avenue/Ravenswood Road; • S.W. 361h Street between S.W. 261h Terrace and S.W. 25`h Avenue; • S.W. 261h Terrace between S.W. 36`h Street north to I-595; • S.W. 24 h Avenue between S.W. 34`h Street and city limits; • S.W. 34d Court between S.W. 26`h Terrace to S.W. 24`h Avenue; and • S.W. 34 h Street between S.W. 24 h Avenue to Anglers Avenue/Ravenswood Road; Under this proposal, Chen and Associates (C&A) proposes to provide drainage analysis, design services,permitting and construction observation services for the proposed drainage improvements according to the scope of services listed below. Il. SCOPE OF SERVICES Task 1: Site Investigation 1.1 Survey Coordination ENGINEER will examine any existing survey information or other available data to determine existing drainage patterns and topography. ENGINEER shall coordinate additional survey for: • S.W. 32"d Street between S.W.261h Terrace and Anglers Avenue/Ravenswood Road; • S.W. 3 1"Street between S.W. 26 h Terrace and Anglers Avenue/Ravenswood Road; • S.W. 361h Street between S.W. 26`h Terrace and S.W. 251h Avenue; • S.W. 261h Terrace between S.W. 361h Street north to I-595; • S.W. 24 h Avenue between S.W. 341h Street and city limits; • S.W. 34`h Court between S.W. 261h Terrace to S.W. 24'h Avenue; and • S.W. 341h Street between S.W. 24 h Avenue to Anglers Avenue/Ravenswood Road; 1.2 Utility Coordination ENGINEER will coordinate with utility companies in which have facilities in the area to determine the existence of any above or below ground utilities which may have an effect on drainage design. 1.3 Geotechnical Investigation ENGINEER will coordinate the performance of a geotechnical investigation to determine the hydraulic conductivity of the soil. The geotechnical investigation will include up to two(2) hydraulic conductivity tests and four(4) standard penetration tests. ENGINEER will review data upon completion of the testing. 1.4 Permit Coordination ENGINEER will determine and coordinate with the appropriate permitting agency and will have at least one coordination meeting with the appropriate agency. During 2 the meeting, the general intent of the drainage improvements will be discussed and any special conditions that may be present will be determined. Task 2: Drainage Calculations and Modeling 2.1 Drainage Model ENGINEER shall develop an ICPR computer model of the existing ground surface within the right of way area based on elevation data from a topographic survey. Based on the elevations and natural flow boundaries, ENGINEER will divide the study into sub-basins. The computer model will be used to determine the maximum flood elevation per sub-basin during a 5-year and 25-year design storm. The analysis provided will determine whether the system meets minimum criteria and provide a cost effective recommendation for improvements. 2.2 Drainage Calculations Using the analysis of geotechnical results, drainage calculations will be used to determine the amount of drainage (exfiltration trench) required per sub basin. The analysis to be performed will examine pre-development versus post-development conditions that will result in a net increase in water quality and a net decrease in maximum flood stage. Task 3: Construction Documents Preparation 3.1 60% Drawings ENGINEER will prepare and submit required sets of drawings to the CITY. These drawings will consist of existing conditions and 60%design for review by the CITY and Regulatory Agencies. Conceptual design will include drainage improvements along SW 3151 Street, SW 32"d Street, SW 33rd Street, SW 361h Street, SW 24°i Avenue, and SW 26`"Terrace. 3.2 90%Drawings ENGINEER will prepare and submit required sets of drawings to the CITY. These drawings will incorporate comments received at the 60% design review. Additionally, these drawings will incorporate all the details and information necessary for the completion of the project for a final review. Design will include drainage improvements along SW 3 1" Street, SW 32"d Street, SW 33`d Street, SW 36°i Street, SW 24d' Avenue, and SW 26 h Terrace. 3 3.3 100% Drawings ENGINEER shall prepare final construction documents, specifications, updated estimate of probable construction cost and bid table. 3.4 Cost Estimate ENGINEER will provide a quantity list and cost estimate to the CITY at both 90% and 100%stage.ENGINEER will utilize the 90%design plans to produce a quantity list and cost estimate to the CITY at the 90% stage. ENGINEER will utilize the 100% design plans to produce a quantity list and cost estimate to provided to the CITY at the 100% stage. These estimates will take into account change comments received from City and should be accurate to 10% of the final construction budget. 3.5 Specification Review ENGINEER will review the City's standard front end contract documents. The ENGINEER will provide a list of areas of concern (if any) for conflicts between the standard front end documents and the technical specifications to the CITY at the 90% stage. 3.6 Technical Specification Preparation ENGINEER will resolve any conflicts encountered within the technical specifications with the front end documents.The ENGINEER will prepare and produce the required sets of technical specifications to the CITY at the 90% stage. Task 4: Permitting 4.1 Coordination with Agencies ENGINEER shall enter into contact with the Broward County Environmental Protection Department(EPD)and the Florida Department of Transportation(FDOT) to determine if existing permits can be modified to accommodate the project or if new permits are required. 4.2 Prepare Permit Applications ENGINEER shall complete all necessary permit applications including Broward County, South Florida Water Management District and FDOT. ENGINEER will then send applications to City for review, signature(s) and check(s) for all permits and application fees. 4 4.3 Permit Revisions ENGINEER shall receive all comments to the submitted permits from respective agencies and respond within 14 days. 4.4 Permit Close-out ENGINEER shall close out all permits. Task 5: Bidding Assistance ENGINEER shall provide bidding assistance services as follows: 5.1 Attend one pre-bid conference. 5.2 Respond to up to three contractor requests for information during bidding process. 5.3 Prepare up to three addendums, preparation of post-approval bid documents, ad assistance in contractor bidding and selection review. Task 6: Construction Services 6.1 Construction Observation ENGINEER shall provide construction services as follows: general observation of the work (up to 12 hours per week), review of material shop drawings, review of contractor pay requests, and statement of work completion. It is estimated that all construction will last approximately(24)weeks. Construction services exceeding 24 weeks can be arranged as an additional task not included in this contract. 6.2 As-Built Drawings Contractor to provide "As-Built" drawings prepared and certified by a Florida registered land surveyor. ENGINEER shall provide the contractor electronic AutoCAD 2008 plan files for use in preparing Record Drawings 6.3 Project Certification ENGINEER shall provide project certification upon satisfactory completion of the contract and receipt of the certified "As-builts" drawings. 5 Task 7: Reimbursables 7.1 Geotechnical Investigation ENGINEER will provide geotechnical investigation including Standard Penetration Test soil borings.All costs will be reimbursed. 7.2 Survey Coordination The ENGINEER shall arrange and coordinate the efforts of licensed surveyor to prepare topographic survey. • Establish several horizontal/vertical control points thorough out project limits. Elevations will be based on National Geodetic Vertical Datum of 1929. Survey will be tied to Florida State Plane Coordinates System, East Zone, North American Datum of 83/90. • Survey will extend to 10 feet past right-of-way lines of the roads surveyed. • Obtain elevations at locations no more than 50 feet apart. • Locate all aboveground features according to the following schedule, including: pavement, paved swales, sidewalks, fences, light poles,handrails, storm manholes, catch basins, electric boxes, hand holes, curbs, valve boxes, sanitary sewer manholes, driveway types, edges and corners, trees, overhanging trees in the right-of-way, meter boxes, centerline and crown of the roads, fire hydrants and valves and overhead utilities. Utility locations will be based on surface evidence of underground utilizes such as valves, fire hydrants and manholes. The investigation for underground utilities will not extend to research at the City, Broward County, or utility companies and no underground exploration will be conducted. Survey Limits (see attached sketch): • S.W.32nd Street between S.W. 26th Terrace and Anglers Avenue (1,820 linear feet); • S.W. 36th Street between S.W. 26th Terrace and S.W. 25th Avenue (570 linear feet); • S.W. 26th Terrace between S.W. 34th Court and S.W. 36th Street (845 linear feet) and from • approximately 520' north of S.W. 34th Court north to I-595 (650 linear feet); • S.W. 24th Avenue between S.W. 34th Court and city limits (150linear feet); • Access road, from S.W. 26th Terrace to S.W. 24th Avenue (1080 linear feet); • Total length of project= 5,115 linear feet. 6 7.3 Prints& Copies ENGINEER shall provide services,as necessary,to assist the CITY in the preparing plans,coordination or other requested tasks to facilitate successful completion of the Project. Costs incurred in providing these services shall be reimbursed. III.OWNER PROVIDED SERVICES a. Provide all existing information and data available in electronic digital format. IV.BASIS OF SCOPE a. This scope does not include permitting fees. V. FEE AND PAYMENT The fee for the above scope of service would be billed at a lump sum of$114,198 according to the following breakdown. From the Notice to Proceed and receipt of all documents requested from the City, Chen and Associates will deliver the following deliverables for the following lump sum fees within 120 Working Days. C&A retains the intellectual property rights of the documents. The OWNER can use the documents at any time in the future for information. The OWNER can not alter, revise and reuse the information contained in these documents for other projects without written permission from C&A. 7
