Call to Order/Roll Call Chairman Castro called to meeting to order at 6:00 p.m. Present: Chairman: Anne Castro Vice-Chairman: C.K. "Mad' McElyea Board Members: Walter Duke Albert Jones CRA Director: Jeremy Earle City Attorney: Thomas Ansbro CRA Secretary: Louise Stilson CRA Attorney: Michael Moskowitz Absent: Board Member: Bob Anton Board Member Duke motioned to excuse the absence of Board Member Anton; seconded by Board Member Jones. The motion carried unanimously. 2. APuroval of Minutes from March 11, 2009 Board Member Duke motioned to approve the minutes of March 11, 2009; seconded by Vice-Chairman McElyea. The motion carried unanimously. 3. CRA Update Jeremy Earle, CRA Director, welcomed the new members of the CRA Board. He reported that the Board of County Commissioners approved the $2.3M Loan to Grant Agreement, and County Commissioner John Rodstrom will present the check at the April 28 City Commission meeting. Director Earle also noted that the $3.1 M for the parking garage was approved by the County. Director Earle reported that the RFQ for the Park 109 City Hall Complex has been advertised and we are literally receiving inquiries from around the world. The proposals are due on Monday, April 27, 2009. Director Earle indicated that we will purchase some properties within the City for use as,parking areas. Funding will come from the $850,000.00 from Broward County. 4. CRA Workshop Jeremy Earle, CRA Director, introduced Kim Briesemeister, MetroStrategies, Inc., and CRA Director for the City of West Palm Beach, and David Cardwell, Florida Redevelopment Association Legal Counsel. Kim Briesemeister, MetroStrategies, Inc., commended the Board for hiring Jeremy Earle as the CRA Director. David Cardwell, Florida Redevelopment Association Legal Counsel, noted it is important to understand the history of CRA's, especially since we are in a Charter County. He stressed the importance that a CRA is a separate entity from the City; it is a dependant Special District and subject to F.S. 189, as well as F.S. 163, Part III. Mr. Cardwell explained that unlike a City, a CRA can acquire property and then sell or lease it to a private entity for a fair value. He cautioned that redevelopment has been viewed as one of the best urban programs, however, any project or program a CRA wishes to undertake must be outlined in the Community Redevelopment Plan. Mr. Cardwell advised that eminent domain can only be used for public development, not for private development. Mr. Cardwell stated that CRA plans should be reviewed every five years, and the best plans are flexible. He explained that the CRA Board is different from the City Commission, even though they are the same people, and the City Commission is the Governing Body. Ms. Briesemeister presented a PowerPoint overview on organizing and managing a CRA, which is attached to and incorporated into these minutes. She stressed that decisions should not be political in a CRA, and if it is not a good business decision in a CRA, you should not do it. Ms. Briesemeister suggested that the City contribute the funds that would be allowed if we were a TIF CRA into the CRA fund. Board Member Jones left the meeting at 7:10 p.m. Ms. Briesemeister noted that Code Enforcement is important to CRA operations. However, it is a policy decision as to how they should act, but they are a key component.
