Motion made by Lottye Crooms, seconded by Edward Bourgeois to excuse Angeline Flowers
and Patrick Schilling. Motion passed unanimously.
1) OT-10-09 - Request by Jeremy Earle, Executive Director, of the Dania Beach Community
Redevelopment Agency that the LPA make a finding of conformity regarding the proposed
amendment to the Community Redevelopment Plan, finding that the plan is consistent with the City
of Dania Beach's Comprehensive Plan.
Corinne Lajoie, AICP, Principal Planner addressed the board regarding the Community
Redevelopment Agency's request for a finding of conformity regarding the proposed
amendment to the CRA Plan. Ms. Lajoie introduced Bob Daniels with the Mellgren
Planning Group to the board.
Mr. Daniels addressed the board, describing the CRA request, explaining that Chapter 163
Part 3 provides for the LPA to provide a review of the CRA plan and indicate it's finding of
conformity with the comprehensive plan. Mr. Daniels referenced the finding of conformity
report which indicates how the plan is consistent with the purposes of the comprehensive
plan elements and the plan articulates specific policies and objectives in the plan that relate to
the Community Redevelopment Plan.

Chairman Fetscher opened this item to the public for comment, hearing no one and seeing no
one,the public hearing was closed.
Chairman Fetscher recognized Angeline Flowers as present. (7:05 pm)
Motion was made by Edward Bourgeois to make a finding of conformity regarding the
proposed amendment to the Community Redevelopment Agency Plan (OT-10-09), seconded
by Lottye Crooms. Motion passed on the following roll call:

2) LU-05-09: The applicant, The Mellgren Group, on behalf of the City of Dania Beach's Community
Redevelopment Agency, is requesting a future land use amendment designating a Regional Activity
Center(RAC) in the area of the expanded Community Redevelopment Area(CRA).
Corinne Lajoie, AICP, Principal Planner addressed the board describing the request by the
Community Redevelopment Agency to designate a Regional Activity Center(RAC) land use
designation. Ms. Lajoie indicated that the amendment collapses all of the existing land use
designations into one land use designation, the Regional Activity Center (RAC). Ms. Lajoie
indicated that the CRA consultant Mellgren Planning Group would answer any specific
questions regarding the proposed land use change.
Jeff Katims with the Mellgren Planning Group 655 Nova Drive, Davie Florida addressed the
board describing the proposed request for a RAC. He indicated that the area would
encompass approximately 1,350 acres, and would correspond with the expanded CRA
boundaries. Mr. Katims indicated that the RAC will not change what will happen on specific
properties but will give the City the ability to plan for the entire area within the RAC
designation as one unit, without having to process separate land use plan amendments every
time a zoning change is requested. Mr. Katims indicated that the CRA plan calls for some
land use and zoning changes which were requested by the neighborhoods during the CRA
plan process. He indicated that some examples of these changes are replacement of
industrial uses along Phippen with neighborhood commercial and mixed use, tweeking of
Transit oriented development boundary and assisting and expanding the marine business
presence within Dania Beach.
Mr. Katims indicated that if the city does not adopt the CRA then in order to make the zoning
changes necessary the city would be processing numerous land use plan amendments with
the county and the state. The RAC allows the city to change the zoning as necessary without
having to process a lengthy, costly land use plan amendment each time.
Mr. Katims indicated to the board that at least six to eight meetings were held, including
charettes, in an effort to obtain feedback from each of the neighborhoods affected by the
designation. Ms. Lajoie indicated that she attended one of the charettes, stating that there
were approximately 20 residents present and participating.

Mr. Katims concluded that a public hearing would be held by the City Commission in March
and the amendment would then be forwarded to the Broward County Planning Council,
County Commission and to the State DCA for review. He stated final adoption is proposed
for November of 2009.
The board reviewed the area maps outlined by the Mellgren Planning Groups' RAC proposal.

After discussion by the board, a motion was made by Edward Bourgeois to recommend
approval of LU-05-09, seconded by Lottye Crooms. Motion passed on the following roll
