Call to Order Jay Field called the meeting to order at 7:10 p.m. 2. Roll Call Members Present: Jay Field Rae Sandler Betty Sokol Dick Sokol Sulie Spencer Boisy N. Waiters, Jr. Members Absent: Mike Grady(excused) Beulah Lair, Chairperson (excused) Linda Sacco (excused) Clive Taylor(unexcused) 3. ARnroval of February 26, 2009 Minutes • Rae Sandler motioned to approve the minutes, seconded by Betty Sokol. The motion carried unanimously. 4. Presentation and Sub Committee Reports 4.1 The Pilot Program Jay Field stated that the Pilot Program is a residential voluntary sound insulation program. This program is for noise not greater than 45 DNL and a minimum interior noise level reduction of 5DNB. Mr. Field presented the board with mitigation maps which showed projections of the noise on the yearly average from a B737-700 aircraft departing the proposed runway 27L and proposed 9R runway. He stated that citizens located Northeast of Dania Beach and South of Griffin Road will be exposed to a greater amount of noise, and unless they go to 60DNL they will not be offered mitigation. Rae Sandler stated that the projections are based on the average daily evening departures, because airplanes fly out mostly in the evening hours and she believes that this projection shrinks the noise contour for mitigation. Jay Field stated that the mitigation proposals are for the following: Melaleuca Gardens, North of Griffin up to Dania Beach Cut-off Canal, out to Southwest 35 Avenue and just short of Davis Isle. Ms. Sandler stated that the Pilot Program want to mitigate the 70 DNL, but the FAA . regulations states that 70 DNL is not suitable for residential, it is only suitable for airport compatible or commercial use only. Jay Field stated that the Pilot Program is scheduled to be completed by the 4`h quarter of 2010. He advised the program is strictly a volunteer program and stressed that everyone must know their legal rights and consequences before signing their legal rights away. 5. Adiournment Rae Sandler adjourned the meeting at 7:40 p.m., seconded by Boisy Waiters, Jr. The motion carried unanimously.
