MINUTES OF MEETING
AIRPORT ADVISORY BOARD
THURSDAY, MAY 28, 2009—7:00 p.m.
Call to Order
Jay Field called the meeting to order at 7:00 p.m.

Approval of March 26 2009 Minutes
Betty Sokol motioned to approve the minutes, seconded by Boisy N. Waiter Jr., The motion
carried unanimously.
4. Presentation and Sub Committee Reports
4.1 The Pilot Program
Rae Sandler noted the Broward County Commissioners are in the process of writing a contract
for the Pilot Mitigation Program. Ms. Sandler noted this program will randomly select fifty
homes for this program to offer sound reduction. She noted that at the May 5, 2009 Broward
County Commission meeting, not all of Broward County Commissioners agreed with the
proposed contract. Ms. Sandler also noted the commissioners asked Kent George to revise the
contract to offer homeowners guaranteed options that if they participate in the program they can
participate in other programs also, and if the south runway is approved they can purchase
insurance. Ms Sandler also noted homeowners questioned that if they agree with getting their
home sound proofed could they in the following years, negotiate their contract. Ms. Sandler
advised to discourage homeowners from signing the navigational easement, because signing it
causes the homeowners to give up their right to complain about the airport noise. She advised the
Pilot Mitigation Program is currently in the forming stages. She also noted the Broward County
Commissioners have told the Dania Beach Commissioners that they rather see homes bought,but
right now the county does not have the funds to do so. Ms. Sandler noted Brenda Chalifour
attended the May 5'h meeting where she spoke on airport matters

and mass transit. She also noted that Brenda Chalifour experienced disruptions from Broward
County Commissioners at the meeting.
Bob Mikes noted that hostility exists between the Broward County Commission and the City of
Dania Beach regarding airport matters.
Jay Field stated he attended the Broward County Environment Department meeting and spoke
with the director. He noted that the director stated that he could only speak with the designated
person regarding airport matters. Mr. Field advised that recommendations can be made to the
City of Dania Beach Commission to send a letter to the Broward County Commission
commending their actions regarding airport matters.
Daniel Payne questioned who was the designated person that the Broward County Commission
need to speak to.
Terry Hale-Hicks indicated the board should find better ways to deal effectively with the
Broward County Commission instead of fighting.
Bob Mikes advised that Mayor Anne Castro would be the most effective person due to her Legal
background, and also because she is the Mayor.
The Board agreed to write a letter of recommendation to the City Commission on who they
would like to have represented the city on airport matters. The board agreed to motion the
commission at this critical point and time, and that the commission considers who would be the
most effective person to represent the City of Dania Beach regarding ongoing decisions made by
the Broward County Commission on airport matters. The commission should considering their
educational background, legal and political position. Boisy N. Waiters, Jr. motioned to have
Mayor Anne Castro as the most effective spokesperson to represent the city of Dania Beach,
seconded by Rae Sandler. The motion passed unanimously.
Jay Field advised the board to invite Kent George B.C.A. Director, to speak at the next Airport
Advisory Board Meeting.
Rae Sandler motioned to invite Kent George,to speak at the June 25, 2009 meeting, seconded by
Linda Sacco. The motion passed unanimously
Jay Field motioned for the Ft. Lauderdale Airport Director to attend the next meeting, seconded
by Betty Sokol. The motioned carried unanimously.
Bob Mikes noted the Broward County Interlocal Agreement was only good for 20 years. The
Board asked to have the expiration date checked.
Guest Speaker Richard Sacco advised that by allowing a spokesperson represent the board, it
will be much more effective and more can get accomplished in a positive way. He also noted
that he believes that this is a great idea and the board is on the right track by doing so.
Jocelyn Lummis questioned if there was anyway to stop the Broward County engine that
seems dead set on the south runway.
Linda Sacco noted that she believes that there is glimmer of hope because the airport will
negatively impact the whole county. She noted the Hollywood City Commission voted

unanimously to give funds for the legal effort, but the citizen, in the area of Arapahoe Farms
areas are against the idea.
5. Appointment of new members to the Airport Noise Abatement Board
New members were introduced to the Airport Advisory Board. Daniel J. Payne, appointed by
Commissioner Walter Duke, worked over 30 years in Law Enforcement. Mr. Payne along with
his family relocated from the state of Michigan and he has been a resident in the City of Dania
Beach for four years. Jocelyn Lummis, another new member, has been a resident in the City of
Dania Beach since 1999 and feels that it is time to join the fight against the Ft. Lauderdale
Airport. Terry Hale-Hicks, a resident of the City of Dania Beach since 1993, is also interested in
helping with the fight against the Ft. Lauderdale Airport expansion.
6. New Business
No new business was discussed.
7. Adioumment
Jay Field adjourned the meeting at 8:35 p.m.
