DANIA BEACH MARINE ADVISORY BOARD
WEDNESDAY, AUGUST 19, 2009 - 6:00 P.M.

3. Approval of Minutes of June 17, 2009
Louis Webb motioned to approve the minutes, seconded by Craig McAdams. The motion carried
unanimously.
4. Reports and Discussion
Turn your Boat into a Float
Kristen Jones, City of Dania Beach Director of Parks and Recreation, and Mark Felicetty,
Assistant Director of Parks and Recreation, advised that the Turn your Boat into a Float Parade
will be on Sunday, December 6, 2009. Director Jones noted the Lions Club will sponsor the
event in which they are providing food, beer, and the One Ton tug event. Director Jones advised
the Lions Club has the required licenses and they will also help raise money for children with
disabilities. She also noted that Rick Shaw from Majic 102.5 will be in attendance. Director
Jones noted the Turn your Boat into a Float Parade is a land parade and the theme for the parade
will be"A Tropical Holiday", and a steel drum band has been hired to go along with the theme.
Director Jones noted the flyer is currently in draft form and by the next meeting in September it
will be ready for distribution. She said the Winterfest Boat Committee will tweak the flyer and
distribute them with the City of Dania Beach logo on it. Director Jones noted that the Marina
has 750 ft. of space and we will have to limit the parade to 25 boats.
Assistant Director Felicetty noted that the parade will move south to north on the beach, on the
Whiskey Creek side. He said that each boat/trailer/vehicle will have about 35 ft. to 50 ft. of
space. Assistant Director Felicetty also noted that they can get approximately 14 heading north
then loop another 14 heading south.
Clive Taylor questioned if it was possible to have two rows.
Director Jones noted it would probably be tight due to the 10 to 12 teams participating in the tug
of war. She said FAU parking will be for VIP's and there will be free parking and shuttle from
Dania Jai-Alfa. Director Jones noted this is the inaugural event, so they are going to start with 25
entries and there will be various categories to choose from. She indicated that the information
regarding registration and parade information will be on the city's website.
5. New Business
Unified Zoning Code Presentation - The Mellgren Planning Group, Jeff Katims/Corinne Laioie,
City of Dania Beach Principle Planner
Bob Daniels, City of Dania Beach Director of Community Development, noted he helped
prepare the Master CRA Plan for the Mellgren Planning Group, which also helped encourage the
marine industry. Director Daniels noted the Unified Zoning Code is a very important project and
takes the current city zoning code, plus the Broward County codes that are now applicable in the
annexed areas, and puts them all under one umbrella and unifies them and makes the language
consistent. He advised this is step one to upgrading land development regulations to address
whatever is necessary to help move development forward.
Jeff Katims, guest speaker from the Mellgren Planning Group, presented a Power Point overview
of the Unified Zoning Code. He noted they began upgrading the city codes approximately
fourteen to sixteen months ago. Mr. Katims advised they were tasked with two things: bring all
the codes together so there will only be one code governing land use within the city; and find
things that are broken and fix them, if possible. He noted they were asked to meet with the
neighborhoods throughout the city and find out what their concerns were regarding their
lifestyles issues, including dockage and other marine functions. He also noted they were asked
to consider the recommendations from the Marine Board before finalizing the code. Mr. Katims
noted that the Marine Code is one of six that rose to the top of the list that can be affected by the
zoning code. He said that the first draft, located on the city website, is a working draft. He noted
the reorganization of the entire code, with the incorporation of code provisions included from the
county code, are currently being refined and are undergoing legal review. Mr. Katims said they
are working on comments received from the residents of Dania Beach, and the final draft is
anticipated in about four to eight weeks.
Mr. Katims noted seventy percent of the attendees in the July workshop meeting wanted
maximum size requirements established for boats, RVs and trailers. He said the existing code

provisions were in favor of the majority and they were not proposing any changes. Mr. Katims
noted the maximum length for boats is 30 ft. and parking of boats and trailers is currently
permitted in side yards, and if parking in a backyard is not accessible then it is allowed in the
driveway. He noted that both codes currently have a 5 ft. setback from any property line. Mr.
Katims advised the code currently allows that a boat or trailer may be parked on the front yard,
on a paved surface, and does not address the side rear yard and they do not propose to do that
either. He noted that screening would be required along side and rear property lines. Mr. Katims
advised there were no changes regarding boat lifts, docks and pilings. He also noted there were
serious perception differences between the city and county codes. Mr. Katims advised the
county codes were very restrictive with regards to certain pilings, depending on if you were with
the 92-2001 Code. He noted the city residents thought that the city codes made more sense, so
the attendees did not propose any changes.
Linda Sacco stated she was concerned with the property line that extends 50 ft. from the edge.

She questioned if the property owners were going to be caught up in the loophole.
Mr. Katims responded all of the set backs he referred to were from the side property line and
from the neighboring property line, in terms of how far out you go into the waterway, which has
nothing to do with the property line. He also noted that boatlifts and pilings are allowed to
project at least 5 ft. into the waterway at 24 ft., whichever is less. He noted docks with no side
setbacks are required and allowed to extend 5 ft. into the waterway, unless the waterway is
greater that 50 ft. in width, then you can go 10 percent or 20 ft. Mr. Katims also noted docked
boats are allowed to extend 30 percent of the width of the waterway from the property line, and
docking along private docks is permitted by permission from the owner unless it is a stressful
situation.
Someone asked how far from the bulkhead line a boat could extend into the canal, and what
could be done in that area. Someone said they would like to see more change to dockage space
from 30 percent to 22 percent. Someone also said he feels that 30 percent will work for him and
his main point is to have room to maneuver, and for everybody there to keep their boat.
The Marine Advisory Board agreed to recommend the 30 percent dockage with limitations. The
board also agreed to review the purposed One Code and plan to make recommendations and
suggestions by the next meeting.

4.5 Manna Update
Captain Jay Jackson noted they made the wood decking safer and skid free. He also noted the
plywood has at least 4 years of wear. Captain Jackson said the water supply line for the marina
and all of the pvc in all of the joints and the hangers are starting to rust from the weight of the
water and the 2 inch line, causing low water pressure and leaks.
