AIRPORT ADVISORY BOARD
THURSDAY, AUGUST 27, 2009 - 7:00 P.M.
1. Call to Order
Jay Field called the meeting to order at 7:00 p.m.

3. Jay Field motioned to approve the excused absences; seconded by Linda Sacco, the motion
passed unanimously.
4. Approval of July 23, 2009 and August 6, 2009 Minutes
Jay Field noted the following to be corrected; section 4.1, Jay Field noted that Kent George will
be having a workshop with the City Commission on August 6, 2009, regarding airport matters.
Christopher Johnston noted the following to be corrected; section 4.2, He noted that he did
believe the 20/20 contour are going to be a representative of the true noise patterns. Also to be
corrected, Virginia Lane represents the FAA in Orlando.
Linda Sacco noted the following to be corrected; section 4.1, we should focus on the science and
technology of construction in how the sound reduction program have already been done instead
of putting people through the process.
Rae Sandler motioned to amend the July 23 2009, minutes as corrected and discussed; seconded
by Bob Mikes. The motion passes unanimously.
Bob Mikes motioned to adopt the August 6, 2009 minutes, as discussed; seconded by Rae
Sandler. The motion passed unanimously.
5. Presentation and Sub Committee Reports
Guest Speaker
Commissioner Bob Anton presented board members with a draft letter that will be sent to Kent
George, Director of the Ft. Lauderdale Airport, Commissioner Anton noted that the letter was
based on comments and the August 4, 2009 meeting. He also noted that all email from the City
website is included in this letter and it will be forwarded to the City Commission, White and
Case, and the City Attorney for review. Commissioner Anton said the Commission is going to
have Mayor Castro sign this letter, which is a response from the entire city of Dania Beach.
Commissioner Anton noted that the original letter contains appendix (a), which has a potential
menu of options for residents, and appendix (b), which are detailed comments on the initial
county proposal. He said this letter will be sent to Kent George on or before September 1, 2009.
He noted this is all based on a dispute resolution. Commissioner Anton stated this letter was also
reviewed by John Lucas; he is the City of Dania Beach Property Rights Attorney and also the
consultant from the FAA. Commissioner Anton noted that Mr. Lucas also attended the August 4,
2009 meeting. He stated that other important issues are noted in the draft letter such as
avigational easements, mortgages, and other important issues that come into play. Commissioner
Anton advised the lawsuit up in Washington is still going forward, and in there is no timeline as
to when it will be going to trial.
Bob Mikes asked the status of the County Part 150.
Commissioner Bob Anton responded there is no official update as far as he knows. He said the
County is supposedly working on it. He also stated that he met with Ocean Waterways residents
regarding airport matters and now they are concerned, and he believes that they will now be
more engaged. Commissioner Anton advised that all email or comments regarding this matter
should be directed to him.
Bob Mikes asked Commissioner Anton about the no restrictions on the runway.
Commissioner Bob Anton noted the County preferred alternative was the BIC, which had
restrictions; the FAA refused to go along with it and chose the BIB, no restrictions, and stated
the FAA will not honor restrictions.
Bob Mikes commented on 3:00a.m.flights. He asked how the County was planning to deal with
people that have medical conditions, and if they will offer some means of relocation for some of
the people in volunteer programs.
Commissioner Anton advised the single event noise is a day and night average and it is not just a
simple average of numbers. He also added that more weight is giving to flights at night than in
the day time.

Commission Anton noted that the Pilot Program does not have Purchaser's Assurance and the
County plans to implemented it after the runway is completed, which is projected to be in 2014.
He advised to make sure you look at the agreements; Mortgage, Purchaser Assurance, and the
Avigation Easement and strongly advised before signing anything to have some sort of legal
assistance.
5.1 Guest Speakers- Beaumier, Jacques, BCAD Noise Mitigation Officer and Sound Insulation
Pilot Program Manager, Carter,Diane
Jacques Beaumier, BCAD Noise Mitigation Officer for the FAA, presented a power point of the
Pilot Program. Mr. Beaumier advised the board approved the Pilot Program on August 5, 2009.
He stated the County awarded the contract to the Urban Group along with other companies. He
noted the goal of the program is to establish a base for the Mitigation Program. The County will
come up with a noise mitigation program, which entitles different levels of mitigation which is
strictly sound proofing.
Diane Carter, Sound Insulation Pilot Program Manager, stated the goal of the Pilot Program is to
reduce the interior noise level to no grater 45 DNL, and a minimal reduction of 5 decimals. She
said they hope to start the 50 unit program by the end of the year pending comments from the
City of Dania Beach Commission, and noted that they are waiting for Broward County
Commission to give them direction. They are also waiting for approval of the Homeowners
Participation Agreement and Aviagation Easement.
Ms. Carter stated that the 20/20 Contour Environmental Impact Survey approved 2,074
properties in the 65DNL or higher, and the FAA has determined that this is needed to be
compatible for mitigation land use. The FAA agreed to provide mitigation outside the 65 DNL,
so the entire area will receive the benefits. She noted that this is a volunteer program and agrees
with Commissioner Anton to have legal assistance before signing anything. Ms. Carter advised
they will have a program office set up for residents to come in see the different products to
choose from and learn about the program. She noted they will be conducting assessment visits in
the first quarter of 2010 to the first fifty homes pending the Broward County Commission
approval and noted that is all subject to change. She also stated the assessment teams will
perform acoustic testing, hazardous material testing on different type of homes, and other
inspections before insulating soundproof materials. They also ask that homes be free of code
violations and noted that they are not there to repair violations, nor to report any code violations.
Ms. Carter noted that once the assessment team has completed with the home the homeowners
are then given a concept package; the owner will then meet with the Urban Group to go over the
plans page by page and explain every change they anticipate making; at that point, the
homeowner will select products for their home. She also noted that once the owner is satisfied
they will be is asked to sign the Homeowners Participated Agreement and Avigation Easement.
Ms. Carter advised that a homeowner can go through the whole process and get the concept
packet and decide that this not for them. She said that once they have signed all contracts, they
will be put in a final design package that will then be sent to Broward County Purchasing to be
publicly bidded. Ms. Carter stated from past experience, a majority of homeowners were thrilled
with the Pilot Program and encouraged members to call Boca Raton for comments regarding the
Pilot Program.

Daniel Joe Payne questioned the goals for the Pilot Program.
James Beaumier advised that they are working on a Noise Mitigation Program for the 2,074
homes and when the Commission approves that program, of which soundproofing is part of that
program, then they will have something to work with.
Daniel Joe Payne asked if this was a request from Broward County, or was this presented to the
Broward County Commissioners as a solution.
Jacques Beaumier noted that the Pilot Program was presented and approved in August by the
Broward County Commissioners, and advised that it was a recommendation by the
Environmental Impact Survey with Avigation easements. Mr. Beaumier noted that once the
Avigational Easements are approved the next step is, for the FAA in Orlando to get approval for
the program.
Diane Cater advised that a periodic newsletter will be mailed to the City of Dania Beach
residents once the program is approved. They will also have a website where residents can get
more information about the program.
