HomeMy WebLinkAboutFirst Public Hearing -FY 2009/2010 Budget MINUTES OF MEETING DANIA BEACH CITY COMMISSION FIRST PUBLIC HEARING — FY 2009/2010 BUDGET TUESDAY, SEPTEMBER 15, 2009 - 7:00 P.M. 1. Call to Order Mayor Castro called the meeting to order at 7:00 p.m. 2. Roll Call Present: Mayor: Anne Castro Vice-Mayor: C.K. "Mac"McElyea Commissioners: Bob Anton Walter Duke City Manager: Bob Baldwin City Attorney: Tom Ansbro City Clerk: Louise Stilson Code Attorney: Tim Ryan Absent: Commissioner: Albert C. Jones Commissioner Anton motioned to excuse the absence of Commissioner Jones; seconded by Vice-Mayor McElyea. The motion carried unanimously. Commissioner Anton noted that he will not vote to raise taxes; he will only go with the roll back rate. Mayor Castro confirmed this was the intent of the City Commission. City Manager Baldwin read the budget message included in the proposed budget. He noted that at the July 29`h Workshop the Commission concurred with staff recommendation and provided direction to certify the proposed millage at 6.0043, which is the roll back rate plus 2.5%personal income growth rate. City Manager Baldwin stated the Commission indicated that they would further reduce the budget to avoid an increase in ad valorem taxes. He noted the changes made during the budget workshop were incorporated into the budget and will be presented in tonight's presentation. City Manager Baldwin reminded the Commission that the tentative millage rate set tonight cannot be increased at the second public hearing. He recommended that the Commission reduce the millage rate to the roll back rate of 5.8579; anything above this would require advertising a tax increase. City Manager Baldwin advised that the Property Appraiser has already advised us of a double digit erosion in our property tax base that will impact the FY 2010/2011 budget. He cautioned the Commission not to lower the millage rate below the roll back rate in anticipation of worsening property values in the coming year. Mayor Castro noted the solid waste assessment is included on the tax bill this year; increasing the tax bill by $269. Residents will no longer pay the monthly charge on their water bill. The reason for making this change is because when people leave and do not pay their water bill, the City is still responsible for paying the waste hauler, which means that other citizens are responsible for paying the trash bill. 3. Presentation of Proposed Millage and Budget 2009/2010 Nicki Satterfield, Acting Director of Finance, presented a PowerPoint overview of the Proposed 2009/2010 Budget, which is attached to and incorporated into these minutes. Mayor Castro opened the Public Hearing. Leslie Brown, 153 NW 14`h Way #3, questioned the $800 solid waste assessment on the Trim Notice. She said that the water bill for her triplex has increased for the past 6 years. Ms. Brown indicated that the City could do better with the budget. Acting Finance Director Satterfield noted the solid waste assessment will be removed from the monthly water bill, and will now be included on the tax bill. Ms. Brown is charged for 3 units because she owns a triplex. Adolfo Jimenez, Chairman, Dania Beach Chamber of Commerce, 102 W. Dania Beach Boulevard, thanked the Commission for their support of the Chamber and the business community. He noted some of the upcoming events that would be sponsored by the Chamber. Mayor Castro commented on the Arts and Antiques Festival and the Dania Beach Bash. She recommended that the City support the Arts and Antiques Festival, even though staff has parking concerns during the construction of the Library and Parking Garage. Mayor Castro indicated there is also a concern with the date of the event, and noted the organizers want to have it on the same dates as ProBowl/Superbowl events. She noted she is disappointed that the Chamber does not want to participate in the event. Mr. Jimenez responded that the Chamber would participate in the event. Scott Budd, 235 SE 8`h Street, noted he is concerned with safety on the beach due to the cutback of the lifeguards. Commissioner Duke concurred with his concerns, and noted there is no decrease in staffing, only a change from full-time to part-time employees. Chris Young, 605 NE 2nd Street, questioned the $270 solid waste assessment. Minutes of Meeting 2 First Public Hearing FY 2009/2010 Budget Dania Beach City Commission Tuesday,September 15,2009-7:00 p.m. Mayor Castro once again explained that this cost will no longer be on the monthly water bill, and is now included on the tax bill. Mr. Young questioned the $8 increase in the fire assessment. He indicated the Fire Department should maintain the status quo for another year. Mr. Young said the City is in great shape; the Commission has done a great job at managing the City; but this is not the time to buy new things. Commissioner Anton responded we are not replacing anything that does not need to be replaced. However, we need to meet minimum standards in order to maintain our ISO rating. Steven Reed, 205 NE ls` Court, questioned if there was a discount for paying the solid waste assessment in advance. The response was no; the fee reflects the actual 12 month cost. Cindy Watts, Family Central, requested funding in the amount of$10,000.78 for her agency. Chris Young,NE 2nd Street, said City buses, as well as school buses, travel too fast on his street. Joe Van Eron, 1500 SW 2"d Avenue, noted there is no neighborhood improvement funding in the proposed budget to complete the CPTED Study for his community. Seeing as there was no one else to speak, Mayor Castro closed the Public Hearing. Acting Finance Director Satterfield pointed out that Broward County is considering a reduction in the community bus funding, which is a reduction of$25,908 in revenue; and we also received reductions from the Department of State for $21,725 in sales tax, and $15,405 in revenue sharing. Acting Finance Director Satterfield noted the millage rate will not exceed 5.8579, which is the roll back rate plus the 2.5%personal income growth rate. 4. Resolution#2009-167 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AS REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING THE PROPOSED MILLAGE RATE NECESSARY TO BE LEVIED FOR THE FISCAL YEAR 2009-2010 FOR OPERATING PURPOSES; ESTABLISHING THE DEBT MILLAGE APPROVED BY THE ELECTORATE; PROVIDING FOR A PUBLIC HEARING WHEN OBJECTIONS MAY BE HEARD AND QUESTIONS CONCERNING SAME WILL BE ANSWERED;PROVIDING FOR CONFLICTS;FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
