HomeMy WebLinkAboutFinal Public Hearing FY 2009/2010 Budget MINUTES OF MEETING DANIA BEACH CITY COMMISSION FINAL PUBLIC HEARING FY 2009/2010 BUDGET TUESDAY, SEPTEMBER 23, 2009 - 7:00 P.M. 1. Call to Order Mayor Castro called the meeting to order at 7:00 p.m. 2. Roll Call Present: Mayor: Anne Castro Vice-Mayor: C.K. "Mad'McElyea Commissioners: Bob Anton Walter Duke Albert C. Jones City Manager: Bob Baldwin City Attorney: Tom Ansbro City Clerk: Louise S61son City Manager Baldwin noted at the September 15, 2009 Budget Hearing, the Commission adopted a not to exceed millage rate of 5.8579. Commissioner Duke arrived at 7:01 p.m. Nicki Satterfield, Acting Finance Director, presented a PowerPoint overview of the final proposed budget, which is attached to and incorporated into these minutes. Commissioner Jones arrived at 7:06 p.m. 3. Public Hearings Mayor Castro stated in accordance with Florida Statutes, Section 200.065 (2)(e)1, the first substantive issue to be discussed shall be the millage rate prior to the City adopting its final budget. For fiscal year 2010, the City of Dania Beach tentatively adopted, on September 15, 2009, a millage rate of 5.8579 which represents an increase of 0% over the rolled-back rate of 5.8579, in order to fund the General Fund budget. Further in March 2005, the voters approved the issuance of General Obligation Bonds. The debt service millage rate for FY 2010 is 0.1514. The Commission will discuss the millage rate first, and then open the hearing to the public for comments on that matter. Mayor Castro opened the Public Hearing. Janice Reed, 205 NE I" Court, requested that Frost Park remain open on Monday evenings. She provided a list of people who want the facility to remain open. Kristen Jones, Director of Parks and Recreation, noted the instructor of Jazzercise agreed to change the class from Monday evening to Wednesday evening. She also noted that the Boy Scouts agreed to move to Wednesday evening. Scott Budd, 235 SE 8`h Street, questioned who would certify that the lifeguard towers are stable once they are retrofitted. Dean Moss, Beach Supervisor, noted the towers came from California, but they are used throughout the country. The company that works on the towers will certify them. Commissioner Duke and Vice-Mayor McElyea noted they are good towers. Mr. Budd indicated they are probably not safe and asked that the manufacturer approve them after they are repaired. He questioned the purchase of a 4x4 truck for the beach. Mr. Moss responded that the truck eliminates the need to be in an office all day, and provides him the opportunity to spend more time on the beach. Also, if someone is injured it is difficult to transport them with the present ATV vehicle. He noted the towers are not grounded, so during a lightning storm the lifeguards can remain on the beach in the truck, as opposed to going inside the office. Mr. Budd indicated that beach revenues have disintegrated over the years. He said that having 3 guards on the beach is unacceptable. Mr. Budd said he sees the demise of the beach, and there are other priorities that can be cut other than the lifeguards. Christine Budd, 235 SE 8`h Street, noted there are 4 places on the beach with riptides, and our lifeguards made 8 saves in one day. She said tourists come here for the beach and they need to be safe. Ms. Budd noted that in her opinion, we need 4 lifeguards during peak season and 3 on weekdays. The motion carried on the following 4-1 Roll Call vote: Commissioner Anton Yes Vice-Mayor McElyea Yes Commissioner Duke Yes Mayor Castro Yes Commissioner Jones No 3.2 Resolution#2009-190 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AS REQUIRED BY THE CITY CHARTER AND SECTION 200.065, FLORIDA STATUTES, APPROVING ITS ANNUAL BUDGET FOR THE FISCAL YEAR 2009-2010; PROVIDING FOR A PUBLIC HEARING WHEN OBJECTIONS MAY BE HEARD AND QUESTIONS CONCERNING SAME WILL BE ANSWERED; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. Mayor Castro announced in accordance with Florida Statutes and the City Charter, the City Manager has submitted to the Commission a proposed General Fund Budget of$36,646,946; a Capital Projects Fund Budget of $2,497,663; a Stormwater Enterprise Fund Budget of $2,384,450; a Water Enterprise Fund Budget of$14,885,471; a Sewer Enterprise Fund Budget of $6,037,081, and a Debt Service Fund budget of $629,571. The City Manager also submitted under the Special Revenue Funds, a Tree Preservation Fund budget of$57,000, a Marina Fund of $286,717, a Building Operations Fund of$1,605,000 and the CRA Fund of$693,283. Now, the budget is open to Commission discussion first and then to the public for comments and questions. Mayor Castro opened the Public Hearing. Mr. Budd questioned if the millage rate increased. Mayor Castro responded no, we adopted the roll-back rate which will generate the same amount of dollars as last year. Seeing as there was no one else to speak, Mayor Castro closed the Public Hearing. City Attorney Ansbro read the title of Resolution#2009-190. Commissioner Anton motioned to adopt Resolution #2009-189; seconded by Commissioner Duke. Commissioner Anton noted that he would like to keep the lifeguards, hire 9 additional firefighters and keep the parks open, but this is a bad economy and some people are having a hard time making ends meet. Commissioner Jones noted that during his campaign he said that he would not increase taxes, so he will vote against the budget. He said that the increased cost is high for property owners. Minutes of Meeting 3 Dania Beach City Commission Final Public Hearing FY 2009/2010 Budget Wednesday, September 23,2009-6:00 p.m. Mayor Castro noted that the roll-back rate does not increase the tax dollars because property values have declined. The additional fees for water, sewer, garbage, and fire assessment are what raise the cost to taxpayers. These fees must be increased in order to recover costs to the City.
