Call to Order/Roll Call Mayor Castro called the workshop to order at 6:00 p.m. Present: Mayor: Anne Castro Vice-Mayor: C.K. "Mad' McElyea Commissioners: Bob Anton Walter Duke Albert C. Jones—attended by teleconference City Manager: Bob Baldwin City Attorney: Tom Ansbro City Clerk: Louise Stilson 2. Presentation by Chen and Associates— SE Traffic Calming Proposals Mayor Castro advised that the purpose of this workshop is to look at where we started from and where we are, regarding the southeast traffic calming issues. She explained the order to be followed on the agenda and clarified for the record that the Commission will not be able to take any formal action tonight. Mayor Castro noted that if we reach an agreement on this matter, we can bring it back at the Commission meeting tomorrow night for a final vote. Dominic Orlando, Director of Public Services, summarized the project and the recommendations made by the consultants involved, relating to the implementation of traffic calming devices in the southeast area. He noted that Chen and Associates finalized the plan, to include traffic circles in various locations and the only item deleted from the approved project was the construction of a median on 5`h Avenue between 7`h and I Od' Streets. Some of these traffic circles were changed to raised intersections because of problems with easement right-of-ways. Director Orlando indicated that the only circle that was constructed was the one on 5`h Avenue and 41h Terrace which will probably be removed. He advised that we had three options available to resolve this issue. Commissioner Duke noted we are here to communicate, raise issues and seek solutions, not to point blame. He confirmed that the 4th Terrace traffic circle is off the table. Director Orlando clarified that Broward County asked the City to address 2"d Avenue and 5`h Avenue as part of this project and that is the reason for the work done south of 3`d Place. Oscar Bello, Project Manager, Chen and Associates, provided an overview of the original project design which started in May 2007. He noted that in a traffic calming project it is necessary to control volume and slow speed. Mr. Bello advised that the project is currently on hold until the City and the residents come to a consensus on how they should proceed. Mayor Castro questioned what changes were made to the original plan pertaining to SE 5`h Avenue. Mr. Bello advised that two of the roundabouts proposed on 50' Avenue, at 3rd Street and 7`h Street respectively, had to be changed to raised intersections. These changes were coordinated with adjacent property owners due to the lack of right-of-way. Director Orlando explained the three options available, starting with the least expensive one: • Re-align the road to go through the center of the traffic circle (at approximately $32,000.00) • Same alignment as above, but making it a raised intersection, to slow down traffic • Bring the road back to its original condition (approximately $60,000.00) Commissioner Anton asked how the raised intersection would affect the property owners. He further noted that 5d' Avenue has always had traffic problems. Commissioner Anton questioned why we did away with the chicanes which are less intrusive than traffic circles. Commissioner Duke explained there are three separate projects occurring in the southeast neighborhood: 1) a drainage project; 2) the Linear Park; and 3) the traffic issue being discussed tonight. He provided the history of the progression of the traffic calming project. Commissioner Jones echoed Commissioner Anton's question as to why we abandoned the idea of the chicanes. He added that raised pavers bring an esthetic pleasant look in the neighborhood. Mr. Bello responded the chicanes were not recommended in the Kimley Horn report. He agreed with Commissioner Jones regarding the raised pavers which also serve as traffic calming with the addition of its sound. Mayor Castro pointed out that the noise of the raised pavers would be a matter to consider by the adjacent homeowners. Mr. Bello noted the major elements that would be installed throughout the neighborhood. Vice-Mayor McElyea opposed the chicanes. He noted the raised intersection may be the best solution. 3. 15 Minute Recess Mayor Castro recessed the workshop at 6:25 p.m. 2 Minutes of SE Traffic Calming Workshop Dania Beach City Commission Monday,November 9,2009-6:00 p.m. Mayor Castro reconvened the workshop at 6:45 p.m. 4. Citizen Comments Chris Barile, 5099 SW 28`h Avenue, addressed the street closure on SE 2nd Avenue and SE 2"d Street. He requested we look at the whole project to make it better. Mr. Barile questioned if there was a project manager to overlook the on-going projects. Jeff Gozowski, 238 SE 2"d Street, noted he has a better neighborhood since the street closure on SE 2"d Street was installed. Ralph Viviano, 131 SE 3`d Avenue, would like the barrier removed on SE 2"d Street. He questioned a barricade when we do not stop people from going around it. Mr. Viviano noted that Federal Highway should have signs so people know what is happening when they turn that corner. Gilbert Thomas, 333 SE 3`d Terrace, noted the plan does not impress him. He said that on 3`d Terrace people are speeding. Mr. Thomas pointed out that Dade County used speed ripples, which are small and slow down traffic. He further indicated that raised intersections would not slow down traffic on 5`h Street and suggested we look for something more efficient. Kim Farrington, 318 SE 3`d Street, noted she sent a letter to the Commission today, which she read. She advised she was on the original SE Traffic Calming Committee. Ms. Farrington suggested using 3-way stop signs. She supported the street closure on SE 2"d Street. Lastly, Ms. Farrington asked why the Commission should listen to people whose only complaint is inconvenience. David Clark, 411 SE 5`h Street, concluded he does not want 3-way stop signs or traffic calming devices. He wants the street back the way it was and put police on the street. Mr. Clark complained there was no curb on the sidewalk and questioned who decided to plant Cypress trees. Judy Davis, 113 SE 2"d Court, addressed the closure on SE 2"d Street. She said SE I" Street has traffic and the children are playing in the streets. Ms. Davis suggested we notify all the online information companies (Google, Mapquest, etc.) that SE 2"d Street is closed. She added that the quality of life in her neighborhood has been destroyed. Mark Mechanic, 409 SE 4'h Terrace, indicated we should not move ahead with anything. He does not know the answer, but it is a problem. Mr. Mechanic noted he checked with Mr. Bello and was told that the preferred distance for raised tables is every other street. He pointed out that the sound on the raised tables is terrible. Mr. Mechanic further said that stop signs are the worst solution on 5`h Avenue. Lastly, he suggested that we put the road back to the way it was. 3 Minutes of SE Traffic Calming Workshop Dania Beach City Commission Monday,November 9,2009-6:00 p.m. Diane Holleger, 416 SE 4`h Terrace, noted the motion on October 13 was to put everything back the way it was. She said we are now talking about other possible solutions. Ms. Holleger reiterated that she wants the road back to the way it was. Patricia Rathbum, 213 SE 2"d Avenue, representing Elizabeth DelSapio, noted the motion was to remove all of the traffic calming on 5`h Avenue. She said the Commission needs to live up to their commitment. Elizabeth DelSapio, 417 SE 4`h Terrace, noted she has issues with the new proposals being discussed tonight. She advised that on October 13 the Commissioners voted unanimously to demolish the roundabout on 4`h Terrace and make the residents in the area whole. The City is now proposing to utilize this area to install some sort of traffic calming device. She remarked that she should not have to suffer for the City's mistakes. Ms. DelSapio stated that the Commission should move forward with their initial commitment. Joel Christe and Dee Casarella, 477 SE 14`h Street, noted 5`h Avenue is like a racetrack. She is concerned as to how the traffic calming will be brought in. Ms. Casarella would like the implications to be thought out. She said the traffic and speed has increased considerably since the street was opened. Ms. Casarella is concerned that the roads are closer to their development. Elizabeth Shuey, 885 Natures Cove Road, noted her property backs on to SE 5`h Street. She was appalled by the article in the Sun Sentinel stating the City cancelled the SE Traffic Calming project. Ms. Shuey indicated that if the street is put back to what it was she will still have 90 mph traffic day and night. She does not want everything back to the way it was. Susan Rybski, 406 SE 4`h Terrace, said they were expecting that the promise made would be honored. She said the design firm is going with an agenda to include retaining what was said would be removed. Ms. Rybski requested that everything be put back to the way it was and the neighbors are made whole. They want the original agreement made by the Commission and everything restored, including the chicane which she does not think is a safe choice. Teddy Bohanan, 32 SW 15`h Street, said she has been through this with all the Commissioners in the past and they were able to solve the problems in the SW neighborhood. She noted there are a lot of people creating havoc. Ms. Bohanan indicated that she does not want anyone to say these Commissioners are not good. Lastly, she stated that she wants her area and 5`h Avenue in such a way that drunken drivers are not on her property. Magaly Fernandez, 415 SE 4`h Terrace, concurred that the Commissioners work for the residents. She said they would prefer not to have the raised intersection or the small speed bumps. Ms. Fernandez thought police officers were the best form of traffic calming. The Commission needs to honor what they said at the last two meetings, and find something that will work. She noted that the neighbors do not want the noise and traffic calming. Carol Stokrocki, 450 SE 7`h Street #246, suggested a traffic light or a full time police officer might be the solution. She is disappointed because everyone had the chance to speak a year ago but they did not voice their opinion at the time. 4 Minutes of SE Traffic Calming Workshop Dania Beach City Commission Monday,November 9,2009-6:00 p.m. Thomas Patullo, 426 SE 5`h Street, has noticed the increase in traffic over the past 20 years. The issue is that the streets are dangerous for kids and dogs, hence the need to address the traffic situation in that area. Ralph Eddy, 150 SE 3rd Avenue, noted he listened to all the comments about SE 2"d Street, and noticed that the people complaining do not live there. He stated that since it was closed it has become a clean, residential street again. Mr. Eddy said he attended all the meetings held at City Hall, not the ones at Frost Park, with Kimley Horn, who did a fantastic job and let everyone speak. He pointed out that the roundabouts on Johnson Street in Hollywood work. Joe Killian, 434 SE 3`d Place, noted traffic has gotten worse in the past 10 years. He said the Commission and Public Services deserve a medal for all the work they have done. Mr. Killian said the issue is that the Commission wanted to do something about the traffic and added that you cannot have police officers sitting on the street all day long. He remarked that this traffic calming was a good idea as well as the Linear Park. Mr. Killian indicated that people are using this issue as an excuse to complain. He stated that if we scrap everything, we are back to where we started. The detours are right by his house, but we need to take the time to do it right. Mr. Killian thought the Commission should not give up on what they are doing. He thanked the Commission for looking to the future. Alfred Treppeda, 422 SE 3`d Place, noted he has lived there for 17 years and has noticed the increased traffic. He thinks we should try some of the other traffic calming measures; however doing nothing is not an option. Mayor Castro asked Oscar Bello and Director Orlando to address some of the issues raised by the residents. They advised that the project managers are: Leo Williams and Dominic Orlando for the City; and Oscar Bello and Saftya Goombs for Chen and Associates. Mayor Castro confirmed with Director Orlando and Mr. Bello that even though some residents are in favor and others against the removal of the roundabout, the project managers are still supposed to present some alternatives in order to find the best solution to the problem. Director Orlando noted that the Florida Department of Transportation (FDOT) was supposed to install signs on Federal Highway notifying of the street closure. He said he will follow up on that issue. Mr. Bello noted he will check with Broward County to see if they can include stop signs, traffic lights or speed limit reduction on 5`h Avenue. Director Orlando advised that the City's Landscape architect recommended the Cypress Trees. Mr. Bello responded for Mayor Castro that as we modify some of the elements, we need to make sure that we are not impacting other streets in the area. 5 Minutes of SE Traffic Calming Workshop Dania Beach City Commission Monday,November 9,2009-6:00 p.m. City Attorney Ansbro advised he did not recommend red light cameras because of the litigation involved. He noted that they have been found to be not legal. 5. City Commission Comments Commissioner Anton noted we went back on our word when we said we would stop the original project. He pointed out that we have obligations to all the residents in the City and added that several people are upset because we stopped the traffic calming on 5`h Avenue. Commissioner Anton reiterated that we have an obligation to look at all the options for the benefit of everyone in the City. He commented that he has heard complaints about speeding in every part of the City. Commissioner Anton explained that in order to have a police officer working 24/7 would result in 5 officers, which represents approximately $500,000. He remarked this is not a practical solution because it will increase taxes significantly. Commissioner Anton said he does not want Dania Beach to be known as a speed trap; furthermore it is mostly the residents in the area who get caught speeding. He questioned why the roundabout on 4`h Terrace is so large. Director Orlando responded if the circle is too small it becomes a 4-way stop sign. Mr. Bello noted some of the smaller traffic circles are sub-standard. This circle was designed for a 40' school bus as required by local and national codes. He said Broward County has requirements, and we tried to make the circle as small as possible. Commissioner Anton did not agree with the response considering this is a local street. He noted the northbound signage is most important to him. Commissioner Anton said he is not inclined to remove the partial closure. He further indicated that we have to wait until everything is in place to decide whether the plan works or not. Commissioner Anton asked staff to consider incorporating a couple of the traffic calming devices as a possible solution. He noted the small strips make a lot of noise and we need to take that into consideration so it has the least impact on our residents. Commissioner Anton asked the City Manager to find out how other cities get small roundabouts when we got such a big one. Commissioner Jones also has a problem with Broward County dictating the size of our roundabout. He noted he is still waiting for a clear answer on who dictated it. Commissioner Jones questioned if there was another type of pavement to be used in the raised intersection. He pointed out that we need to do something to address traffic and added that we will need to revisit this issue if Boyd Gaming moves forward with their project. Commissioner Jones said that we have to do something that is feasible and prudent. He wished that we would have had this discussion two years ago. Commissioner Duke noted he is happy that he asked for this workshop because it gave us an opportunity to revisit the overall issue and to help us be better local government. He said we need to proceed with the remaining traffic calming devices, with the exception of the 4`h Terrace circle. It is impossible to please everybody, but we need to adjust our plan and address the problem on 5`h Avenue. Vice-Mayor McElyea noted he has always been opposed to the traffic circle. He said that the rumble strips discussed earlier are effective, but noisy, as well as the raised intersections. Vice- Mayor McElyea indicated that stop signs are good economical traffic calming devices. He commented that he is not opposed to the partial closure on 2"d Street. Lastly, Vice-Mayor McElyea stated that we need to get the circle out and get back to normal. Mayor Castro acknowledged that the Commission makes mistakes, although we all try to do what is right for the community. She took exception to something one of the other Commissioners said. Commissioner Duke did not call for the workshop, he actually fought her request for the workshop. Mayor Castro remarked that we all had to come together and work together. She pointed out that after tonight's discussion, there is still no consensus as to what to do, and our job will not be easy. Mayor Castro said she is hearing that some traffic calming needs to be installed on SE 5 h Avenue, although we do not know what it will be. She confirmed that we can remove the traffic circle and put the road back to how it was. Mayor Castro questioned if we could reduce the speed along the street. Mr. Bello noted he would look into it. Mayor Castro noted there may be another meeting to discuss our options. She thanked everyone for attending tonight. Mayor Castro thought everyone had great ideas and points of view, and our goal is to find a solution that will get the majority vote. She further said that tomorrow night we could discuss steps to take to begin the process. Mayor Castro reiterated that we will have another public meeting on this issue in order to get everybody involved to decide what we will do. Director Orlando asked if we should remove the traffic circle. Mayor Castro responded in the affirmative. She noted the west side of the circle needs to be removed and part of the road needs to be re-aligned to its original condition. Director Orlando noted the entire circle needs to be removed, not partial. Mayor Castro noted a vote would be made tomorrow night at the regular Commission meeting. 6.
