DANIA BEACH MARINE ADVISORY BOARD
WEDNESDAY, NOVEMBER 18, 2009 — 6:00 P.M.
1. Call to Order
Chairman Clive Taylor called the meeting to order at 6:05 p.m.

3. Approval of Minutes of October 21, 2009 Minutes
Albert Owler motioned to approve the minutes, seconded by Mike Grady. The motion passed
unanimously.
4. Reports and discussion and comments
Clive Taylor, Chairman, noted that Broward County Parks and Recreation Department started
the South Fork New River channel markers know as "Punk Rocks" Phase I Construction Project.
He noted the construction is underway and plan to be completed by 8/20/2013. He advised the
process may take longer due to the permitting process. Clive Taylor, Chairman, noted Colin
Donnelly, Assistant City Manager, proposed a grant for the City of Dania Beach for the marina.
Clive Taylor, Chairman, noted the committee comments were recommended to keep the marina
a boating destination and to keep it usable and accessible for all boaters. Clive Taylor, Chairman,
believes they may have an opportunity to manage the grant and the design of the marina. He also
said that Broward County will not give the City of Dania Beach the grant until Phase I of the
project is completed.
Mike Grady advised he attended the Dania Beach Marina Management Pre-bid Meeting. He
noted 5 companies attended the meeting which was a questions and answer session. Mr. Grady
advised insurance, maintenance and responsibilities for the marina were discussed. He also noted
• that after the meeting he spoke with Assistant City Manager Donnelly informing him of the
recommendations of the Marine Advisory Board to keep the marina as a Boater's Park or to keep
it natural.
Captain Jay Jackson noted the City is looking for a company to come in to manage the marina
only and the City Commission will have the final decision for the marina. He also stated the
marina is in need of repair such as the docks, power pedals stools, and redoing of wiring under
docks.
Albert Owler stated his overall view of the marina is that it needs to be cleaned up. He stated the
City of Dania Beach should have a professional management team to clean up and operate the
marina once we get the grant money and the docks are in place. Mr. Owler believes this is a great
opportunity for the transients towards the north.
Craig McAdams stated the docks should not be used as a marina due to the close proximity to the
ocean and the narrowest of the Barrier Island. He and he do not see it as a viable marina for safe
keeping of boats over extended periods of time. He advised the scarce resources of open land and
because it is an underdeveloped area, it would serve well as a day park with no expenses other
than a stable dock and other amenities such as picnic areas. He also stated that it is public land
and should be used for public use and feels that a decision needs to made, whether it will be used
as a marina like Westrec, or gutted for floating docks.
. Mike Grady spoke with Colin Donnelly, Assistant City Manager after the pre-bid meeting for the
Dania Beach Marina Management. Mr. Grady noted that he mentioned the recommendations and
the restaurant ideas from the Marine Advisory Board and he said that Colin Donnelly, Assistant
City Manager, made it clear that things are not going to go that way,but liked the ideas.
Craig McAdams noted he wants to eliminate the idea of a marina and make it a day use park.
Mike Grady advised to do both a marina and a park.
Albert Owler advised to do a rentals portion to the south and a transient portion to the north side
of the pier to bring revenue into the city.
Chairman Clive Taylor advised the board they will wait until all board members receive a copy
of the Dania Beach Marina Contract from Jay Jackson and they will then have a consensus to
present to the City Manager. He noted the board is slightly split on what to do with the marina,
but all have great ideas.
Debbie Bradford agreed the marina is in need of repair, but noted we should be poised for when
the economy improves to give the marina a chance,because marina dockage will be in demand.
5. Law Enforcement Marine Report
• Deputy Jason Riddle, BSO Marine Unit/Dive Team reported that they are investigating two
vessels dumped at the Griffin Marine Park. Deputy Riddle also noted he attended the Broward

• County Marine Advisory Committee meeting and presented a proposal for a $50,000 Derelict
Vessel Removal Grant. He also reported a sunken vessel on the Dania Cut-Off behind Two Bills
Seafood and another sunken vessel behind the incinerator plant in the South Fork River.

No new business discussed.
7. Adiournment
Chairman Clive Taylor adjourned the meeting at 7:16 p.m.
