HomeMy WebLinkAbout207798 - MINUTES - CRA MINUTES OF MEETING/WORKSHOP CITY OF DANIA BEACH COMMUNITY REDEVELOPMENT AGENCY THURSDAY, JANUARY 14, 2010 — 6:00 P.M. 1. Call to Order/Roll Call Chairman Castro called to meeting/workshop to order at 6:00 p.m. Present: Chairman: Anne Castro Vice-Chairman: C.K. "Mac" McElyea Board Members: Bob Anton Walter Duke CRA Executive Director: Jeremy Earle City Attorney: Thomas Ansbro CRA Secretary: Miriam Nasser 2. Approval of Minutes Board Member Anton motioned to approve the minutes of November 4, 2009; seconded by Vice-Chairman McElyea. The motion carried unanimously. 3. CRA Updates Jeremy Earle, CRA Executive Director, referred to the end of year report that was included in the agenda packet. He thanked the CRA Board for their support during the past 18 months. Director Earle remarked 2010 is going to be another challenging year and added he looks forward to working together to accomplish all of our goals. He noted that we had a very good turnout last Saturday, for the groundbreaking of the Library and Parking Garage. Director Earle expressed his appreciation to the CRA Board, City staff and the residents who attended the ceremony. He asked Hank Thomas, Downtown Dania Beach LLC, developer for the Parking Garage, to update the Board on his projects. Hank Thomas, on behalf of his companies Greenhill Development and Downtown Dania Beach LLC, thanked the CRA Board and staff for this opportunity. He noted that they have done a lot of similar projects, as well as various types of hotels. Mr. Thomas remarked that he is very proud of the team working with him on the hotel project. He advised the site plan request for the hotel should be presented to the City some time in February. Mr. Thomas provided an overview of the project and his partners. He indicated they love the project and they hope it will move faster than originally anticipated. Board Member Duke noted he knows the developers and they are first class housing operators. Director Earle noted that next week he will be meeting with our federal lobbyist to discuss our City and CRA projects. Chairman Castro noted she wants to make sure that the City and CRA are both on the same page. Director Earle advised that on Friday January 15, we will be accepting the Requests for Letters of Interest for marketing, promotion, advertising and public relations. Once the proposals are evaluated and a company selected, we will immediately start preparing some marketing materials. Director Earle noted that he is already receiving resumes for the two advertised positions in the CRA. He explained that one is a permanent position for the CRA Coordinator and the other one is a temporary project construction manager who will work closely with Hank Thomas on the Parking Garage project. 4. CRA Encumbrances Jeremy Earle, CRA Executive Director, noted that tonight he is requesting to encumber funds for Weiss Serota who is working with us on several issues. He asked for a flat $40,000 encumbrance and noted that anything above this sum will come back to the CRA Board for approval. Director Earle clarified these funds are already in the CRA budget, however we are shifting money from one vendor to another. Chairman Castro explained this came about as a result of the discussion at the January 12 Commission meeting regarding the reaffirmation of the City's Purchasing policy that is in place. She noted that in the future we will see more activity coming from the CRA and City departments trying to abide by the current policy. Board Member Duke motioned to approve the amount of $40,000 to cover legal fees for Weiss Serota; seconded by Board Member Anton. The motion carried unanimously. 5. Presentation/Workshop—Landscape Beautification Initiatives along US-1 (Federal Highway) Jeremy Earle, CRA Executive Director, introduced Rick Durr, IBI Group. Rick Durr, IBI Group, made a PowerPoint presentation which is attached to and incorporated into these minutes. He advised that the main objective of this project is to make the US1 Corridor as visually appealing as possible. For that purpose, they would use landscaping and hardscaping, as well as signs/gateways. Mr. Dun indicated that they would have to negotiate with the Florida Department of Transportation (FDOT) on a lot of different issues. Minutes of Regular Meeting/Workshop 2 City of Dania Beach Community Redevelopment Agency Thursday,January 14,2010—6:00 p.m. Board Member Duke noted the project will enhance our downtown area as well as the perception of our City from people visiting us. He remarked that we need to stay communicated to accomplish our goals. Board Member Duke asked for the budget for this plan. Mr. Durr noted that it would be approximately $400,000. Board Member Anton said that the ideas are excellent. He further noted that in order to cut/change any of the trees we would need the property owner's approval; we also need to know who will take care of the maintenance of the corridor. Board Member Anton pointed out that Alexander Palms are too skinny to plant along US1. He remarked that the plan would require creating a partnership with the businesses to have their cooperation to maintain the landscaping. Furthermore, the Public Services Department would also need to get involved in this project. Board Member Anton indicated that he is not too impressed with coconut palms; they are dirty trees and coconuts are dangerous during a hurricane. Lastly, he stated that Director Earle needs to work with Code Compliance regarding some empty lots in the area which would require some enforcement in support of our efforts to beautify our City. Chairman Castro spoke about a memorandum distributed by Steve Casper which is attached to and incorporated into these minutes. She agreed with Mr. Casper's suggestion to create some guidelines for vacant lots in some of our major corridors. In the meantime, Chairman Castro wants staff to immediately contact the owners of the two specific properties mentioned in Mr. Casper's memo: 34-48 N. Federal Highway and the "Pirates Inn" to see what we can do. She said that she wants the Code Compliance Unit to take care of the vacant lots while we are trying to enhance the area. Board Member Anton would like the CRA, Code Compliance, the Community Development Director, as well as the City Attorney to address the issue of vacant lots and bring forward the necessary ordinances to be adopted by the Commission. Board Member Duke explained the details of the two different actions currently taking place on the "Pirates Inn" property. He indicated that once the new owners have control of the property, they are going to work together with the City to have it cleaned up. Board Member Duke further noted that they boarded up the property at the request of the Fire Department. He will provide the owners' information to Director Earle for him to contact them with a view to having the boards painted. 6. A COPY OF THAT ARTICLE IS ATTACHED HERETO. IN PARTICULAR I WOULD LIKE TO ADDRESS THE VACANT PROPERTY LOCATED AT 34 - 48 NORTH FEDERAL HIGHWAY (SEE ATTACHED PHOTO). THIS PARCEL, LOCATED IN THE CENTER OF OUR DOWNTOWN BUSINESS COMMUNITY, IS AN EYESORE TO THE SURROUNDING BUSINESSES. MY SUGGESTION IS FOR THE CITY TO PURCHASE APPROXIMATELY 100 FEET OF WHITE FENCING AND FENCE OFF THE SIDE FACING THE HIGHWAY. AT THE REAR OF THE PROPERTY, I SUGGEST AT LEAST A METAL FENCE TO COMPLETELY ENCLOSE THE AREA. CERTAINLY THE CITY HAS THE PEOPLE TO DO THE ERECTING OF A MODEST FENCE. IN MARCH OF 2008 I CONTACTED THE CITY WITH MY CONCERNS ABOUT THE VISUAL IMPACT THIS PARCEL HAS ON OUR CITY'S IMAGE. IN OCTOBER THE OWNERS FINALLY CUT THE GRASS, WEEDS, ETC. I AM TOLD OUR CITY HAS NO LAWS GOVERNING VACANT PROPERTY ENCLOSURES. IT IS TIME TO ENACT SOME RESTRICTIONS. ANOTHER ISSUE I WOULD LIKE TO ADDRESS IS THE VACANT BUILDING KNOWN AS THE PIRATES INN. SINCE IT HAS BEEN BOARDED UP FOR AT LEAST A YEAR, I WILL PROVIDE ONE OF MY MAINTAINANCE PEOPLE TO PAINT THE PLYWOOD SHEETS COVERING THE WINDOWS AND DOORS ON THE FIRST FLOOR IF THE CITY WILL SUPPLY THE PAINT.
