HomeMy WebLinkAboutR-2010-019 Purchase 2 All Terrain EMS Transfer Medical Carts RESOLUTION NO. 2010-019 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO PURCHASE TWO ALL TERRAIN EMS PATIENT TRANSFER MEDICAL CARTS AND EQUIPMENT FROM AM-FIRE UTV, A SOLE SOURCE PROVIDER, UNDER AN EMS GRANT FUNDED THROUGH THE STATE OF FLORIDA DEPARTMENT OF HEALTH IN AN AMOUNT NOT TO EXCEED $48,360.00 FOR FISCAL YEAR 2010/2011; AUTHORIZING THE EXECUTION OF ALL DOCUMENTS NECESSARY TO RECEIVE REIMBURSEMENT FROM THE STATE OF FLORIDA DEPARTMENT OF HEALTH THROUGH BROWARD COUNTY FOR PURCHASES MADE UNDER THE GRANT; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Charter of the City of Dania Beach, Part III, Article 3, Section 4, Subsection 0), provides that during unusual conditions or emergencies, the City Commission may, by resolution, authorize the purchase by the City Manager of designated supplies, services, equipment and materials in amounts in excess of Twenty-Five Thousand Dollars ($25,000.00) without competitive bids and without advertisement for bids; and WHEREAS, on October 13 2009, Resolution No. 2009-195 was adopted authorizing participation in an EMS Grant Program funded through the State of Florida Department of Health and the execution of all documents necessary to participate in the grant; and WHEREAS, funding in the amount of$48,360.00 has been earmarked for distribution to the City of Dania Beach, for equipment purchased under the EMS Grant, which funding includes the purchase of two all terrain EMS patient transfer medical carts; and WHEREAS, City purchasing procedures provide for bidding purchases above $25,000.00 however the purchase of two all terrain EMS medical carts is available in the amount of $48,360.00 from Am-Fire UTV, 8441 S.W. Hwy 200, Suite 123, Ocala, Florida 34481, as a sole source provider—subject to Commission approval; and WHEREAS, the grant provides for reimbursement to the City in the amount of $48,360.00, upon the execution and delivery to the State of Florida Department of Health through Broward County of all required documents; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the Commission approves waiver of the City's bid process in this grant purchase and authorizes City Manager to pay an amount not to exceed $48,360.00 to Am- Fire UTV for the purchase of the items identified above. Section 2. That the City Manager is authorized to execute all documents required by the State of Florida Department of Health through Broward County in order to receive reimbursement for all equipment purchased under the subject grant. Section 3. That the Director of Finance is authorized to appropriate and use Grant Fund proceeds for this purchase accordingly. Section 4. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED and ADOPTED on February 9, 2010.
