BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Commission of the City of Dania Beach authorizes City staff to submit Trafficways Plan Amendment TA-10-10 (attached to this Resolution as Exhibit "A"), to the Broward County Planning Council, with a request that all of Dania Beach Boulevard lying west of US 1 and east of Bryan Road, within the City of Dania Beach be deleted from the Broward County Trafficways Plan. Section 2. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 3. That this Resolution shall be in force and take effect immediately upon its adoption. The Adopted Broward County Planning Council Trafficways Plan is provided in Appendix A. The Adopted Broward County Planning Council Trafficway Plan designates West Dania Beach Boulevard between US 1/Federal Highway to Bryan Road as a collector with an 80-foot right-of-way. The portion of West Dania Beach Boulevard in Dania Beach recommended for deletion is approximately 0.7 miles in length, located within the area known as "College Gardens". The roadway is currently four-lane undivided between US-1 and NW 3rd Avenue and two-lane undivided between NW 3rd Avenue and Bryan Road. West Dania Beach Boulevard offers no connectivity to the western portion of Dania Beach, due to the C-10 canal and Interstate 95. In addition, the Broward County 2030 Long Range Transportation Plan (LRTP) does not show any improvements programmed for this section of roadway. West Dania Beach Boulevard provides access to Dania Beach's historic Antique Row, small businesses and several residential land uses. There are various residential neighborhoods, businesses and places of worship within the proposed impact area. This area is considered to be "built-out" and contains a negligible amount of undeveloped land. Furthermore, feedback from City of Dania Beach CRA staff indicates that residents and business owners within the study area are not in favor of any capacity increases for West Dania Beach Boulevard. A comparative analysis was performed for the two analyzed scenarios: the Trafficways Plan as currently approved, and with the deletion of West Dania Beach Boulevard between US-1 and Bryan Road. The comparison was performed under the following conditions: existing (2008), five-year planning horizon (2013) and year 2030 buildout conditions. Based on this analysis, the deletion of West Dania Beach Boulevard between US-1 and Bryan Road from the Broward County Trafficways Plan as proposed by the City of Dania Beach will not significantly impact or further aggravate the roadway level of service throughout the study area through the buildout year 2030, due to the fact that this segment presently does not offer connectivity to the west and there are no plans to do so in the future. There will be no re-directed traffic. This segment of Dania Beach Boulevard does not provide access to the western portion of the city, due to the C-10 canal and Interstate 95 and there is not bridge funded or planned in the long term 2030 planning horizon. This segment of Dania Beach Boulevard was not designed to allow local traffic to commute between cities and business west of Bryan Road without the need to utilize adjacent roadways to the north or south. Stirling Road and Old Griffin Road, south and north adjacent roadways which offer east/west connectivity offer sufficient roadway capacity for many years to come, respectively. There is no planned redevelopment along this segment of roadway and the land uses in this area are considered "built-out". :r TraA9cways Plan Amendment Trafc Ana/ysis Therefore, it is recommended that the Broward County Planning Council accept this analysis as support to amend the Broward County Trafficways Plan by removing West Dania Beach Boulevard between US-1 and Bryan Road. - ii - Trafcways Plan Amendment Traffic Analysis 1 . Introduction The City of Dania Beach was Broward County's first city, incorporated November 1904. The City of Dania Beach has gained fame as the Antique Capital of the South. Today there are over 100 antique shops and malls vending their wares along a few short blocks of Federal Highway in Downtown Dania Beach. Historic Antique Row has become a popular shopping area, with stores located inside buildings that are a part of the City's history, including Broward County's first movie theatre. The City has a wealth of historic architecture and a variety of architectural styles including Greek Revival; Mission Revival; Mediterranean Revival; and the Dania Beach Hotel, built by Francis Abreau in 1925. Art Deco styles are also present in the Florida Theatre (1939) and the Pirates Inn, formerly the Hotel Katherine (1940). Dania Beach is also home to the International Game Fishing Association Hall of Fame and Museum, Bass Pro Shops Outdoor World, Florida Atlantic University's Sea Tech, the American Maritime Officers training and research center along with first class marinas and many marine related businesses. Dania Beach is conveniently located between Ft. Lauderdale and Hollywood; adjacent to both the Ft. Lauderdale Hollywood International Airport and Port Everglades Seaport. Dania Beach has easy access to both I-95 and I-595 both of which are major interstate highways located within the city. Many of the city's streets are currently on the Broward County Trafficways Plan, providing for north-south and east-west access. The Trafficways Plan is the right-of-way preservation plan maintained by Broward County to provide for a regional roadway network. This study was undertaken in order to determine the potential impacts of the deletion of West Dania Beach Boulevard between US 1/Federal Highway to Bryan Road from the Trafficways Plan. 1.1 Project Description The purpose of this study is to compare the likely roadway network conditions associated with each of the two analyzed scenarios: 1) the Trafficways Plan Network as currently approved, and 2) the deletion of West Dania Beach Boulevard between US 1/Federal Highway to Bryan Road. Traffic projections were obtained by the Broward County Metropolitan Planning Organization (MPO) for the year 2008 and 2030 buildout conditions. The five- year (2013) volumes were projected using an linear growth factor estimated by from existing and future traffic volumes. 1.4 Study Area As shown in Figure 1-1, the study includes Old Griffin Road to the north, Stirling Road to the south, Bryan Road to the west and US-1/Federal Highway to the east in the City of Dania Beach, Florida. 1.5 Corridor Area Land Use West Dania Beach Boulevard provides access to Dania Beach's historic Antique Row, small businesses and several residential land uses. Transportation Analysis 2.1 Planned and Programmed Improvements As specified in the Application for Amendment to the Broward County Trafficways Plan, programmed improvements were investigated for the Trafficways segment proposed for amendment. This investigation included intersection, mass transit, bikeway and pedestrian improvements within the Broward County Transportation Improvement Program (TIP) and the Broward County LRTP. Although no programmed improvements were discovered for the segment proposed for amendment, there is a transit improvement for the FEC Railroad corridor between Miami-Dade County and Palm Beach County programmed within the study area in year 2020, as listed below. The segment is recommended for deletion for the following reasons, as listed: • This portion of West Dania Beach Boulevard primarily serves Dania Beach's historic Antique Row, small businesses and several residential land uses; maintaining the city's small town charm and atmosphere. mCalvin, Giordano &Associates, Inc. There is no bridge over the C-10 canal planned or funded in the long term 2030 planning horizon. • The close proximity of US-1 to I-95, approximately one mile, offers connectivity to both the eastern and western portions of the city on Old Griffin Road, Griffin Road, Stirling Road and Sheridan Street, all adjacent roadways to West Dania Beach Boulevard. • This segment of Dania Beach Boulevard was not designed to allow local traffic to commute between cities and business west of Bryan Road without the need to utilize adjacent roadways to the north or south. • The removal will not remove funding from any planned or programmed improvements. • The removal will not limit the amount of state and county funding available for intersection or capacity improvements along US-1. • The removal will not further aggravate congestion on US-1, due to the fact that this segment presently does not offer connectivity to the west and there are no plans to do so in the future. There will be no re-directed traffic. • Stirling Road and Old Griffin Road, south and north adjacent roadways which offer east/west connectivity offer sufficient roadway capacity for many years to come, respectively. • There is no planned redevelopment along this segment of roadway and the land uses in this area are considered "built-out'. • Feedback from City of Dania Beach CRA staff indicates that residents and business owners within the study area are not in favor of any capacity increases for West Dania Beach Boulevard. 2.3 Future Conditions A comparative analysis was performed for the two analyzed scenarios: the Trafficways Plan as currently approved, and with the deletion of West Dania Beach Boulevard JanuCalvin. The comparison was performed under the following conditions: existing (2008), five-year planning horizon (2013) and year 2030 buildout conditions. 2.3.1 Link Analysis The Annual Average Daily Traffic (AADT), capacity and Level of Service (LOS) under the current Trafficways Plan, as proposed for the existing (2008), five-year planning horizon (2013) and Year 2030 buildout is summarized in Table 2-2. The AADT, capacities and LOS with West Dania Beach Boulevard removed from the Trafficways Plan is the same for all conditions, due to the fact that there will be no traffic diversion with the removal. The roadway capacities to determine LOS were based on the 2009 FDOT QUALITY/LEVEL OF SERVICE HANDBOOK: Generalized Volumes for Florida's Urbanized Areas, as published by FDOT. Roadway capacities were determined based on the generalized table's category of non-state roadways, other signalized intersections using LOS"D"as the maximum allowable service volume. The FOOT generalized capacity LOS table is provided in Appendix C. 2.3.2 Trip Diversion In determining the affect of removing West Dania Beach Boulevard between US- 1 and Bryan Road from the Trafficways Plan, some assumptions were made. It was assumed that any planned roadway improvements would be completed for the year 2030 buildout condition. The maximum local volume to be assumed to travel West Dania Beach Boulevard between US-1 and Bryan Road could not exceed the LOS D service volume. However, since West Dania Beach Boulevard between US-1 and Bryan Road does not offer east/west connectivity and primarily serves Dania Beach's historic Antique Row, local small businesses and a few residential land uses, trip diversion was not utilized. 5� Calvin. Due to the assumption that no traffic will be required to be diverted, none of the links in the study area are affected in the five-year (2013) horizon or 2030 buildout condition. With the exception of US-1, none of the links are forecasted to be over-capacity in the 2030 buildout condition by removing West Dania Beach Boulevard between US-1 and Bryan Road from the Trafficways Plan, with each of the east/west links providing excess capacity for many years to come. 3. Conclusions Based on this analysis, the deletion of West Dania Beach Boulevard between US-1 and Bryan Road from the Broward County Trafficways Plan as proposed by the City of Dania Beach will not significantly impact or further aggravate the roadway level of service throughout the study area through the buildout year 2030, due to the fact that this segment presently does not offer connectivity to the west and there are no plans to do so in the future.
