MINUTES OF MEETING DANIA BEACH CITY COMMISSION MARINA MANAGEMENT INTERVIEWS TUESDAY, MARCH 23, 2010 — 6:00 P.M. 1. Call to Order/Roll Call Mayor Castro called the meeting to order at 6:00 p.m. Present: Mayor: Anne Castro Vice-Mayor: C.K. "Mac" McElyea Commissioner: Bob Anton Walter Duke City Manager: Robert Baldwin City Attorney: Thomas Ansbro City Clerk: Louise Stilson 2. Marina Mana¢ement Interviews 2.1 Westrec Marinas Gary Groenwold, Vice President, Westrec Marinas, presented a PowerPoint overview of their company's experience and qualifications, which is attached to and incorporated into these minutes. He advised that they run 26 marinas in the United States with their newest acquisition being Fernandina Harbor Marina in Amelia Island, Florida. Mr. Groenwold noted they do a number of public-private partnership all across the country. He pointed out that in general their proposed budget would depend on the improvements envisaged for the Marina. With regards to security, Mr. Groenwold stated that they would have a security camera at the gate to supplement the security guards, which they can have radio-monitored from their location in Harbour Towne. He indicated that over the past 25 years they have donated $258,000.00 to children with special needs. Lastly, Mr. Groenwold noted that they are qualified professionals and their operational skills arc widely recognized. Mayor Castro asked Mr. Groenwold to differentiate themselves from the other two firms. Mr. Groenwold stated he does not know much about them. Mayor Castro asked Mr. Groenwold what he would consider to be the best asset of our Marina. She further asked for his opinion on our current rates. Mr. Groenwold stated occupancy dropped when the City raised the rates. He remarked that if we had a marina that was up to industry standards and professionally run, a rate increase could be considered, because the location is great. Mayor Castro questioned if their plan would include some public docking at the Marina, as suggested by the Marine Advisory Board. Mr. Groenwold responded there is a public place near the Pier Restaurant, but it is not well used. 2.2 FAB Consulting Group, Inc., d/b/a Global Marina Management Fred Barboni, President, Global Marina Management, provided an overview of their company and its team members, some of whom were present at the meeting. He advised that they specialize in turning around distressed marina assets. Mr. Barboni recommended we contact their references to hear what other clients have to say about them. He noted that the City is looking at awarding a 2-year contract and their goal is to exceed the City's expectation, so that at the end of this period, there would be no hesitation to keep them for a second term. Mr. Barboni advised that after a thorough review of the facility, it is not economically feasible to bring the fixed docks up to current Florida Building Code. He said that based on the instructions on the Request for Proposals, they recommend a complete rebuilding of the fixed docks as soon as possible. Mr. Barboni explained that the software implemented would not be proprietary; therefore it would be transferable to and usable by the City without additional expense. He noted that although the Marina is geographically located at a superior site, adjacent to the beach, near the airport and a major inlet, it is constrained by a fixed bridge which will prevent access for larger boats. Mr. Barboni thought it would be detrimental to advertise the Marina considering its current state of disrepair. He commented that the current rate is based on "per boat" regardless of size or utilities used, and explained their proposed rate structure. Mr. Barboni noted that their objective is to create a clean, safe, inviting and desirable atmosphere for customers and employees. He suggested renaming the Marina to "Ocean Park Marina". There were no questions from the Commission. 2.3 Aqua Marine Partners (AMP) Andrew Sturner, Founder and CEO, Aqua Marine Partners, LLC, presented a PowerPoint overview of their company. He noted their Bid proposal included a description of their operation and personnel qualifications, as well as references and objectives. Mr. Sturner stated that it is quite humbling to come in third in this process, and provided a detailed comparison table of the rating for the three firms. He concluded, after a thorough evaluation, that the formula was not applied properly; therefore the final scoring was incorrect. Mr. Sturner acknowledged that Westrec is the leader in the industry; however, both Westrec and FAB are requiring the City to pay them a guaranteed fee. Aqua Marine Partners is the only firm that guaranties revenue to the City without charging a fee. Mr. Sturner remarked that they are committed to working with the City of Dania Beach to improve and maintain this one of a kind marina destination. Commissioner Duke questioned the $685,000.00 in caps shown on their pro-forma. He did not recall this information on the other proposals. Minutes of Meeting 2 Dania Beach City Commission Marina Management Interviews Tuesday,March 23,2010-6:00 p.m. Mr. Stumer noted that FAB/Global Marina included approximately over $1 M to rebuild the Marina. He further explained the requirements on the Request for Proposals. Mr. Sturner indicated that they assumed there would be grant funds available to rebuild the Marina. Mr. Barboni, Global Marina Management, remarked that without "As Built" drawings it is not feasible to receive accurate competitive bids for construction work. Mayor Castro noted this item will be brought up for a final decision, at tonight's Regular Commission meeting under Item #8.2. Commissioner Duke expressed his appreciation to all three firms for submitting proposals for the Marina Management. He indicated he has the highest regard for them and thanked each of them for taking an interest in our City. 3.
