1. Dixie Highway Corridor Study.
John D. Thompson, P.L., Project Manager for the Florida Department of
Transportation, explained that FDOT has retained a consulting team to analyze
roadway improvements that would benefit communities served by Dixie
Highway in South Broward County. Mr. Thompson advised that meetings are
' `x being scheduled with community members in an effort to provide information
n on proposed roadway improvements to US I and Dixie Highway between the
Dania Canal and Dania Beach Boulevard. Mr. Thompson presented potential
{{ ' options under consideration and provided a newsletter with answers to

pertinent questions regarding the Corridor Planning and Design Study (CPDS).
'= Mr. Paul Cherry, Project Manager with Kimley Horn &Associates, was also
available to respond to questions regarding the project.
2. Fire Department long range Capital Improvement Proposal.
(A tour of Station 1 to follow the meeting with coffee and donuts for the Commissioners and citizens who wish to take the tour)
Thomas Grammer, Fire Chief, explained that the Commission approved the
Fire Department's proposal for providing fire services to the Ravenswood Road
area on January 13, 1994, and that the Department is now submitting a long
range plan for the Capital Improvements to the Fire Department. Chief
Grammer advised that the savings and efficiencies achieved so far are even
greater than those hoped for in the first proposal and that the substantial
savings provided by integrating a two station department more than pays for all

eAs you may recall, on January 13, 1994, the Fire Department
submitted it's proposal for an expansion of the Fire Department
into the Ravenswood Road area. At that time the Commission
correctly endorsed that proposal. The experience of the Department
has been that the savings and efficiencies that were achieved were
even greater than those hoped for in the January 13, 1994 proposal.

BACKGROUND
1
On January 13, 1994, the Fire Department submitted a proposal
>.3 to the City for the providing of fire service to the Ravenswood
Road area. It was the department's intention at that time to
provide the City the benefit of the economics of operating under a
long term plan.
The foresight demonstrated by the City Commission in accepting
the Department's proposal has resulted in savings to the City which
eare substantially greater than the most optimistic projections. s
As a result of this experience, the Department management has
become acutely aware of the need to plan for the future. If the
1 Department is to continue to provide a high level of service at an i
efficient cost to the City, it is imperative that long range
planning be done.
iRather than come to the Commission on a piecemeal basis,
Department Management has decided to present a long range plan for
the future capital improvements necessary to provide efficient and

CURRENT NEEDS OF THE DEPARTMENT
STATION 93
Station 93 was originally used to house rescue personnel. For
that reason the Department rented a two room apartment on Griffin
Road. Since the Department has begun to P g provide fire service from
Station 93, additional apartment facilities have been rented.
Unfortunately, these facilities are not adequate. This is because
the living quarters are inadequate and there is no shelter provided
to protect some Five Hundred Thousand Dollars ($500,000) , in
equipment owned by the City. Department staff has consulted with
City personnel and has concluded that the most economical solution
to the current need for a fire/rescue station is to place the x
station on city owned property at Tiger Tail Park.
1 This location has major advantages. In addition to the
economics (i.e. no land cost) , it is directly in the center of the
service area of Station 93 and is in an excellent location to
service the exciting new Pro Bass project. Attached as Exhibits 1,
2 and 3 are a map of the zone showing the central location of the
1 proposed station, a survey of Tiger Tail Park showing the specific

REFURBISHING AND EXPANDING OF STATION 1
e
^yx, The living quarters of station 1 have been unchanged for
ti •3} 1 thirty (30) years. The conditions in the station, as depicted in
:
the photographs attached as Exhibit 4, are not adequate for a
$! modern fire department. At the time of building of that station,} s- '
it was not contemplated that coed facilities would be necessary. i
Currently there are no separate facilities for men and women
firefighters although the Department continues to recruit both men
¢ and women to carry out it's mission.
Administrative offices of the department are split between an
aging and inadequate building behind station 1 and city hall. This
sc.
proposal would integrate all administrative offices of the
{ ` department in station 1. Department staff believes that this will
provide for a more efficient operation of the department by
allowing more close contact between administration and the on duty
epersonnel. The current offices behind station 1 could then be used
for a badly needed equipment storage facility.
The Commission previously recognized the inadequacy of the
station as well as the need for integrated department offices
within the station. For this reason they previously approved an
expansion and refurbishing of the station. Plans for same were
drawn up at city expense in 1986. For whatever reason the

expansion and refurbishing was never done. A copy of the proposed
refurbishing of the station is attached as Exhibit 5.

RESCUE TRUCK FOR STATION 93
Station 93 provides rescue service to it's area by the use of
a three year old vehicle. The next newest rescue truck owned by
the city is some ten (10) years old. The 10 year old vehicle is
;• not sufficient as a high use back up apparatus. It is clear that
the department is in need of a new vehicle to provide both an
adequate back up vehicle and continued excellent service to the
Station 93 area. -
The department previously called this problem to the attention
of the Commission prior to seeking a grant from the State of
iFlorida for the purchase of a new rescue apparatus. The department
aapplied for a matching grant through the State of Florida,
Department of Health and Rehabilitative Services, in July of 1994.
Unfortunately this grant was not awarded.
The Department seeks to kill two birds with one stone through
the purchase of a new rescue unit. First, this new rescue
' apparatus can be used as a front line apparatus for Station 93.
Secondly, the existing rescue apparatus for Station 93 can replace
the aging backup apparatus.

1 CONWAND VEI-IICLE
The Department has all of it's operations directed by on duty
Battalion Chief, who operates from a Command Vehicle. This vehicle
is of vital importance as it houses pre-fire plans, maps and scene
management equipment. These items are also of vital importance for
the management of any fire or rescue emergency.

The existing Command Vehicle is seven (7) years old and

becoming unreliable (see Exhibit 6) . The staff proposes the
purchase of a heavy duty Chevrolet Suburban vehicle which can be

FUNDING SOURCES

' As mentioned above, the Department submitted a proposal to the
Commission on January 13, 1994. The commission correctly and
11 i wholeheartedly accepted and endorsed that proposal. This proposal
1 , should be considered by the commission as the second part of the
implementation of that proposal.
That proposal represented that there would be significant
savings by the implementation of city fire service in the
� Ravenswood Road area. The Department is happy to report that the
savings associated with the service are even greater than the most
optimistic projection.
The prior proposal stated that a best case 1995 savings would ?
be $107,000. The actual savings was $153,240.00. This is why the
Department's 1994/95 budget shows a minimal decrease in total
spending notwithstanding the fact that Department personnel costs
increased by 6.4%. In addition to this annual fund of $153,000.00,

in actual present day savings, the implementation of this proposal
will also provide other cost reductions in the amount of $18,000
annually because the city will no longer have to pay rent on

existing Station 93 .

The process for the design of the Delray Beach Fire Station #5 was unique. Gee & Jenson was the
successful firm picked for the project upon the City reviewing construction documents of existing 3 bay fire
station facilities designed by various architectural firms.
Upon final Interview and award of contract, Gee&Jenson had 60 days in whit to provide building design
4 modifications to an existing 3 bay fire station which we recently designed for Seminole County.
The 6800 SF building was modified to meet Delray's specific requirements including total site,utilities,and
landscape design within the tight timeframe as scheduled.
Gee & Jenson's construction cost estimate was $649,376 and the actual low bid on July 8, 1992 was
$646,699.

1 ARM (adjustable rate mortgage): Fixed annually at 65%of the New York Prime rate. This
currently is 9.00% which means your rate would be 5.85%, for the first year.
FIXED RATE: Would be 6.04%, for the first five(5)years, then converting to a one year fixed
rate, ARM loan for the remaining term.
TERM: The term on this loan would be twenty(20)years, with NO prepayment penalty. If you
want a longer term, please let me know. I forgot which term you and Marie settled on, at our
N: meeting.
=i 1 PAYMENT: Interest only will be charged during the construction phase, payable quarterly,only
on funds drawn, for a period of 9 months, or c/o, whichever occurs first. Then principal and
interest payments will begin, monthly or quarterly, whichever you prefer.
COLLATERAL: This is up for discussion as I was unsure if we have to go to a referendum if we
use City property(mortgage/rescue trucks)as collateral. Since we already have the franchise fee
revenue as collateral on other loans, this might be a"better" way to secure this funding. I believe
these loans can then be approved by a vote from the City Commission, if an income stream(fee
income) is used as collateral,as opposed to a mortgage or lien. This is entirely up to you. The
bank is also interested in the financing of the new "vehicles",as you deem necessary. Please let
me know if you decide not to use the Liberty leasing folks for this purpose,as we discussed. If
you have any questions, please feel free to call me,as most of this is rather loose at this point in
time.

for 'piggyback" purchases on the Freightliner rescue/ambulances.
1 This bid was originally priced dated April 21, 1994, at
$83,403.00, for Alachua County with a trade in option that the
County exercised. We would offer this bid with an additional
1 chassis price increase for 1996 FL-60 of $3,460.00, making the
new total $86,863.00. We also will extend this bid price 50 days
until June 21, 1995, should you wish to pursue this opportunity.
