As requested in the Datagram, I have attached a copy of my resume, a list of city managers who have expressed a willingness to provide a reference, and a salary history. As you will see in my resume I have some sixteen years of increasingly responsible 'V professional management experience. I have been responsible for the full range of management functions from personnel to budgeting. Also, I developed considerable expertise in economic and community development during that time, but particularly during my tenure as Chief of Staff to the Lieutenant Governor of New Mexico. It is those experiences that have permitted me to work with Florida local governments on issues as broad ranging as strategic management, code enforcement, Main Street projects, and personnel and pay systems. I have the expertise and knowledge needed to succeed as a city manager. Your job announcement takes particular note of a desire for a person who is an innovator, leader and communicator. Again, my long years of public service have given me the opportunity to develop and apply those skills and abilities. For example, one of the projects I initiated and developed in New Mexico was a pilot TQM program for all 16,000 state employees. Sadly, the project did not survive the transition to a new Governor, but we f ® had an active and viable TQM program started in some six agencies before my departure. In w addition 1 was an active participant in two unique projects on rural and border development • for that state. Finally, I spearheaded a public private partnership to develop the space related industrial and commercial capacity of New Mexico, involving the universities of the state and r the McDonnell Douglas Corporation, funded by the U.S. Air Force. Each of these projects required initiative, innovate thinking and the organizational capability to execute them. Because of my long involvement with the elected side of government, I learned many years ago the importance of providing services and assistance to the public. Long before the notion of "customer service" became the latest fad, I advocated and practiced citizen services as a t•< core responsibility of government. I strongly believe that the public's disenchantment with F, •tG t;> government comes from a perception that government has forgotten how to "serve" the r `} public. Lastly, having worn the hat of "press secretary," I well understand the responsibility ' of public officials to inform and educate the public. I have had a quite varied (and interesting) career. The common thread has been the desire to serve the public. My interest in the position of city manager is borne of that interest r in serving the public. I have devoted more than two decades to finding the best and most economical ways of helping the public. Service as City Manager for Dania is the next logical step in that career. During my career, I have been extensively involved in professional activities of local, state, regional and national organizations such as the International City Management Association and American Society for Public Administration. I have served on numerous local and state committees including committees of the Georgia Municipal Association. I served on the Executive Committee of the Mississippi Chapter ofA.S.PA. that coordinated and hosted the 1982 South Eastern Regional A.S.PA. Conference in Jackson. I have V taught management related curriculums in the Georgia and Mississippi University Systems, and South Carolina Vocational Technical Educational System. I am a certified instructor in Total Quality Management. I have instructed numerous seminars and training programs including the Wayne County, Georgia Leadership Program that graduated the first County Leadership Class in the State of Georgia. I have recently agreed to contribute two chapters to a new book on innovation in local . government that will be published next year by Associate Professor Doug Watson of r y Auburn University. 1 have recently been appointed to the Florida City and County w ' Managers Association Academic and Research Committee. y.± ' Experience ® My work history includes management and executive experience in both the public and private sectors. My public sector work history includes experience, in municipal, c county and state government. My consulting experience includes consulting engagements with more than seventy municipal, county, state and private sector organizations. My executive experience in local government includes city manager positions in three cities, special assistant to the mayor in a fourth city and assistant county manager positions in two counties. My executive experience ranges from city manager in a relatively stable city of 15,000 to assistant county manager of the fastest growing county in the United States with a population of220,000, an operating budget of over $200 million, capital budget of over $350 million, and development activity that added an average $60 million dollars per month to the tax rolls. As a result of my work experience, 1 can operate effectively in policy and operational roles, in public and private sector environments and all levels of government. As a result, I am confident that my perspective and sensitivity to the relationship that exists between the public and private sector, and various levels of government are more thoroughly developed than that common to most public sector management professionals. Community and economic development are the areas in which I have concentrated my career focus. I was recruited to Martin County to assist the leadership in county government in bringing a more pro-business attitude to county government, and to I ,t i+ rir assist the private sector leadership of the County in attracting new business investment into the community. I was appointed to, and am currently serving on the Executive Committee of the Martin County Business Development Board, Board of Directors. in that capacity, I assisted the Business Development Board in developing a long range strategic plan which was presented to and approved by the Martin County Board of County Commissioners. In Collier County, I coordinated the passage of the County's first Tourist Development Tax and served as the County's first Tourist Development Board Administrator. Additionally, in Collier County, I served as the County's Economic Development Coordinator and coordinated the County's efforts to locate a Major League Baseball Spring Training Facility in the County. In Jesup, Georgia, I served on the City's Economic Development Task Force that took the City from bust to boom in three years. These efforts received international recognition by the European Association of Economic Developers, as well as state business and development organizations. In Mississippi, I worked five years with the states economic development agency. I have been involved in more than 200 industry startups, relocations and expansions, industrial park development, and the development of professional sports facilities. In the private sector, I was involved in large scale commercial and industrial projects and several affordable housingprojects. Financial affairs always deserve special consideration. Like most career city and county managers, I have a very conservative financial philosophy. During my career, I have faced numerous financial challenges. In all cases, I have left the communities I served in better financial conditions than when I accepted the position. As a A& consultant, I have been engaged in numerous projects to help cities improve their financial footing, to reduce cost, and to become more efficient. I have extensively utilized privatization as a tool of cost reduction and efficiency. During my career, I have gained experience in a wide range of alternative financing methods. In 1989, 1 was appointed to a charter membership on the Board of Directors of the Florida Local Government Finance Authority, an organization established to assist cities and counties finance equipment and infrastructure through short term commercial paper loans convertible to long term bonds. Other alternative methods } include occupational license fees to fund economic development activities, non-ad valorem assessment fees to fund stormwater management utilities, transportation utility fees to fund road improvements, sales taxes and impact fees to fund a wide range of infrastructure improvements, tourist development taxes to fund sports facilities, cultural arts facilities and recreation facilities, and solid waste collection and disposal fees. I have extensively utilized inter departmental service fees to fund internal services such as vehicle maintenance. I have extensive experience with grants and a wide range of revolving funds and special taring service districts. I have reviewed, but not implemented, user fees to fund fire services, and tax increment districts to fund infrastructure. , i i I I i i I A ,7 f , 6 Management Stvle. Skills Knowled,-e and Abilities I am a certified T.Q.M. instructor and have assisted Collier County and Martin County in implementing T.Q.M. I have extensive experience in strategic planning, as well as group and community scale consensus building techniques and programs. In Martin County, 1 have been involved in the coordination of the County's Strategic Planning Program, and community-wide Consensus Program. I have had extensive success in labor relations, dispute and issue resolutions. I have had over 100 professional engagements with organizations requiring assistance in resolving a wide range of problems including labor, marketing, organization, financial and economic development challenges. Through years of teaching, training, and consulting experience, I have developed extensive presentation and communication skills. 1 have had extensive experience as a manager and consultant negotiating service contracts, development agreements, intergovernmental cooperation agreements and professional consulting contracts. These negotiations have included direct negotiations with chief executive officers such as John Sherholtz of the Atlanta Braves, and Wayne Huizenga of the Miami Marlins. Recently, Waste Management Corporate Headquarters requested that 1 head Martin County's negotiating team to renegotiate the local franchise agreement with Martin County, due to the reputation that I have gained with the Corporation as a tough but fair negotiator. These negotiations resulted in a 22% reduction in residential collection rates. I recently negotiated a regulatory compliance agreement with Pro Golfer Greg Norman and his development ® team that made it possible for his company to meet the grand opening date of the y Medalist Golf Course and a nationally televised golf competition held at the Course yon schedule. This agreement prevented a very costly and embarrassing delay for his company without compromising county development codes. I believe in a participatory management style based upon leadership by example. It is my belief that it is management's function and role to help make people successful. It is my belief that this can be best accomplished by providing clear direction through the development of visions, missions and goals, through the provision of resources, a through issue focused consensus building and participation in decision making, and t most importantly, through inspiring and empowering people to leave behind them a legacy of excellence. During my career, I have been very successful in team building and networking. I have had numerous successes in resolving internal conflicts and developing internal loyalties. For example, in Martin County, I have been successful in resolving serious organizational disfunction in the Public Works Department and elevating team work in the County's Development Review Committee. In Collier County, I coordinated a successful effort to overcome unionization of the County's Emergency Medical Services Department after the County's Labor Consultant advised it was a lost cause. By way of background, I am currently with the FBI r and, after thirty-two years of service, I am now eligible to retire. I am very much interested in seeking new challenges in local government, particularly in the area of administration. My background with the FBI is quite varied. I currently hold a high level executive position in which I manage several critical investigative programs, including numerous personnel, under a multimillion dollar budget. I also have extensive experiences and skills in the legal, communications, and investigative Y t fields. I am currently a member of the Florida, New Jersey, and Missouri Bar Associations, and hold a Master of Arts degree in political science. With respect to my graduate degree, I have a; completed courses in public and personnel administration, state .' and local government, and finances. My experiences as the FBI's Legal Counsel and Coordinator of the Organized Crime Drug Enforcement Task Force have sensitized ,r. G r me to the cultural, political, and economic concerns permeating our region. These positions have also required me to interact with many other governmental, law enforcement, business, and 3;. private entities. For instance, as Legal Counsel, I was ;• ' responsible for liaison with six oversight committees of the United States Congress that controlled such matters as the ' FBI budget and vital legislation. In that capacity, I testified before congress and also resolved an assortment of legal issues which involved personnel and administrative considerations. As the Organized Crime Drug Enforcement Task Force Coordinator, I developed numerous liaison programs with many federal, state, and local agencies and facilitated investigative and funding support for a number of local police departments. With respect to my communications background, I served for a number of years as the FBI's News Media Coordinator representing the FBI on many sensitive issues. I also developed and implemented a number of programs that continue to benefit the community. r, I would appreciate your considering me for the position of city manager. I believe I have the qualifications, integrity, yy li '1 s and temperament to successfully carry out the duties of this Position. Although I have not held a city manager's positi.or. have commanded a wide range of assignments in my thirty-two career with the FBI, many of which involved resolving extremely complex and sensitive organizational issues. These experiences, along with my legal, communications and leadership skills, commitment, and abilities have, I believe, prepared me for the new challenges and opportunities posed by the city manager's post.
