In regards to item 1.2, City Manager Smith advised that some of the roads presented at the workshop meeting belong to Broward County. The $15,000.00 in the resolution should be sufficient to cover the paving requirements for the Griffin/Ravenswood Road area. SITE PLANS fir � f t 5.1 Continued from 11/12/96 meeting (a) SP-31-96 - Site Plan approval request by Christopher Paoli for a aG I } duplex at 2642 -2644 SW 49 Court. a a Will Allen, Growth Management Director, advised that the property fronts on SW Lh° !' 49 Court; a gravel road that the City plans to pave. Staff is recommending to xJ r t approve the Quit Claim deed to Mr. Paoli so that SW 26 Terrace is not continued ^A I t } to the south. The lot well exceeds code requirements for a duplex with almost 15,800 square feet and 120 feet of frontage. All requirements for setback, lot w! j.'. coverage, building height and parking have been met. Also, the site plan is 9 9 9 P 9 P t� + unique because existing Oak trees are being preserved. I A motion was made by Vice Mayor Grace to adopt the Resolution approving the J Quit Claim deed in item b. The motion failed for lack of a second. `. Mr. Allen stated that 15 feet is still provided for future installation of utilities on SW 26 Terrace. Commissioner Mikes expressed his concern with the City giving ` up easements before utilities are installed on SW 26 Avenue. Commissioner 6 ' Mikes suggested for Mr. Paoli to build the duplex without the easement. The r City could then grant the easement in the future when the utility problems have been solved. ' r Item 6. 1 was heard after 5. 1 Item 5.2 was heard at the beginning of the meeting. t t` 5.2 SP-33-96 Coonas Property Company -Petitioner y" Ay ;y pl Request for Site Plan approval for Sportsman's Park Outdoor World - 50.35 0,`•` acres west of 1-95, east of the CSX Railroad Tracks, south of Griffin Road and north of Tigertail Boulevard. r Will Allen, Growth Management Director, introduced the representatives from t Bass Pro Shops and the IGFA World Fishing Center who will present the different aspects of the site plan for the Sportsman's Park Outdoor World. Mr. f&` � - Allen was pleased to support the project based on the positive benefits that the facility will bring to the City of Dania and Broward Count in the areas of { employment, revenue and tourism . y '� k , t 1 !I to r Dave De Cou, Director of Development for Bass Pro Shops, expressed appreciation for the many agencies who have supported their project since it was presented at the Broward County Convention Center last year. Mr. De Cou r explained that the proposed site was once the location of Lindsley Lumber. The Broward County Environmental Control is working with Bass Pro to ensure that the site is safe from any environmental dangers that may have been left from the previous use. Mr. De Cou presented a slide show describing the layout of the proposed 150,000 sq. ft. Bass Pro Building that will be constructed on a 50 acre parcel at 1-95 and Griffin Road. The building will have a hunter's lodge w' atmosphere with wildlife displays, waterfalls and various aquariums from around r * the world. EXPENDITURE REQUESTS-none { I8• DISCUSSION AND POSSIBLE ACTION 8.1 Discussion of Fort Lauderdale-Hollywood International Airport EIS alternative analysis. (Commissioner Mikes) Commissioner Mikes mentioned that the County is in the environmental approval r stage of the airport expansion. He was concerned that the draft letter prepared (4 ;I by Attorney Earl Gallop in response to the EIS analysis has not addressed public � health concerns since the airport runway is being moved closer to the residential i� neighborhood. Mayor Bertino clarified that the City must go along with the terms in the Airport Interlocal Agreement; however, the City did not agree to approve anything that 4' will hurt public health and safety. ti} J • �Y�C�V\ �. City Manager Smith communicated that Mr. Gallop is working on a revised letter that will be distributed to the City Commission for their input and revisions. x 8.2 Discussion of new water lines in Melaleuca Gardens area. (Commissioner Mikes) ?l�k Commissioner Mikes mentioned that the Utilities Department is changing ,ss waterlines in certain portions of the City and residents are being charged to b } - move their existing service from the alleys to connect to the front of their homes. ti.. He felt that the project should have been brought before the City Commission ` prior to implementation because residents are being impacted financially. He , was also concerned that some city employees may be installing these hookups ' {, for some residents. He suggested to have the City Attorney determine whether ax a credit, for a certain amount, could be applied on the water account for those residents who are being impacted by the change in service. City Manager Smith specified that most of the water lines being replaced are a All ' actually not in alleys but rather located in back yards. The City is replacing 2" lines with 6" lines to provide better water pressure, quality and service. The • change is also enhancing the fire protection capabilities in the different areas and }?; residents are getting their roads paved due to the water line installation. The i w cost to the homeowner is around $150.00 if they hire a plumber. The project is " more positive than negative to residents as some residents are anxious to improve their service. Bud Palm, Utilities and Public Works Director, clarified that the City has not paid for any hookups. Some homeowners have hired city employees to install the hookup for them during the employee's off time from the City. The plumbing S4 { estimates seem to be anywhere from $300 to $900 for the hook up. Mr. Palm thought that the employees were charging around $150.00 to complete the hook w' up. Mr. Palm stated that residents have an option to tie into the system from the back by installing pipes along the side of i the house and to connect into the system in the cheapest method available to i them. In no way are residents being forced to connect by one method. ; r Mayor Bertino allowed public comment at this time. John Lawson, 804 NW 8 Street, advised that his house faces north and that his water meter is in the back. He could not see how to connect to the front lines. Mr. Lawson stated that a city employee told him that a plumber's estimate for the hookup was around $800 and that this employee would do the work for$400 to $500. Mr. Lawson was dissatisfied with the poor communication from the� City� y and he felt that there is a Conflict of Interest in allowing employees to do the j J work for residents. Ann Castro, 838 NW 10 Avenue, agreed that residents should have been given more time to plan for the financial impact and that better direction should have 1 , '. been provided on the options available to connect into the system. rs , Earl Minter, 802 NW 7 Avenue, mentioned that two employees told him that as long as he digs the trench, they will leave a pipe for him to connect and the job r would not cost him anything. Mayor Bertino clarified that the City is not providing ; p, any materials for homeowners to hook up from the house side of the meter to +, r their home because this is the homeowner's responsibility. Mr. Palm clarified that the front meter installation will be an improvement because meter readers will not have to access meters from backyards and alleys. i Lester Simon, 715 NW 8 Avenue, and Chuck Stein, 810 NW 10 Avenue, both W Y agreed that citizens should not be charged for the change in service since they w complied with all city permitting requirements for water service when their homes 'r' - were built. Mr. Stein questioned why a new line could not be run down the alleys to connect into the system? Mr. Palm agreed that this method could be accomplished but it will cost more money. i Mayor Bertino clarified with City Attorney Adler that funds cannot be taken from ' the City's Utility Accounts to pay the cost to install piping on private property. n Therin Leonard, 615 NW 8 Street, mentioned that other public utility companies cannot just make changes in their services or people would go to the Public i « Service Commission. He felt that residents should be allowed to keep their meters and that new lines should be installed at the cost of the City. a Commissioner Mikes recommended to stop the project immediately and arrange ; for the City's Engineers, Berry & Calvin, to review the situation. (Commissioner Hyde) r Commissioner Hyde questioned whether a policy should be established to determine what organizations should obtain a waiver on the fees to use the I.T. 4' Parker Center. He reminded the City Commission that his request to waive If , , r these fees last year for United Way were denied. Vice Mayor Grace mentioned that the Dr. Martin Luther King Banquet has been ongoing in the City for some 12 years. The City of Dania will be co-sponsoring the event this year with the Progressive Democratic Club and the Dania Activity 1 Committee. The Progressive Democratic Club will be paying for the use of the r I I.T. Parker Center and the City will be printing flyers, sending letters and scheduling the band. o J - Commissioner Hyde expressed his concern that the City may be endorsing a Political party when entering into a co-sponsorship relationship for an event involving any political club. Vice Mayor Grace removed the Progressive Democratic Club as a co-sponsor for the Dr. Martin Luther King Banquet. , Discussion followed on whether or not it will be possible for the event to take r a place this year. y at r 'A 9. This site plan includes the Bass Pro ' > ( Shops Outdoor World 150,000 sq. ft. commercial facility, the International Game Fish S; Association 60,000 sq. ft. mixed use facility including office/community facility and commercial use as well as 40,000 sq. ft. for future development. The site is the 50.35 acres located west of 1-95, east of the CSR Railroad tracks, south of Griffin Road, and north of Tigertail Boulevard. The petitioner is Coonas Property Company. The Planning and Zoning Board reviewed this request at their November 19, 1996 meeting. The recommendation is to approve the site plan as it conforms to all applicable ordinances. �, r - I The 50.35 acre site has an Industrial land use designation. The proposed uses are c consistent with that designation. The uses of office and community facility, which are the majority of the IGFA building, are listed permitted uses in the Industrial category. The City Commission authorized the use of the twenty percent (20%) flexibility rule at the October 10, 1995 meeting to allow commercial use on this site designated for industrial use. A letter was sent to Broward County at that time because the note on the face of the NCL Plat was changed by delegation request to allow 200,000 sq. ft. of commercial along with 50,000 sq. ft. of office/community facility uses. This delegation request was approved based on the allocation of the flexibility area. This designation allows all of the uses proposed on the site. The site plan conforms to all setback and bulk requirements of ' this zoning district. This includes lot size, setbacks, building height, lot coverage, etc. The proposed site plan also conforms to all landscaping requirements as delineated in Chapter 26 of City Code. Parking spaces well exceed City of Dania requirements. There are 1,050 spaces required and the plan is for 1,897 spaces. The number of loading docks conforms to code requirements. Specific requests for signage will be made at a later date. I The utilities plan has be en reviewed and approved by the Utilities Department and the , Fire Department. Water is supplied by the City of Dania. Some existing lines are being ; abandoned and new lines are being installed to provide a looped system around both . .; buildings. An agreement will need to be reached with Broward County and the City of Hollywood to accept the sewage from this development. { Access to the site is primarily from a new street built from Anglers Avenue across '; I Tigertail Lake to an expanded railroad crossing at Griffin Road. This street will be four ; u : lanes at Anglers Avenue narrowing to two lanes past the entrance to the Tri-Rail station. This street will be constructed using Broward County funds. As depicted on drawing C-4, the site will be graded such that the general flow pattern will direct , �r i water from the southern end of the site (through a series of exfiltration trenches) to a � M f new pond feature positioned in between and west of the Outdoor World Store and the IGFA complex. During a rainfall event, .his 1-1/2 acre pond would be designed to store the runoff from the parking lots. Through a controlled water feature at the northern end of this pond the excess runoff will cascade through a manmade stream to the dry retention area at the northern end of the site. Once the dry retention area is filled, the excess runoff will overflow through a hydraulic control structure into a new large lake located just northeast of the Outdoor World store. The left turn lanes storage length should be a minimum of 480 feet each in length with a 180 foot taper per lane. • A northbound right turn into the site from Anglers Avenue is not warranted based on capacity. However,a northbound right turn deceleration lane could be considered for safety. This lane should extend for at least 100 feet with a 180 foot taper. 4�7 The intersection of Anglers Avenue and the main entrance should be signalized. This �® intersection should be interconnected to tine intersection of Anglers Avenue and Criffen Avenue, or at least coordinated with time-base coordination to improve traffic flow. • The main entrance should have a minimum of four lanes at Anglers Avenue. This should include two entering lanes and two exiting lanes. One exit lane would be a right turn lane, while the other exit lane would be a left Will. Based on the large nunnber of westbound right turns, the exit right turn lane could be a free flow lane, which would improve the level-of- service of the intersection and reduce delay. The rate of superelevation should fiF not exceed 0.04. �z The recommendations listed above were based on the following calculations: Trip Generation: Y4v1/yx dr �.1�a5,j The existing Bass Pro Shops campus in Missouri generates from 10,000 to 12,000 average daily trips E11 i (ADT) automobile trips during the weekday, with about 1,200 trips during the P.M. peak hour. About 4 percent of the Bass Pro Shops trips are tour bus and large RV and boat pulled vehicles. About 20 percent of the trips are local,with the remained split almost evenly from in state and outk,q�= ¢Ati of state trips. The existing campus is located in a much smaller metropolitan area than Fort ! k� Lauderdale. Therefore, the local traffic from this location is expected to be much greater,closer to r*k that of a "Superbox" retailer such as Wal-Mart Hypermart. The site would generate an estimated i' x VNy ADT of 14,400 with a peak hour traffic of 1,450. For the other attractions including the International " Game Fishing Association(IFGA)and the outdoor adventure attraction, we estimate a conservative 30 percent of those trips will visit each other and the Bass Pro Shops facilities, leaving an estimated 1.75 million visitors a year,or about 4,900 extra trips a day with a vehicle occupancy of 2.0, about 500 in the peak hour. This equates to a total of 1,900 trips in the P.M. peak hour. We also assumed a 50 percent in,50 percent out for these trips, similar to the Institute of Transportation Engineers(ITE) �—� Trin Generation Manual Fifth Edit' 1 t'fry� , trip generation ratio for shopping centers. I Trip DistributionlAssignment: y Assignment of these trips to the network was based primarily on the location of the existing access v to the interstate system (I-95). Bass Pro Shops, IGFA, and the outdoor adventure attraction are regional attractions,Most of the projected trips will utilize I-95 to access the site. The primary access point is Griffen Avenue. Another access point to I-95 south of the site is at Stirling Road (SR 838). Based on the site location and potential trips accessing the site, we established the following trip w `4 distribution on Angler Avenue into the site: Southbound on Angler Avenue from Griffen Avenue-90 percent Northbound on Angler Avenue from Stirling Avenue- 10 percent p. The existing ADT on Anglers is 9,800 according to the county. No peak hour 4 or direction information was available, but we estimate a peak hour count of Anglers Avenue N* r, 980, with 490 in each direction. Due to the speciality nature of the complex & Main Entrance and the lower ADT on Angler Avenue,no pass-by trips were assumed for the £ Yfh<11 $YT development. If the intersections have enough capacity to accommodate the increased volume during peak hours, then the whole system will usually be able to handle the traffic impacts_ associated with the development. An intersection's capacity is determined using the procedures and methodology outlined in the Highway Capacity Manual,Special Report 209,Third Edition, 1994,produced by the Transportation Research Board. Capacity analysis indicates how well an intersection is operating, and uses a grading system called level-of-service (LOS) that defines the quality of traffic operations on a street I ta'+ r rr z system. The levels-of-service can range from A for the best traffic operation to F for the poorest i traffic operation. Level-of-Service D in the peak period is regarded as the minimum acceptable level of service in a heavily urbanized area. Based on the ro ected ADT volumes of nearlq�,y 20,000, the entrance roadway would warrant construction as a four ane roadway.However, a bottleneck at the rail crossing prohibits traffic to two lanes at that location. Service rate was determined from the effective green time and cycle length. A single left turn at this intersection would require at least a 320 foot lane but would require well over half of the available seconds of green time in a 90 second cycle length,lowering the overall LOS to failure for the opposing opproaches. Two lanes would require 480 feet(each) with a 25-30 second phase during a 90 second cycle length. Since the available green time for this phase is about 25-30 seconds to achieve an acceptable level-of-service,dual lanes are recommended at this location. An existing 12-inch water main runs along the east side of the property,parallel to I- 95. The water main steps down to 8-inch and 6-inch within the site. The existing 8- inch water main exits the property on the south side, in the vicinity of the railroad tracks,and connects to an existing 12-inch water main on Tigertail Boulevard. Some of the existing water mains that are no longer in use would be demolished �tyl and the corresponding easement vacated. }' Within the site a new water main loop is planned to serve the Bass Pro Shops and the IGFA buildings. The new water main loop would extend from the south to the north in front of the Bass Pro Shops and IGFA buildings. The water main would '^ continue north along the entrance road and connect to the existing 12-inch on the ' p� northeast side of the property. New easements would be required, and some of the i W� existing water main size upgraded. The new manholes would link to a proposed sanitary lift station, located on the west side of the property,adjacent to the entrance drive. A force main would extend from the lift station and discharge to an existing sanitary manhole located on Tigertail Boulevard. A landscape buffer at least ten feet in width will occur between vehicular use areas and adjacent public right of ways, and a landscape buffer at least five feet in width will occur between vehicular use areas and abutting properties. Within those buffers will be a continuous shrub barrier and a tree for 30 feet of abutting vehicular use area. Within the vehicular use areas, there will be a minimum of twenty percent(20%) of the vehicle use area devoted to landscaping. There will be a landscape island ten feet wide terminating each parking aisle and intermediate landscape islands will be at least five feet wide. Bass Pro Shops have developed a plan to mitigate the three(3)acre wetland to the west side of the railroad tracks,adjacent to the proposed entrance to Sportsman's Park, along the east` I shoulder of Anglers Avenue. Wetland and Aquatic Resource authorizations have been applied for at the U.S.Army Corps of Engineers(ACOE)and the Broward County Department of Natural Resources Protection(DNRP) offices. The application included wetland impacts associated with the entrance roadway,Tri-Rail parking lot and the onsite buildings proposed to be located east of the railroad right-of-way. Currently,this area is dominated by cattail(Typha Spp.)and spikerush(Eleochads spp.),which are v - herbaceous wetland plants. The DNRP has indicated that wetland mitigation will be required for the wetland impacts. NI wetland mitigation associated with the proposed wetland impacts have been proposed for the north end of Tigertail Lake on the west side of the railroad right-of-way. The application includes approximately 1.0 acres of fill in Tigertail lake for the County entrance roadway(causeway)but does not include any mitigation for associated wetland impacts in the z lake. It is anticipated that the mitigation for all impacts may be accommodated in Tigertail Lake. The DNRP has requested additional information relative to the project and that information is ' being generated at this time. It is anticipated that the additional information will be available for submittal to DNRP by October 17, 1996. Y '. The ACOE has indicated that the site is isolated and that the proposed impacts meet the criteria for a Nationwide Permit(number 26)and that such a permit may be issued following water quality certification. This certification will be provided pursuant to the South Florida Water Management a }} t District(SFWMD)permit and will satisfy the federal requirements for Section 401 of the Clean Water Act.
