Assistant City Attorney Ryan explained that the City Charter provides that leases s on municipal property not exceeding one year shall be voted on by resolution but leases for a longer period of time require ordinance adoption.At �. There is no financial impact to the City as each individual who elects the benefit will be responsible for the full actuarial cost. Commissioner Hyde advised that the City also gains by older employees retiring and younger employees being hired at a lessor salary. Discussion followed on their being a typographical error in Section 2d of 1trk the Ordinance showing 6% instead of 3%. 4 X, x+ In response to public comment on Fire Department costs, Mayor Bertinor;l explained that the County is not forwarding Minnet funds any longer to a y municipalities for rescue services. The City must either raise ad valorem taxes or establish a service assessment fee to cover costs. He clarified that the Fire Rescue fee has nothing to do with the pension benefit being ! :' r• offered in the ordinance. fi ' A motion was made by Commissioner Jones, seconded by Vice Mayor Grace to amend Section 2 d in the ordinance from 6% to 3% and adopt ar` the ordinance as amended. 7{ h. V y ) John Dohm, a Real Estate Broker for Holiday Brokers, explained his being ` u hired by Wackenhut Corrections, Corp. to find a site for their work release program. After looking at 26 sites, the location on State Road 84 met all of the criteria. The work release facility will bring jobs to Dania and crime I ; ( will be reduced at the site hotel. Mr. Dohm stressed Wackenhut's desire to do everything conceivable to make the project work for the community and advised that the facility will house drunk drivers and not hard core criminals. Mr. Joseph Bigger, Marina Mile District, opposed the work release ! program by Wackenhut based on the negative impact to the marina zt ' industry in the area. He was concerned that Wackenhut plans to house IA . A 300 criminals and expand to 566 inmates which will be felons who will be1,4 Nh ' s�\ released, on a daily basis, in an area housing expensive yachts. Mr. r Biggers encouraged the City to continue their opposition to the work release program as businesses along State Road 84 will be damaged if = ;'S the use is approved. Jay Field stated his opposition to the proposed use and his dissatisfaction that Dania was chosen as the location for this type of program. Clint Ramston, President of Marina Bay, opposed the facility. Attorney Terranova explained that the hardship is based on the fact that the house cannot meet the setback requirements in the Code and that the house sits on a corner lot. The commercial was played for the public and Mr. Meller presented some cost effective ideas for identifying and improving x Dania's business for the Antique District. t Phyllis Beaudet, Past President of the Dania Antique Business District Association, explained efforts to obtain a cross walk for the downtown area and their being a need to have an engineering study conducted by I DOT at the City's request.
