A number of activities and events are planned for Red Ribbon Week for the schools. This year, children will be provided more information on alcohol and gang activity. Chief Frey urged the community to get involved with the event to demonstrate support against drug and gang activity in the community. Other considerations against purchasing was based on salt air deterioration of the expensive equipment and minimal usage needed for the small portion of beach. The plan was implemented and was suppose to provide an additional Code Enforcement Officer, more street lighting, and assistance in forming 11` neighborhood organizations. At this time, the grant dollars are not available. $ The Safe Neighborhood Committee that was established to govern the district 4 , was abolished in 1993. Mr. Allen was advised by the Department of Community 1 Affairs that a number of these boards have been dissolved throughout the State j M due to some possible liability concerns. His recommendation was to abolish this E section of the code since the State of Florida now assesses special districts an annual fee. Mayor Bertino opened the Public Hearing. Hearing no one speak in favor or a t<) wr opposition, the Mayor closed the public hearing. Commissioner Mikes suggested to retain the district since the fee is only $175.00 i d ' a year and it could cost the City more in the long run if there was a need to re- t ` establish the district once it is dissolved. He also suggested the idea of obtaining an opinion from the Department of Community Affairs on retaining or dissolving r f� the district. Commissioner Hyde asked Mr. Allen to state the liability concerns involved with I keeping the district active. On October 17, 1996, from 6:00 p.m. to 8:00 p.m. an EIS (Environmental Impact Study) meeting is being held at the Danians Condominium to discuss t alternatives relating to the expansion of the airport. He recommended to have the City Manager provide some preliminaries on the alternatives from that ^. meeting before the City Commission responds prior to November 18. Commissioner Mikes was not satisfied that the City is imposing a cost for residents with existing water service to connect to an improved system when the j { << City is imposing the burden to change the service. City Attorney Adler advised + that the City cannot spend money to pay to run lines on private properties. A. r Commissioner Mikes asked that the item be discussed at a workshop. t xA ! F 11.4 Vice-Mayor Grace r ! Vice Mayor Grace thanked everyone who supported the children that were able ! to attend the Jamaica Awareness Festival Dance last Saturday at Bailey Hall. The event was hosted by the Jamaican Consulate and the children enjoyed the performances immensely. r .' t ' - Vice Mayor Grace mentioned that the "Progressive Democratic Club" has been f, formed and that the first function was held at the Dania Jai Alai. Over 125 people attended the meeting and there are 65 members so far. The organization has raised money for the Thanksgiving Basket program and will be taking action to encourage people to vote in the upcoming election. 1` Vice Mayor Grace was concerned that one of the hotels in the City may be t T + selling alcoholic beverages at 12:00 noon which is prior to the 1:00 p.m. requirement on Sundays. She mentioned the need for the City to be consistent I'. in upholding the Alcoholic Beverage Ordinance and her intentions to speak with I the City Manager about sending a letter to the hotel. The NW Byrd Point Civic Association has invited the Saratoga Apartments to be part of the association. The next meeting is scheduled the third Thursday this month and flyers will be sent out. The association has been invited to attend the EIS Meeting being held at the Danians and Vice Mayor Grace was not sure if she could attend. Vice Mayor Grace encouraged all organizations and businesses to support and participate in the Red Ribbon Day event. i. Y I A funeral is being held on Saturday for Helen Miller, Mayor of Opa Locka, who died of a heart attack. Vice Mayor Grace advised that Helen Miller was on the Opa Locka Commission for 14 years and that she was the first female Mayor. 11.5 Mayor Bertino a , Mayor Bertino mentioned that Olsen Middle School is 28% over-crowded. Public hearings will be held at the school with the Broward Count School I Board " to come up with plans to cope with the over-crowding. The public was j j encouraged to attend the public hearings. r Mayor Bertino allowed Flossie from Flossie's Bar to come forward to present a I request to serve alcohol at her business. Flossie mentioned that business is being lost to Hollywood because she cannot serve alcohol until 1:00 p.m. on f rr` Sunday. She stated her opinion that if the Sheraton Hotel is being allowed to serve alcohol at 12:00 noon on Sunday; accordingly, all businesses in Dania should be given the same consideration. The title of the plat is "Taco Bell at Dania". The plat is requested by the Taco Bell " Corporation. ' { t < The Planning and Zoning Board reviewed this request at their September 25, 1996 1 meeting. The recommendation is to approve the plat as it conforms to plating requirements of the City of Dania. The request is consistent with the comprehensive plan and zoning code. The property is vacant. Platting is required to construct any sort of building on the property. The City Commission will have the opportunity to review a site plan in the future. Based on the title of the plat, a Taco Bell is proposed. ` The property has a land use designation of Commercial and is zoned C-3. The t^ property along Federal Highway is also zoned C-3. Surrounding uses include the Adirondack Trailer Park to the west and north, the Hitching Post Mobile Home Park across Federal Highway, a variety of commercial uses along both sides of Federal Highway , and a mixture of residential uses to the Southwest. The plat dedicates 25' of right-of-way for SW 10 Street making a total width of 50' along the south side of the property. This width is consistent with the requirement of Section 5.14 of the Zoning Code, The plat includes a non-vehicular access line for the frontage along Federal Highway except for the northerly 12'. The plan is to share a driveway S+ with the trailer park. This will need to be approved by FDOT. The district was established to be eligible for grant funding for planning grants which were available at the time. Dania received $30,000.00 from DCA for C technical support in preparing the Safe Neighborhood District Plan. The legislature did I not fund such districts after the first year. Now such special districts have to pay annual fees of $175.00. Since the district is inactive, it is suggested that the district be i dissolved. The Safe Neighborhood Committee was abolished in 1993 by Resolution o No. 76-93. In discussing this matter with a representative of DCA, it was indicated that dissolution of these boards has been quite common as no state funding is available. If you concur,L an Ordinance dissolving the district by repealing Article V of Chapter 2 should be prepared. If done prior to October 1, 1996 we will not have to pay the fee or any fines for late payments. The , variance requested is to permit the installation of a boat lift . Section 33-40 (13) (c) I allows a boat lift to extend no more than 10 percent of the width of the waterway unless a variance is first granted by the City Commission. The request in this instance is to construct a boat lift which would extend 12' into the waterway which is 20 percent of ,I the Marlin Waterway which this property abuts. The Marlin Waterway is shown on Redi 1 I maps as being 60' wide in this vicinity. The property in question is known as Lot 24, Block 1, in Florian Isles. The property is zoned RS-6000 as is the surrounding area which is developed with single family residences. These residences have waterways to the rear of the properties which connect to the Dania Cut-off Canal N The Planning and Zoning Board reviewed this request at their August 28, 1996 i•: meeting. The Planning and Zoning Board, after hearing the evidence presented by the petitioner, recommends approval of the variance allowing construction of the boat lift as ! the request complies with the criteria for granting a variance as listed in Section 10.13 of the Zoning Code. It was found that the design of the exising patio and dock which were constructed previous to the ownership by the Prevish family made it impractical to install the boat lift in any other location and that it would be very costly to remove the existing facilities.
