The workshop meeting was called to order by Mayor Byrd.

1 . REVIEW
1 . 1 Review of Preliminary budget for the fiscal year 1984-85

Mayor Byrd commented on the "confusing arrangement" of
i
the budget format . After discussion, it was decided
that an additional column would be added to the i
estimated revenues and expenditures page to contain
final projected figures for 1983-84 in addition to the
$ f projected 1984-85 figures .
J City Manager Marant explained the structure of the
preliminary budget for the fiscal year 1984-85, which
provides for labor union contract increases and capital
improvement programs while maintaining the operation
j level of the City , and proposed an increase in the ad
valorem tax base from 5. 3 to 5 . 6.

The Commissioners opposed the proposed tax increase, but
agreed as to the need to find some way to fund capital
:a.a! improvement programs. C
City Manager Marant requested direction from the
Commission regarding the development of a capital
improvement program. r
+ The preliminary General Fund Budget was then reviewed in
detail by the Commission.
During review of the budget , City Manager Marant
informed the Commission that the anticipated increase in
the cost of sanitation tipping fees from $16. 00/ton to
$19 .00/ton that was to have become effective 1/1/85 has
recently been changed to reflect an increase to
$22 .00/ton effective 10/1/84. Discussion of user fees
s versus subsidizing ensued.
After lengthy discussion , it was generally agreed to
revise the proposed preliminary General Fund budget by
cutting the capital improvements program expenditure
item, resulting in a millage roll-back of from 5. 317 to
5 . 239, electing to work out a bonding program for
capital improvements , and by electing to pass on the
increase
in sanitation costs as a user fee .
The preliminary Water, Sewer and Pier Fund Budgets were
then reviewed. There were no recommended changes to }
jthese budgets by the Commission.

{ 2 . DISCUSSION
2. 1 Amendment to Ordinance #132, Police and Firefighters
Pension Plan

Discussion revealed that the Pension Board, after review
of the City' s retirement plan, decided to change the
retirement plan by reducing the required years of
service from 30 to 25 and to provide funds for that {
change by increasing contributions from the pension fund I(
members . An actuarial study was then made by Kruse,
O'Connor and Ling which showed that the proposed
amendment to the plan was sound, after which the
ordinance to amend Ord . #132 was drawn up and submitted
to the Co
mmission for approval .
It was generally agreed that formal action by the
Commission to direct the City Manager to hire an
independent actuarial firm to provide a second opinion
on the actuarial soundness of the amendment to Ordinance
#132 would be placed on the agenda for the next regular
Commission meeting of July 24th. j

2. 2 Smoke Detector and Fire Extinguisher requirements
{ During discussion, Fire Chief Jewell advised
Commissioner Cook that fire extinguishers are already
required by City ordinance for 3 or more units.

Commissioner Cook suggested that the City make it
�! mandatory by ordinance to have smoke detectors in 2 or
more units, and, in fact, in any home. Chief Jewell r
stated that if "any home" is specified , enforcement
powers will be limited to issuance of a citation
subsequent to a fire in a home without a smoke detector, I
iand declaring the installation of a smoke detector a
requirement for issuance of a Certificate of Occupancy
on new construction. Vice-Mayor Bertino agreed that the
zoning ordinance should require all new structures, j
regardless of how many living units , to have a smoke
detector before a Certificate of Occupancy is issued .

It was decided that Commissioner Cook would advise City f
Attorney Adler to prepare the proposed ordinance to
require smoke detectors .
The Workshop meeting was then =djourned .
