,.� 1 . 1 Discussion regarding duplex zoning to address 50 ' Lots
i and variances concerning those Lots .
The RD6000 zoning classification requirements of 60 foot
jfront width and 6,000 square footage in relation to the
excessive number of variance requests due to
insufficient footage on existing platted Lots were
discussed.

While recalling the original intent of the RD6000 zoning
requirements, it was generally agreed that an ordinance
to reduce the square footage and frontage requirements
for existing platted Lots in duplex zoning would
alleviate many of the current problems . Vice-Mayor [
Bertino suggested that the proposed ordinance include a
j provision to require duplexes in areas that have alleys
to provide parking on the street for the front units and
parking Lots in the back for the back units . He also
suggested the possibility of increasing the amount of
Landscaping required.
City Attorney Adler was asked to prepare an amendment to
the zoning ordinance to establish another zoning
classification, RD5000, for existing platted Lots,
{ setting minimum requirements of 5,000 square feet , 50 '
widths and 100 ' depths, with set-back requirements
remaining the same as currently described in the RD6000 e
j zoning classification .
1 . 2 Discussion regarding implementation of a "time
requirement" on Land Use Amendment that affects the
flexibility zone. -
Vice-Mayor Bertino expressed his concern regarding the
possibility of the flex zone being tied up by Lack of
restrictions for its use.
Richard Gloss explained that after the 20% flexibility i
I ,� available in each zone is used, a Land use amendment
L must be requested of the County in order to obtain more,
which takes about a year. It was agreed that a
reasonable time Limit should be stipulated in order to
avoid a developer ' s misuse or non-use of flex zoned
Land.

After discussion, City Attorney Adler agreed to
investigate neighboring cities ' ordinances relating to
flexibility zone utilization requirements and prepare an
ordinance for review . p�
Vice—Mayor Bertino also expressed his belief that the €
City should place an automatic time Limit on variances, 4
stating that currently the only time limit placed on a
variance is one which is included in the granting
motion.
After discussion, City Attorney Adler agreed to prepare
an amendment to ordinance #100 to provide for time
restrictions on variances .
1 . 3 Discussion regarding policy direction on the Land Use
Amendments .
City Manager Marant called attention to the need for a
clear policy regarding the procedure to be followed in
applying for Land use plan amendment and rezoning .
During discussion, it was suggested that administration
prepare a procedural plan that would benefit the
developer by allowing the process to move as rapidly as
possible, while still protecting the City ' s control of
the project .
After discussion, it was generally agreed that staff
would prepare an administrative procedural policy plan, R
present the recommendation to the Commission for review
and comment, and then place the policy plan on a future
agenda for adoption by resolution.
The Workshop meeting was then adjourned.
