WORKSHOP MEETING
JANUARY 13 , 1986

The Workshop meeting was called to order by Mayor Bertino. j

1 . Presentation of proposed amendments to the General Employees
Pension Board Ordinance.
John Lassiter, Chairman of the General Employees Pension Board ,
presented recommended changes to the pension plan. He described a i
proposed ordinance amending Ordinance #268 by providing that a) [
longevity pay be included as part of covered compensation, and b)
the normal retirement age be lowered from 60 to 55 . He explained
that revising the conservative assumptions currently used in f
figuring the cost of the pension plan would result in considerably
lowering the cost and therefore would provide the funds to cover
the modified benefits .
During discussion, it was apparent that the consensus of I
Commission opinion was not in favor of lowering the retirement age
to 55 , feeling that the City would lose valuable trained and
experienced personnel .

Mr. Lassiter, noting that both recommended pension plan amendments f
are included in the one ordinance, expressed the thought that
perhaps each recommended amendment should be submitted in separate j
ordinances. City Attorney Adler advised that the ordinance as
prepared could be amended according to the Commissioners' wishes
on first reading.

It was generally agreed that the ordinance containing the Pension
Board' s recommended changes to the pension plan would be placed on
the January 28th Regular Commission Meeting agenda for first j
reading . i(
2 . Dania Pier Operations
;1 The Commissioners discussed the audit report regarding the
i pier/restaurant enterprise fund. City Manager Jewell distributed
audit figures broken down to illustrate the operation of the pier
and the operation of the restaurant itself.
City Manager Jewell commented that, based on the balance sheets,
the City should not be in the restaurant business and he
i recommended leasing out the restaurant and maintaining City
1 operation of the pier as a recreational facility which could then y
be included in the General Fund.

Mayor Bertino commented on the complexion of the pier improving
since the City took control and on the pier's value as a
recreational facility. Vice Mayor Byrd expressed concerns
regarding methods of operation in collecting and accounting for i
funds. Commissioner McElyea commented on the need for
concentrated management. Mayor Bertino also suggested considering f
vending machines in lieu of the restaurant .
Discussion revealed that the Commissioners as a whole felt that j
the restaurant should be given another year under the City' s
management and that accountability factors should be tightened up
in the meantime.
City Manager Jewell reported that Commissioner Hirsch, who was
absent from this meeting due to illness, had called, and being in
favor of leasing both the restaurant and the pier, requested the
City Manager to place that item on the agenda for the regular
meeting of January 14th.
The workshop meeting was then adjourned.
