Byrd ( late ) Commissioners : Jean Cook Howard Hirsch Charles McElyea City Attorney : Frank Adler City Manager : Eugene Jewell City Clerk : Wanda Mullikin Police Chief: Gilbert Thivener Building Official : Paul Maxwell 1 . Discussion concerning the naming or renaming of certain City properties and streets . The Commissioners announced their selections for committee appointment: Commissioner McElyea - Roxanne Knight Commissioner Hirsch - Don Castle, Esq . Commissioner Cook - Nick DiNunzio Vice Mayor Byrd - Charles Williams s Mayor Bertino - Skip Ahalt During discussion , Vice Mayor Byrd expressed the opinion that only deceased persons should have something named after them in order to avoid political overtones . i The committee, named "The Memorials Committee, " was formed to develop a guideline with regard to the honoring of certain L citizens and to come back to the Commission with a recommendation . 2. Discussion concerning specifications for leasing of Pier Restaurant or Restaurant and Pier . City Manager Jewell presented a draft form of lease agreement for the Pier Restaurant and/or the Pier and Restaurant . The Commissioners agreed to look over the agreement and input comments or suggestions to the City Attorney and City Manager. It was generally agreed that the proposed lease agreement form would then be refined and placed on the agenda for the next Regular Commission Meeting for approval . 3. Discussion of Civil Service Rules . City Manager Jewell explained that this was a project initiated by the previous City Manager, Richard Marant . Noting that the Civil Service Rules are antiquated, he presented a draft of arnnncad revisions . ! i i Civil Service Board member, John Lassiter, said the Board has been working on item by item revisions for the past two years and wi11 be reviewing the resulting rough draft at its next meeting . He f said the Civil Service Board meeting, scheduled for May 29, 1986, at 7 : 00 p .m. is open to the public . After discussion, it was agreed that copies of Administration ' s proposed Civil Service Rules revisions would be turned over to the Civil Service Board to be incorporated into its own document and then to be presented to the City Manager and City Attorney for review. Workshop Meeting 1 May 19, 1986 i i In response to a request by Civil Service Board member, Gloria Daly, City Manager Jewell said he would provide a Secretary for the Civil Service Board meeting . 4 . Discussion of possible ordinance restricting items that can be placed in swale areas . Building Official Maxwell explained that the City Code Book does not contain a provision to prohibit the placement of concrete objects, pyramids, different types of boulders, wood , steel , plastic , railroad ties and the like in swale areas . He said Chapter 26 of the Code does address trees in swale areas, but that the restriction of items that can be placed in Swale areas also needs to be addressed . City Attorney Adler was asked to draw up an ordinance that would address swale area safety and yet maintain the beautification aspect . 5 . Discussion concerning the amendment of Section 22-1 of the Code of Ordinances ( buildings to be numbered ) . City Manager Jewell suggested that Section 22-1 of the Code, referring to the display of building numbers, be amended per Police Chief Thivener ' s request to more fully address building number display specifications and to include requirements that businesses also identify rear entrances . During discussion, it was suggested that private residences also be encouraged to post rear door numbers to aid Police and Rescue calls . 6 . Discussion of possible yearly interest for utility customers having deposits on file for a minimum of one year. City Clerk Mullikin reported, per Commission direction , that 18 of 22 Cities do not pay interest on their utility deposits, and that Hollywood , Pembroke Pines and Margate pay 6% and Miramar 5% on utility deposits on file at least one (1 ) year. yob' Mayor Bertino suggested that, since utility deposit sums vary, the amount of interest earned on a utility deposit could be credited to the customer ' s first bill following the completion of one full year . City Clerk Mullikin pointed out that if the City were to refund the interest on utility deposits to the customer, bi -monthly minimum water rates would have to be increased by $ . 50 to offset the loss of Water Fund Unearned Income . Mayor Bertino permitted citizen input . Discussion revealed the consensus of Commission opinion that unless a sound, equitable system regarding utility deposits can be devised, it would be better to leave it as is . Commissioner Hirsch asked for two weeks to further consider the inequity question .
