Byrd { Commissioners: Jean Cook Howard Hirsch Charles McElyea y City Attorney: Frank Adler City Manager: Eugene Jewell j Deputy City Clerk: Marie Jabalee 1 . Discussion of proposed ordinance regarding "Pavement, Improvement & Use of Drainage Swales" . City Attorney Adler explained that right now the proposed ordinance lists those items that are prohibited in swale areas, and recommended the addition of a list of what is allowed to be placed in swale areas, such as utility facilities , mail boxes, and garbage in approved containers where permitted. It was generally agreed that the ordinance should also make provision for the removal , after reasonable notice, of items that + were already placed in swale areas that would be prohibited by this proposed ordinance. w City Attorney Adler was instructed to revise the ordinance as discussed. i 2 . Discussion of proposed ordinance regarding "Garbage & Trash" . City Manager Jewell explained that the proposed Garbage and Trash Ordinance attempts to conform with the sanitation contract the City has with Seacoast Sanitation, and also attempts to clean up ( the city. The pros and cons of several suggestions of how to eliminate the unsightly dumping of trash, including special city crew pick-ups at fees of $25 per yard, imposing a trash tax, creating designated areas for 40-yd dumpsters, etc . , were discussed. The Commission questioned the fairness of placing all the responsibility on property owners when in some cases the dumping may have been done by others not willing to pay the pick-up fee. After discussing methods used by neighboring cities regarding the control of trash buildup, the Commissioners expressed the desire to review Hollywood' s ordinance and gather more information for further examination of this portion of the proposed ordinance. City Manager Jewell then reported that, per a previous meeting with Seacoast Sanitation, the small business portion of the proposed ordinance needs to be readdressed. Discussion of fair share of tourist development dollars . The current status of Dania' s efforts to receive an equitable 3 share of tourist development tax dollars distributed by Broward ICounty Tourist Development Committee was discussed. vice Mayor Byrd said Dania should continue to pursue tourist development dollars by diligently making application for special activities. Y (;y 1 Workshop Meeting 1 November 10 , 1986 i 1 rMayor Bertino expressed the opinion that a certain percentage of the tax dollars raised should go back to the place of origin. r 4 . Discussion regarding addition of Martin Luther King, Jr. holiday. Vice Mayor Byrd, commenting that Deerfield and Pompano have alreadydone so suggested that Martin Luther Kin Jr. Da be � 99 King, Y added to the City employees' list of paid holidays. j Mayor Bertino asked how many holidays are given now. City Manager Jewell said 10 some years and 11 others, depending on how the holidays fall, plus two additional optional holidays . f i Mayor Bertino suggested that one of the optional holidays be exchanged for a mandatory holiday to be taken on Martin Luther King, Jr. Day. It was understood that this would have to be an item for contract negotiations. I 5 . Discussion of Taylor Road Extension. i City Manager Jewell reported, after meeting with several property owners in the proposed Taylor Rd. Ext. area, that he has projected sa conservative completion date of no later than March, 1988, and that some attorneys handling property transactions, in which the completion of Taylor Rd . Ext, plays an important role, are seeking assurances of the City' s intention to follow through on the construction of the road, noting that the developers will be j participating. Mayor Bertino announced that it is on the Dania Roadways Plan. He also mentioned talks with Hollywood Inc. regarding fronting the money. In response to a question concerning whether or not Taylor Road was to be extended as well as Griffin Rd. , City Manager Jewell stated that it is his intention, in order to utilize the whole 350 acres up there as an assessment area, to combine Griffin Rd. and Taylor Rd. and that all parties concerned, including Hollywood Inc. are well aware of that . It will be a total package which will complete the total road system for the northeast area. Vice Mayor Byrd commented that the Commission has made a commitment, having already put utilities through there . Commissioner Cook agreed that following through to completion of the roads is in the best interests of the City. City Manager Jewell distributed a draft of a job description for a Public Works Director and asked the Commission to review it before the i next night' s regular meeting . The Workshop meeting was then adjourned .
