Byrd Commissioners: Jean Cook Charles McElyea City Attorney: Frank Adler City Manager: Eugene Jewell City Clerk: Wanda Mullikin Absent: Commissioner: Howard Hirsch 1. Discussion concerning lease of pier restaurant. City Manager Jewell presented the information requested by the Commission at the previous workshop meeting regarding square footage, comparisons to the Beach Grille, etc. Donald V. Streeter, present at the invitation of the Commission , j gave a brief personal history and said he feels confident that he can improve the image and appearance of the pier and restaurant to make a profit as well as make the City proud. City Manager Jewell asked for clarification of the Commission ' s i ,►- intention, whether to keep the operation of the pier and lease the restaurant or to lease both. Commissioner Cook said she understood they were only to lease the restaurant for now. Mr. Streeter wanted the whole package, feeling that the conflicts of a joint facility with two masters would be too confining. Asked what changes he planned to make , Mr. Streeter said he planned to refinish the inside decor, improve the bait shop and y utilize the pier to service patrons . He also stated that he would give first right of employment to citizens of Dania. Commissioner McElyea voiced the opinion that the whole package should be considered . Vice Mayor Byrd said he originally wanted to keep the pier operation, but was flexible. Mayor Bertino, recalling problems with pier operators in the past, and envisioning the pier as a recreational facility, said he was reluctant to let the pier go, but might consider it if the terms were right. After determining that Mr. Streeter was interested in the entire project only, and not just the restaurant, the Commission directed City Manager Jewell to meet with Mr. Streeter and City Attorney Adler to renegotiate terms (responsibility for pier maintenance , nvprriAp Af- A nrnac nninh . rental . phn 1 Vh...A nn the fnF�t _ . ___ ___ __ _ 7____ --- .._. _ _..___. ___ _ I __„-- -*' package. He was also directed to check with the next highest bidder on the restaurant only. i (At this time , City Attorney Adler was excused from this meeting. ) i 2. Discussion concerning parking meter maintenance contract. City Manager Jewell reported the City auditors ' approval of the proposed collection process. He recommended a one year agreement with a five year option to provide the City with the opportunity i j to look at the revenues after one year and justification for the purchase of additional meters. j Workshop Meeting 1 February 3, 1987 r r 1 ll ' (^q I Ron Stroyne, of Stroyne Bros . Co. Inc. of Miami , described the Proposal for the collection and maintenance of all parking meters as well as the purchase of 80 additional meters at a cost of $5. 62 per meter per month (592 meters) . He said the 80 meters would be ordered at the signing of the agreement. ' i After discussing the terms of the proposal , the Commissioners generally agreed with the concept. Discussion revealed that, I although Dania citizens possessing parking permits are allowed to park at any metered spot , the Commissioners liked the sticker parking slots currently existing. City Manager Jewell said he would see that a certain portion of unmetered permit-only spaces are reserved. He also said he would 3 provide the Commissioners with monthly printouts comparing the program with the previous year. 3 . Review of applicants for the position of Public Works Director.
