Byrd Vice Mayor: Jean Cook Commissioners : Howard Hirsch Charles MCElyea City Attorney: Frank Adler City Manager : Eugene Jewell City Clerk : Wanda Mullikin Police Chief : Gilbert Thivener Building Official : Paul Maxwell City Planner: Larry Leeds Absent : Commissioner: John Bertino * (Agenda item 3 was discussed first. ) 1. Discussion concerning proposed changes in civil service rules. Mayor Byrd commented that he would like to hold discussion of item 1 until after he returns from the National League of Cities conference, feeling that he will be able to contribute more input as a result of information picked up at that conference. Vice Mayor Cook expressed opposition to putting it off and noted the attendance of Board members and Attorney in ti anticipation of tonight 's discussion. Mike Smith, Personnel Director, presented a survey of the structures of Civil Service Boards in Broward County cities regarding employee members and appeal powers . After brief discussion, it was generally agreed that this item would be continued to the January 12th Regular Meeting agenda. (At this time, item 4 was addressed. ) 2. Discussion concerningtrash pick—up and mowing of private lots. Public Works Director, Herbert Lund, reported that he has been monitoring the city 's serious trash problem and hopes to cut it down by 50% in 1988 by: proposing new tough trash ordinances; setting a rigid weekly trash schedule; notifying j the public of new schedules for normal trash pickup as well as special pickup procedures; using a second trash crew to make ' up for lost work days ; charging violators double the cost plus administration cost for pickup of large piles cited by Code Enforcement. As part of his long—range plan, Mr. Lund j proposed retraining existing laborers to be truck and j payloader drivers for the second crew; offering Broward County to utilize the Burrows property as a regional trash transfer j station enabling residents in the area to use the dumpsters that will be available there. Mr. Lund commented that if the goal is not reached by 1988, then contract services may have to be considered. The details of the proposed new trash ordinances were discussed . Regarding the illegal dumping of tires, Public Works Director Lund suggested that a substantial reward, whatever the fine is, be offered to residents (excluding City of Dania employees) for information leading to the J j apprehension and conviction of persons dumping tires illegally f within the city limits of Dania. Workshop Meeting 1 November 16, 1987 'r i 1 After discussing procedures for special trash pickups and suggestions regarding checking on a source for white goods, lowering the proposed fees for residential , eliminating commercial pickups, and consideration of contracting for special pickups, Public Works Director Lund was asked to meet with City Manager Jewell , City Attorney Adler and Commissioner McElyea to work out a detailed plan. *** (Before proceeding to the discussion of mowing of empty lots, City Attorney Adler reported on the settlement of the lawsuit regarding Marine Conversions and the Community Center. He said all issues have been settled and construction of the Civic Center should be completed within thirty days after signing of the agreement which is scheduled to take place on November 18, 1987. ) Regarding the mowing of private empty lots, Public Works Director Lund reported that the service could be contracted out for approximately $36, 000 per year. After discussing whether or not the City crews should mow private empty lots or not, and, if yes , whether to charge or not, the general consensus of opinion was to have the City crews continue to mow private empty lots without charge. *3. Discussion of Inclusion Plan. Larry Leeds , City Planner, explained that the suggested land use plan changes in the Inclusion Plan, prepared for submittal to the County prior to December 15, 1987, are basically procedural changes based on changes in the County Plan and in State Statute. He said the selected land use plan changes were based on consistency with what the property is currently w zoned for, what it is currently proposed for or what currently exists on the site. Building Official Maxwell reported that the Inclusion Plan does not change zoning but, rather, it brings the land use plan in conformity with the zoning. After discussion, City Manager Jewell was instructed to place the Inclusion Plan resolution on the next Commission meeting agenda. **9 . Discussion of Martin Luther King Day. A representative of the Dania Activity Committee stepped forward to remind the Commission about the Collins Elementary School insurance waiver, and announced that the Breakfast will begin at 8:00 a.m. at Collins, and the March (same route) at approximately 10: 00 a.m. , and the Memorial Services (Church pending) at approximately 11:00 a.m. following the March. She said that any activity following the Memorial Services will be the responsibility of Charlie Thomas. In order to make preparations regarding the travel route, City Manager Jewell asked that he be advised of final details (which Church, etc . ) as soon as they are known. This Workshop meeting was then adjourned.
