Mayor McElyea called the Special Meeting to order.

1. Discussion and possible action concerning Memorandum of
Understanding with Reuter, Inc.

City Manager Jewell , having been directed by the
Commission several months ago to investigate
alternatives to the Broward County solid waste disposal
plan, presented a Memorandum of Understanding regarding
Reuter, Inc. ' s regional non-burn resource recovery
project. He explained that the report was prepared for !
the Cities of Dania, Hallandale, Hollywood, Pompano
Beach and Pembroke Pines by their hired consultant, Cal
Recovery Systems, Inc.
Charlie Dodge, City Clerk of Pembroke Pines, summarized
the conclusions contained in the consultant ' s final
report as well as Touche Ross ' s comparison of the Reuter
proposal and the Broward County mass-burn project. Mr.
Dodge reported that the total cost projection of the
Reuter proposal has been lowered due to the fact that
the City of Hollywood has elected not to take this
option. The consultant firm, Cal Recovery Systems, was
not represented at this meeting, but a verbatim
transcript of answers to questions asked by the other
four city commissions was presented.
Mayor McElyea recognized Mayor Flanagan of Pembroke
Pines and Commissioner Michael Gomes of Pompano Beach in
the audience. j
Jerry Mishacanis, representing Reuter, Inc. described
the recycling plant as technically proven,
environmentally sound and financially feasible and
briefly outlined the project 's structure of operations .
Mr. Dodge elaborated on the terms of the Memorandum of i
Understanding which has been approved by the Cities of
Hallandale, Pompano Beach and Pembroke Pines. Mayor
Flanagan commented on the anticipated benefits of the
t recycling project and urged the Dania Commission to join
in approval of the Memorandum of Understanding. Larry
Lawker, a chemical engineer and lawyer who headed an
environmental review committee for the City of Pompano
Beach, pointed out the ill effects of garbage burning
and the financial and environmental advantages of the "
Reuter recycling project. Dania 's Public Works
Director, Herb Lund, recommended acceptance of the
non-burn process.

A motion was made by Vice Mayor Cook , seconded by 1
Commissioner Bertino to approve the Memorandum of
! Understanding between Reuter, Inc. and the Cities of
Dania, Pompano Beach, Pembroke Pines and Hallandale .
After further discussion, the motion passed on the
following roll call vote:
Commissioner Bertino-yes
Commissioner Stevens-yes
Vice Mayor Cook-yes
Mayor McElyea-yes
This Special Meeting was then adjourned .
