I . Review of applications for the position of City Manager .
Using a balloting procedure each Commissioner rated the
twelve semi - finalists . The top candidate chosen was Robert
F . Flatley .
It was agreed that Mr . Flatley would be interviewed by the
Commission at a Special Meeting called for 6 : 30 p .m . this
y evening .
2. Discussion of Solid Waste Disposal Agreement with Reuter,
Inc .
City Manager Jewell and the Commission discussed the terms
and conditions of an agreement whereby at least four
municipalities would supply solid waste to Reuter Inc . ' s
proposed resource recovery facility in Broward County .

It was generally agreed that it would be to the City ' s best
advantage to enter the agreement between Reuter Recycling of
Florida , Inc . and the municipalities of Dania , Hallandale,
Pembroke Pines and Pompano Beach .
Mayor McElyea allowed citizen input, all of which was !
favorable to the recycling concept over incinerating . t

City Manager Jewell was authorized to add approval of the
agreement to the 6: 30 Special Meeting agenda .
Motion passed to adjourn this Workshop meeting .

City Attorney : Frank Adler
City Manager : Eugene Jewell

1 . Discussion of proposed ordinance on control of waterways, piers
and docks .
Commissioner Bertino presented for discussion a rough draft of a
revision to the Code of Ordinances addressing waterways , piers and
docks .
City Attorney Adler reviewed the provisions contained in the draft
with regard to legality and noted the intent of those provisions .
During lengthy discussion, many citizens participating, it was
pointed out that the size of trucks coming into the residential
neighborhoods could be controlled by Police .
City Attorney Adler was asked to gather more information and get
started on the preparation of a master ordinance . It was
suggested that the ordinance could be patterned after that of the
City of Ft . Lauderdale . City Attorney Adler said he would welcome
citizen input and asked that any suggestions be written ( including
name and telephone number ) and given to the City Manager within
the next ten days .
2. Discussion of downtown redevelopment sign ordinance .
Vice Mayor Cook called attention to a problem being experienced by _.
businesses located on Federal Highway, finding it illegal to post
a ground sign if their building lies within 25 ' of the highway .
She suggested that if the sign ordinance were revised to permit
those new businesses to identify themselves without having to come
in for variances, revenue to the City would increase .
During discussion, it was pointed out that the Commission, on the
advice of the City Attorney, had elected to maintain control of
signage through the variance procedure . The Commissioners ,
expressing differing opinions on the best route to go, agreed to
refer the matter to the Downtown Redevelopment Agency .
Commissioner Hirsch said the Agency would address the issue at its
1 first meeting scheduled for 5 : 00 p .m . on July 25th and report back
to the Commission .
This Workshop Meeting was then adjourned .

Mayor McElyea called the Special Meeting to order at 6 : 30 p .m.
1 . Interview and possible hiring of Robert Flatley for the
position of City Manager .

Mr . Flatley was interviewed at length, answered all
questions asked by the Commissioners, and agreed to attend j
budget workshops that are scheduled before his starting
date . Mr . Flatley also agreed to continue his practice of
i issuing a bi -monthly newsletter .
A motion was made by Commissioner Hirsch, seconded by Vice
Mayor Cook to hire Robert Flatley for the position of City
Manager, to start August 15th, at the same compensation �.
currently being received by City Manager Jewell . The
motion passed on the following roll call vote :
Commissioner Bertino-yes Vice Mayor Cook-yes
Commissioner Hirsch-yes Mayor McElyea-yes
Commissioner Stevens-yes
2. Approval of Solid Waste Disposal Agreement with Reuter
Recycling of Florida , Inc .
A motion was made by Commissioner Hirsch, seconded by
Commissioner Stevens to approve and authorize execution of
the Solid Waste Disposal Agreement with Reuter Recycling
of Florida, Inc . The motion passed on the following roll
call vote :
Commissioner Bertino-yes Vice Mayor Cook-yes
Commissioner Hirsch-yes Mayor McElyea-yes
Commissioner Stevens-yes
Motion was made and seconded to adjourn this Special Meeting .
