HomeMy WebLinkAboutNULL (264) ff MINUTES DANIA CITY COMMISSION SPECIAL MEETING AUGUST 3, 1988 ROLL CALL : Present : Mayor : Charles McElyea Vice Mayor : Jean Cook Commissioners : John Bertino Howard Hirsch i Anthony Stevens j City Attorney : Frank Adler City Manager : Eugene Jewell City Clerk : Wanda Mullikin j Mayor McElyea called the Special Meeting to order at 9 : 00 a .m . 1 . Discussion of proposed 1988-89 budget and possible action on certification of proposed millage rate to Broward County . City Manager Jewell reported a total savings of approximately $46, 000 after revising the proposed budget per the Commission ' s direction at the August 1st workshop, resulting in a decrease in millage from 6 .00 to 5.90, a 24 . 2% increase over existing millage . : With regard to the alternate budget proposal which was submitted to the Commission at a proposed millage rate of 5 . 5, a 15.8% increase over the existing rate of 4 .75 mills, City Manager Jewell noted that the alternate budget amount would f only be reduced by approximately $14, 000 by the Commission ' s recommended cuts and the proposed millage rate of 5. 5 would not be affected by those cuts . It was noted that, although the alternate budget was never discussed in Commission workshop, the only difference between the primary budget discussed and the alternate is the ' calculated dollar savings that could be derived by contracting with the Broward Sheriff' s Office . i Drawing the conclusion that for less than half a mill , if the j 5. 9 mill budget is approved , the City will keep its Police Department , Commissioner Hirsch made a motion, seconded by Vice Mayor Cook to set the millage rate at 5.90. * (After lengthy discussion , the motion was repeated and clarified . ) During discussion , City Manager Jewell pointed out that the 5.9 mill budget reflects 6 less certified officers and 2 less civilians in the Police Department . Expressing concern about safety, Commissioner Bertino called for a comparison of the level of service that would be provided by the Dania Police Department under the 5 . 9 mill budget and the level of service that would be provided by the B . S .O. under the 5. 5 mill budget . i Commissioner Hirsch made it clear that he wants to keep the Police Department and expressed his feeling that if a safety factor proves evident, it can be corrected with good management . Vice Mayor Cook pointed out that the number of street patrolmen was not reduced . l Commissioner Bertino said he opposed a 24 .2% increase or even a 15.8% increase, but due to the fact that the millage rate, once set, could be lowered but not raised, he was agreeable to setting the millage now at 5.90. Special Meeting 1 August 3, 1988 I .a. f Commissioner Bertino stressed the need to look at further budget cuts, to keep options open and have the City Manager negotiate and redefine the B . S .O. contract proposal and come back to the Commission with a professional analysis . Vice Mayor Cook spoke in opposition to considering the alternate proposal now, never having discussed it at budget meetings . She said she felt they had to go with the budget 3 they now have and expressed confidence that with the new City Manager coming in, they would find ways of finding monies for the Police Department and for the other departments . Asked by Mayor McElyea to clarify her statement that she was not in favor of the cuts and completely voted against the cuts, Vice j Mayor Cook made it clear that the cuts she recommended were in other departments, not the Police or Fire . Commissioner Bertino commented on the need to set a balanced budget . Commissioner Stevens, expressed concern about the safety and protection of the Police Officers as well as the citizens of Dania . i Commissioner Hirsch commented that his motion to set the millage at 5 .90 now does not mean that he is in favor of a 24 .2% increase, and said that he agrees further cuts should be made but not in the Police Department . * Commissioner Hirsch restated his motion to set a millage rate of 5.90, which included only the cuts on the budget that the Commission reviewed Monday, August 1st . The restated motion was seconded by Vice Mayor Cook . Mayor McElyea commented that after having to borrow 1 .9 million dollars, it seems a crime to turn down a half million dollar i savings . The motion then passed on the following roll call vote : Commissioner Bertino-yes Vice Mayor Cook-yes Commissioner Hirsch-yes Mayor McElyea-yes a Commissioner Stevens-yes ' It was generally agreed that City Manager Jewell and Mr . Flatley would renegotiate and redefine the B .S .O . contract and get a report from Police Chief Thivener on the level of service he can provide with the amount of manpower allotted him under the proposed budget so that a proper comparison can be made by the Commission . Mayor McElyea did not open a public hearing, but allowed the Mayor of Lauderdale Lakes, Alfonso Gereffi , and the Mayor of Lauderhill , Ilene Lieberman to comment . Mayor Gereffi and Mayor Lieberman detailed the services provided in their cities by the B .S .O. and said being under contract with B . S .O . has proven to be beneficial to their i citizens, their cities and their Police Officers . Motion was made and seconded to adjourn this Special Meeting .
