Discussion of road construction east of U.S . 1 including Taylor Road, 7th Avenue, loth Street (Griffin Road Extension ) . City Manager Flatley introduced Wilson Atkinson, Attorney, and explained that Mr. Atkinson would be presenting for the Commission 's consideration a draft of an agreement that is agreeable to the Port. -.. City Manager Flatley pointed out that if the Commission agrees to the i roadwork as presented, Hollywood Inc. has offered to front the money and collect its return through an assessment process over a ten year e period . Wilson Atkinson presented a conceptual plan toward the early development of approximately 300 acres in the northeast section of • Dania, commonly referred to as the commercial/industrial area of Port Everglades . He said one benefit of the plan is that Dania will never have to pay any money for the roads that would be constructed in that area; basically SE loth, SE 7th and the refurbishing of Taylor Rd. and the second benefit of the plan is the p generation of additional ad valorem taxes for Dania due to the fact that, once the roads are in, f any property owner in that area has the immediate ability to plat his i land. t Mr. Atkinson addressed concerns of the Melaleuca Gardens residents and suggested that the link of I-595 from the Port to I-95 allowing access both north and south on I-95 will be opened on January 3, I 1989, and that should relieve the New Griffin Road neighborhood of the burden of the heavy tractor-trailer traffic. He asked the Commission to consider an agreement with the Port Authority by which terms the City would allow the road to go through at this point in I time and the Port would cause all of its traffic to be directed to ' and from the north and would install physical barriers to ensure that r ingress and egress to the north . He also described alternative methods of local control of loth Street traffic with regard to 18 d wheelers . s � f Mr. Atkinson stated that right now the motivating forces are Mr. Vitolo, who would like to get Taylor Road put in as previously agreed ' upon, Mr. Bond, who would like to develop his property and recognizes he cannot put in that kind of an investment without the road infrastructure being there, and Hollywood Inc. , whose property development would be hastened if the link of road were in. Mr. Atkinson offered to work with the city 's staff on the exact language in the proposed agreement with the Port and described the steps necessary to establish the special assessment project, with the money for the road construction being guaranteed by Hollywood Inc. The Commission expressed concerns for the interests of the eastern property owners as well as those of the homeowners in the western r . area. Workshop Meeting 1 November 3, 1988 i I Mayor McElyea invited citizens ' comments. Many Melaleuca Gardens residents voiced objections to the plan. During discussion of the possibility of incorporating the water and sewer as part of the special assessment district, it was noted that the sewer and water lines have already been put in on Taylor Road. The 10th Street area residents expressed their concerns about dust, traffic hazards and property values and the suggestion was made to wait and see if the opening of I-595 does solve all their problems as predicted. Mr. Chris Vitolo stepped forward to address his comments specifically to Taylor Road, also known as NE 7th Avenue . He briefly summarized the status of the road to date, said the northernmost and southernmost part of it has been built by D.O.T. and said that he is to put in the central portion as promised. still waiting for the City Mr. Vitolo described his plight with regard to increased tax assessment and pointed out that the City is getting no return on its million dollars invested in water and sewer lines because none of the landowners of those 300 acres in Dania can obtain financing for development without access roads . Mr. Vitolo, noting that the sewers are in, the road is partially built, and money has been set aside for the purpose of finishing it, asked the Commission to consider the urgency of completing Taylor Road. The Mayor allowed more citizen input. Vincent Carroll suggested ° �.. running loth Street across but dead-ending it at 7th Avenue . Gloria Daly commented that adequate access to the 300 acres east of US-1 can j be provided without going to a four-lane highway and asked the Commission to consider what Dania wants , not what Hollywood Inc. wants . Bob Mikes reported the Dania Civics Association ' s passage of a resolution opposing any further industrial traffic linkage into the Dania network of local road systems . Area residents also pointed out that their position on the airport issue with regard to inverse condemnation would suffer with increased road noise level . The Commissioners generally agreed on the need to provide the access ap required by Mr. Vitolo and the other Taylor Road area property owners, but, acknowledging the concerns of the Melaleuca Gardens residents, said they would not want to go further south than 7th Avenue, preferring to move slowly and see what happens after I-595 opens. Realizing that Hollywood Inc. ' s offer to pay up front was no longer applicable since the Commission was not in favor of accepting the entire proposal as presented by Wilson Atkinson, the Commission discussed possible ways of getting the money to do Taylor Road and loth Street to 7th Avenue and expressed the belief that it would be a good investment. City Manager Flatley reported that the City has $193, 000 in the bank set aside for this and that the Engineer 's estimate of cost is approximately $475, 000. * At the end of Agenda Item 2 discussion, Wilson Atkinson interpreted the feeling of the Commission as wishing to abandon the connection to the Port but proceed with Taylor Road and asked for direction on how to proceed on behalf of his clients who are in the 300 acres of Dania. This being a workshop meeting, the Commission could take no official action, but recommended that Mr. Atkinson work with the City ` Attorney and City Manager and then bring it back to the Commission. i 4 2. Discussion of a proposed annexation bill for the next legislative ' session to include the unincorporated area west of Ravenswood Road, 1 north of the Dania Cut-off Canal , south of State Road 84 and east of the Davie City limit. f City Manager Flatley reported that December 12th is the deadline for '} � I submitting local bills. He welcomed some Ravenswood Civic L Association, Dania Chamber of Commerce and Annexation Committee t members in attendance . t November 3, 1988 Workshop Meeting 2 I j Noting interest from the City of Davie and the City of Hollywood in the subject unincorporated area, Mr. Flatley asked for direction from the Commission regarding drawing up a bill that would be agreeable to the people that own property in that area. j i City Manager Flatley reported that Mike Nichols from the Alanco I property will be submitting a letter shortly to the three interested cities asking a series of questions about sewer/water/building fees, basic structure of government, etc. and their choice of the city to service them will be based on the answers to those questions . Judy Slaughter and Robert Lang of the Ravenswood Civic Association requested on behalf of their residential property owners that they be left alone and not included in Dania ' s annexation plans, anticipating that within several years they will be bought out by the County. Alex Perry, President of the Broward County Professional Firefighters , related his experiences opposing Hollywood 's annexation plans and stated that the majority of residents of Ravenswood/Griffin area do not want to be annexed at the present time . During discussion, Commissioner Bertino expressed his belief that the legislature should address reserve areas . Vice Mayor Cook commented on the progress being made with voluntary annexation. After discussion, City Manager Flatley said he would set up the parameters just to include the commercial/industrial areas , excluding the residential areas , and start getting the word out about the advantages of coming in to Dania to those property owners within the I parameters. ,r * (At this time, discussion returned to Agenda Item 1 . ) City Manager Flatley distributed a draft of the notice on the land use plan that will go out to affected property owners if approved by the Commission and asked that the Commission be prepared at the next regular meeting to set a date for the public hearing on the land use plan.
