Commissioner Hirsch welcomed students who will be participating
on November 17, 1988, in Youth in Government Day, which was
initiated last year by Vice Mayor Cook . This year the event is
sponsored by the Dania Kiwanis Club and co-chaired by Anita
Serpe and Commissioner Hirsch.
1. CONSENT AGENDA
Bills
1. 1 Approval of bills paid in the month of June.
Resolutions
1. 2 The title of a Resolution approving Agreement between City of
Dania and Broward County regarding a grant from Community
Development Division of Broward County was read by City Attorney
Adler.
Ordinances (First Reading)
1 . 3 The title of an ordinance amending Section 33-40 of the Code of
Ordinances to provide for regulation of waterways and the
construction of boat slips, docks, and other related facilities
on waterways was read for first reading by City Attorney Adler.
1 .4 The title of an ordinance amending sub-sections 1, 2 and 4 of
Article 3, Part XII of the City Charter to require a four-fifth
(4/5 vote of the city commission to approve the sale of city
owned land with an appraised value of less than $250, 000 and an
approval by the majority of the electorate in a referendum
election of land with an appraised value equal to or exceeding
the sum of $250, 000 was read for first reading by City Attorney
Adler.

1. 5 The title of an ordinance changing the caption of Section 5. 33
of Chapter 28 of the Code of Ordinances from "C-1 and C-2
Districts" to "C-1, C-2, C-3 and C-4 Districts" was read for
first reading by City Attorney Adler.

1. 6 The title of an ordinance amending sub-sections (C) , (D) and (E )
of Section 1, Article 4, Part XII, of the City Charter to
require a four-fifth (4/5 ) vote of the membership of the city
commission for the approval of a lease of city owned land for a E
period in excess of twenty (20 ) years was read for first reading
by City Attorney Adler.

1. 7 The title of an ordinance amending Ordinance No. 268 by allowing
the beneficiary of a deceased vested employee to elect to keep
i the benefits of the deceased employee in the plan until the

1. 8 The title of an ordinance rezoning part of the south 669 feet of
Tract 13, Block 3 of Subdivision of Section 28, Township 50
South, Range 42 East lying west of the Seaboard Coastline
Railroad, less the west 30 feet thereof, and less the south 35
feet thereof, from present zoning to C-4 zoning classification
was read for first reading by City Attorney Adler. (located at

1 . 9 The title of an ordinance approving the plat of "The Family Bank
of Hallandale Dania/Stirling Road Branch" was read for first
reading by City Attorney Adler. (located at 5991 Ravenswood Rd. )
1 . 10 The title of an ordinance rezoning portions of Lots 13 and 14,
Block 3, "Reed Land Company Subdivision" of Section 28, Township
50 South, Range 42 East from present zoning to C-4 zoning
classification was read for first reading by City Attorney
Adler. (2. 035+ acres, located at 1901 Griffin Rd. )
1. 11 The title of an ordinance amending Section 16. 40, Article 16, of
Chapter 28 of the Code of Ordinances to provide for
indoor/outdoor commercial recreation as a special exception use
in IRO zoning classification was read for first reading by City
Attorney Adler. (Petitioner: Bryan Oaks Business Park )
1 . 12 The title of an ordinance amending Section 4. 20, Article 16, of
Chapter 28 of the Code of Ordinances to provide for
indoor/outdoor commercial recreation as a special exception use
in IG zoning classification was read for first reading by City
Attorney Adler. (Petitioner: Mitey Mite Race Trac, Inc. )
ADDENDUM ITEMS:
1. 13 The title of an ordinance amending Article IV of the Code of
Ordinances entitled "Pensions and Retirement" to permit Police
Officers who were previously members of the City of Dania Police
and Firefighters Retirement System and who are currently
employees of the Sheriff of Broward County pursuant to the
service agreement approved by resolution no. 35-88 to remain as
members of said system and to authorize said system to accept
contributions for said continued membership was read for first
reading by City Attorney Adler.
1 . 14 The title of an ordinance amending Chapter 18 of the Code of
Ordinances entitled "Pensions and Retirement" to redefine the
definition of "Earnings" thereunder to comply with section
185. 02 (3 ) of the Florida statutes , providing that employer
contributions to the plan must be made at least quarterly
instead of annually was read for first reading by City Attorney
Adler.
A motion was made by Commissioner Bertino, seconded by Vice Mayor
Cook to approve the consent agenda, suggesting a Special Meeting for
the public hearing and second and final reading of item 1 . 3. The
motion passed on the following roll call vote:

3. BIDS
3. 1 Award of bids for water, sewer, paving and drainage for Collins
Parc (Project Impac )
City Manager Flatley reported that this item will have to be
continued due to the fact that the County has not yet completed
its necessary evaluation.
A motion was made by Commissioner Hirsch, seconded by
Commissioner Bertino to defer action on the award of bids until
the next meeting. The motion passed unanimously.
4. PUBLIC HEARINGS AND OTHER RELATED MATTERS
Growth Management
Ordinances (second and final reading)
4. 1 The title of an ordinance amending Section 4. 201 (2 ) of Chapter
28 of the Code of Ordinances to provide that restrictions for
sale of alcoholic beverages in proximity to schools and churches
be enlarged to include zoning use regulation classifications of
C-3 and C-4 was read for second and final reading by City
Attorney Adler.
Mayor McElyea opened the public hearing. Hearing no one speak
in favor or opposition, the Mayor closed the public hearing.
A motion was made by Commissioner Hirsch, seconded by
Commissioner Stevens to adopt the ordinance on second and final
reading. The motion passed on the following roll call vote:

5. SITE PLAN REQUESTS - none {j
6. EXPENDITURE REQUESTS
6. 1 Request approval of invoice for professional services performed
by Earl Gallop regarding airport expansion.
City Manager Flatley presented a status report and recommended
payment of the invoice in the amount of approximately $1400.
representing payment in full to Mr. Gallop through September 1st
for the Study Phase. Mr. Flatley said Mr. Gallop is willing to
stand by in case further services are required but that without
further approval of the Commission, Mr. Gallop will not be
proceeding to Phase II .
A motion was made by Vice Mayor Cook, seconded by Commissioner
Hirsch to approve and authorize payment of the invoice . The
motion passed on the following roll call vote :

j 9. 1 Discussion regarding the naming of Hilton Drive. 4
City Manager Flatley reported on discussions with the three
property owners on the access road immediately adjacent to I-95
and north of Griffin Road which was named Hilton Drive back in
July. He said the property owners have elected not to utilize
that name for now and together. will work out the directional signage

10. CITIZENS ' COMMENTS
10. 1 Arthur Doring, Manager of Becky ' s Studio Apartments , to address
the Commission regarding B.S.O.
Mr. Doring stepped forward to describe an assault incident where
the medics responded before the police officers were dispatched.
The 911 emergency dispatch system was explained by Fire Chief
Grammer and B.S.O. District Commander Hernandez.
11. ADMINISTRATIVE REPORTS
11 . 1 City Manager Flatley commented on the City 's submission of the
land use plan to the State on November 1, 1988, to meet the
deadline and proposed that a public hearing be held on December
8th at 8: 00 p.m. and that meeting announcements be mailed out to
the affected property owners of record on November 28th.

Growth Management Director Laurence Leeds asked for direction
regarding whether to use regular mail or certificate of mailing,
pointing out that certificate of mailing costs fifty cents more
i
per letter.
With regard to area 2 on the map, the large area east of SE 5th
Avenue showing 1 unit per acre, Mr. Leeds pointed out that the
Planning Council Staff Director has advised that deletion of the
trafficway from the County Trafficways Map is being studied and
jit therefore may not be necessary to go as low as 1 unit per
acre. Commissioner Bertino commented that the City 's decision
to lower the density in that area was not based solely on the
trafficways plan, but rather on proper planning.
Electing to delay the public hearing another week in the hopes that the results of the County's study, which will take about a
month, would be received by then, the proposed December 8th date
was changed to December 15th.

Growth Management Director Leeds was directed to send out the
notices to the property owners on November 28th, using regular
mail, first class, announcing the public hearing to be held at a
Special Meeting on December 15, 1988, at 8: 00 p.m.
City Manager Flatley verified with the Commission that only one
Regular Meeting will be held in December, on the 13th, and the
cancellation of the December 27th Regular Meeting.
City Manager Flatley also announced a West Dania citizens '
meeting to be held by Captain Hernandez in the City Hall
Commission Chambers November 9th at 8: 00 p.m.
City Manager Flatley reported that he will be scheduling a
i closed-door executive session with the Commission to discuss
General Employees ' wage negotiations before the next Regular
Meeting.

12. 2 Commissioner Hirsch invited attendance for Youth in Government
and issued a reminder about breakfast, continental style, on i
November 17, 1988, at 10: 00 a .m. in the City Hall atrium and
lunch at the Hilton at 12: 30. #

12.4 Vice Mayor Cook asked City Manager Flatley to check on street-
light problems.

12. 5 Mayor McElyea advised that when a problem streetlight is
reported to FP&L, the tag number on the pole should be used for °
location purposes.

Fire Chief Grammer responded to Mayor McElyea 's question about a
j citizen 's problem at one of the lift stations. City Manager
Flatley expressed appreciation to Chief Grammer for his
' management of the utilities department.
