Roosevelt Bines, Commander in charge of Community Affairs for the B.S.O. , announced plans for the Fourth Annual National Conference on Preventing Crime in the ! �* Black Community to be held in Dania at the Sheraton Design Center on March 15 - 18, 1989. He said the conference will be hosted by the Attorney General 's Office in Tallahassee and the B.S .O. and Urban League of Broward County are co-hosts. 1 . Regular Commission Meeting 3 January 10, 1989 I r 1 A motion was made by Commissioner Stevens, seconded Vice Mayor Cook to grant the special exception request (SEy89188 ) , subject to compliance with the Planning and Zoning Board 's recommendations and with the provision that 8 trees be planted instead of 4 along Phippen Rd. During discussion, Mayor McElyea pointed out that the variance notice sign was poorly placed and suggested that the Growth Management Department take charge of placing proper notice signs as dictated by ordinance. SITE PLAN REQUESTS 5. 1 Petitioner: C.C. L. Consultants ; Owner: VMS/RRC Limited Corp. ; property located at 701 East Sheridan St. SP-07-89 - an amended site plan approval request for Villages at i Oceanwalk. I Richard Wolfarth, of C.C. L. Consultants site plan for approval, explaining that �theesiteedlaan n amended approximately a year ago has been changed to reflect theproved addition of a tennis court, some building/location modifications, and the addition of 16 units of the same dimensions . He said the addition of the 16 units brings the total units to 732, which is still well below the density cap. EXPENDITURE REQUESTS - none 7. SPECIAL REQUESTS 7. 1 Request by Wilson Auction Service for approval to conduct one day coin auction at the Sheraton Hotel on January 15, 1989. A.J. Ryan, Attorney representing the petitioner, presented the request. A motion was made by Commissioner Hirsch, seconded by Vice Mayor Cook to grant the request. I j The ordinance governing auctions was discussed . Commissioner Bertino suggested that perhaps one day auctions of this nature might be approved administratively rather than requiring each request to be brought before the Commission after having gone through all the screening steps. Commissioner Hirsch asked the City Manager to look into the fee schedule for one day auctions, feeling that the fee should be higher. APPOINTMENTS - none 9. DISCUSSION 9. 1 Status report on suggested changes to the Port Everglades Authority Charter. Growth Management Director Leeds, having attended the Port Charter public hearings , reported on the concerns of the Cities of Hollywood, Ft . Lauderdale and Dania with regard to municipal services as well as possible deannexation and/or land condemnations . Mr. Leeds reported that a letter has been sent recommending Provisions be included in the new Port Charter to prevent any deannexation of lands lying within the Port jurisdictional area which are within the boundaries of other governmental entities and to prevent any changing of municipal boundaries or reduction of the tax base of the City of Dania without provisions for proper restitution. He said the Port Authority has indicated no problem with either of those two provisions. He said volunteers, as suggested by Mayor McElyea, would be welcomed. j 12. 2 Commissioner Hirsch - no comment. 12. 3 Commissioner Stevens - no comment . 12. 4 Vice Mayor Cook reported that some areas in Dania have been deleted from the map designating environmentally sensitive lands, and expressed concern about the City's financial interests in certain areas that are still designated e.s .l . 's on the map . After discussion of the issues, Vice Mayor Cook said the Planning Council will be reviewing the matter on the 19th and suggested that the City Manager send a letter documenting Dania 's position before that meeting. 12. 5 Mayor McElyea yielded some of his time to Maury Schockett, who complained about the blinding glare of the lights at the bridge on Griffin Road. Mayor McElyea commented that the City will soon be receiving a Safe Neighborhood grant in the amount of $80, 000. City Manager Flatley congratulated Larry Leeds on a job well done in preparing the grant request. Mayor McElyea asked City Manager Flatley to check into putting some white lines down the center and along the shoulders of SE Fifth Ave . from Dania Beach Blvd. to Sheridan St . Mayor McElyea received a status report from City Manager Flatley on the senior citizens ' bus situation. Mayor McElyea thanked Tom Sette for the use of the Gondola during the holidays .
