WORKSHOP MEETING

1 . Telephone Study
City Manager Flatley presented the study of telephone systems for
Commission discussion, commending Vern Johnson on his efforts in
preparing the study. He reported the elimination of the switchboard
operator 's position at the start of the 88-89 budget year resulted in
a savings, including salary and benefits, of $27, 290 and, temporarily
transfering the duties of the operator to the Building Department,
Administration received Commission approval of $12, 300 for the lease
of a new phone system in the 88-89 fiscal year. He suggested that if
the Commission decides to lease a new system, the current equipment
could be surplused and sold on the open market.

Vernon Johnson, Data Processing Manager, presented a comparison
report on the features and costs of the telephone system proposals
received . He described the automated attendant, message taking and
call forwarding capabilities .
Staff recommended either the AT&T System 25 or Toshiba Perception.
After considering all the options , the Commission agreed on leasing
the AT&T System 25 from Voice Mail , Inc. , which uses the NITA
software.
2. Waterway Management Contract
City Manager Flatley asked for direction regarding whether to
continue treating the private lakes and recommended, if the
Commission elects to renew the contract, that it be a tri-party
agreement between the City, Meadowbrook Lakes and Aquatic Systems.
Discussing the city's drainage practice, the Commission expressed an
interest in determining the percentage of how much rainwater drains
into the lakes from city streets and how much storm drainage is
generated by Meadowbrook . City Attorney Adler commented on the
legality of the contract .
City Manager Flatley said he would get an answer to the drainage E
percentage question and bring the matter back to the Commission,
continuing treatment of the lakes on a month to month basis in the y
meantime.
3. Cemetery Fees/opening Times
City Manager Flatley, per completion of a comparison survey of
cemeteries, suggested new rates and Saturday afternoon opening to
3: 00 p.m. He reported the ordinance to upgrade the City's cemetery
fees and opening times will be placed on the next regular meeting 's
agenda.

4. Beach Parking Permits

City Manager Flatley commented on the need to readdress the beach
parking permit ordinance . He reported a problem with the proof of f
"year round residency" requirement . He also recommended, if the
permit system is retained, that the $5. 00 annual fee be increased.
After discussing intentions to fund the lease of beach cleanup
equipment in next year 's budget and comparing beach operation costs
to revenue, the Commission authorized the placement of meters on all
the unmetered parking spaces at the beach with the exception of those
spaces reserved per the pier lease agreement and agreed to double the
parking meter rate and increase the annual permit fee to $20.00.
Discussing regulations regarding the parking permit stickers, it was
suggested that the color of the sticker should be changed each year,
and it was agreed to define proper proof of residency as a copy of a
current motor vehicle registration to verify the name and a current
utility bill or voter's registration card in the same name showing a
Dania address .
5. Citizen Request Form

The Commission expressed approval of the new Request for Service form
presented by City Manager Flatley for use by the citizens.
In response to City Manager Flatley ' s request for direction, the
Commission consented to having a self-standing display on I-95 highway
construction set up in the atrium, but declined the commuter group 's
offer to make a slide presentation at the Commission Meeting.
City Manager Flatley reported briefly on plans for monthly hurricane
sessions with Department Heads and announced he will be out of town on
May 5th and 8th attending his grandfather's 104th birthday celebration.
This Workshop Meeting was then adjourned .
