Discussion of a shopping center site plan for property at Sheridan Street and SE 5 Avenue. During discussion of the Transflorida Bank building 's ingress-egress problem, which came to light after Commission approval of the Publix j shopping center site plan on April 18, 1989, Commissioner Bertino stated for the record that he is a stockholder of Transflorida Bank and is on the Advisory Board of Directors. The City Commission, _.� Staff , representatives of the Transflorida Bank building, and Patricia Rathburn, representing the Baumann Companies Inc. , developers of the shopping center, were in general agreement on a proposed solution . Dr. Zedeck, representing the Transflorida Bank/Condominium/Office property owners , asked the City Commission to endorse their application to the County for vacation of an access easement to allow a right-turn only exit from their property. r City Attorney Adler was directed to prepare a resolution to that effect for Commission consideration at the next regular meeting. 2. Proposed improvements to the intersection of SE 2 Street and U.S . 1. i City Manager Flatley reported this item was placed on the agenda per the Commission' s request to hear from the owners of property that might be affected by the County' s proposed road improvements before j responding to the County Engineering Staff 's invitation for City Commission input. t Growth Management Director Leeds , having notified thirteen affected property owners by certified mail , reported on written responses received from those who could not attend the meeting: a letter from Florida Management Systems, the International House of Pancakes property owner, opposing the acquiring of the property in that area; and a letter from Robert L. Marks , owner of property on the south side of SE 2nd Street, also in opposition. Commissioner Grace reported the receipt of phone calls from affected property owners objecting to having their parking spaces cut. I In response to questions raised by Phil Glassman, principal owner of f the Dania Shopping Center, Mr. Leeds described the two parts of the f proposed project. One part, SE 2nd Street from U.S. 1 east approximately mid-block between 1st and 2nd Ave. , which acquisition will require the purchase of approximately 5 ' from the north and south side of the street respectively, contemplates adding a middle left-turn lane to the two-lane road that is there now. The other a part of the County project, the west side of U.S. 1 from Stirling Rd. north approximately 400 ' , which will result in the loss of 15-18 i parking spaces in the Dania Shopping Plaza, contemplates adding a 17 southbound right turn lane . x Workshop Meeting 1 May 22, 1989 With regard to the exclusive right-turn lane on the west side of U.S. 1 south to Stirling Rd. , George Edwards, Design Engineer for Broward County Engineering, reported , after consulting with County Property Section personnel , that acquisition of this right-of-way would exert such a hardship on the owners there, they now feel this part of the project is not viable. i Mr. Edwards elaborated on the anticipated traffic flow and turn storage benefits of the SE 2nd Street part of the roadway expansion project . The Commissioners expressed concerns of adverse impact and generally agreed with Mayor McElyea 's suggestion that resynchronization of the traffic lights would be far more advantageous and less costly than widening SE 2nd Street . Mr. Edwards asked City Manager Flatley to forward the Commission 's input to the County in written form. 3. Optimist Club and Frost Park discussion and parks in general . City Manager Flatley conveyed the Optimist Club members ' message, after last week 's meeting, that they would like recreation to be a priority item in the budget rather than a secondary item. Mr. Flatley also reported he plans to present suggestions at budget time on how the recreation department could be restructured. 9 . Request for comments on the Airport Noise Exposure map. City Manager Flatley reported the public comment period on the Airport Noise Exposure Map to FAA ends May 27, 1989 , and suggested the Commission may also want to draft a letter in response to the associated noise compatibility program being reviewed by FAA. » Vice Mayor Mikes recommended , due to the fact that the plan was updated in 1988 with no public hearings , that the city request a 30 day extension to the comment period . He pointed out that the new I .T. Parker Community Center needs to be included in the plan. Vice Mayor Mikes expressed concerns about what looks like permanent instrumentation to the 13-31 diagonal runway and also said he would like to see some permanent noise monitoring sites added in the City -�• of Dania. Commissioner Bertino said the city should insist that the crosswind runway shall have a curfew when ever used in the future. Commissioner Cook commented on other cities being able to impose a curfew. During discussion , the Commissioners agreed on the need for the city to collect for possible future use all the air quality impact data being gathered right now. 5 . Proposed ordinances : a) Occupational license fee upgrade City Attorney Adler presented the ordinance providing for a 25% increase across the board in occupational license fees for Commission review. r b) Hazardous materials City Attorney Adler reported the rough draft of the ordinance on hazardous materials suggested by Vice Mayor Mikes is being reviewed by the Fire Department now and , inviting Commission j review and comments , said the ordinance should be ready to be presented in final form in the near future. c) Notification distance for public hearings i City Attorney Adler presented for discussion the ordinance } prepared at the request of Vice Mayor Mikes increasing the notification distance for zoning changes, variances and special I , ! Workshop Meeting 2 May 22, 1989 i , exception uses from 300 , to 6001 . He estimated if this ordinance is adopted, the city will have about four times the number of people to notify as now. i Regarding the additional costs involved in extending the notification area, Commissioner Bertino said he would want those j additional costs to be passed on to the applicant. City Attorney i Adler said the application filer should be required to have the research work done and certified by a title company. Concerns that this would place a heavy financial burden on the small property owner who only wants to make an alteration or addition were discussed . Vice Mayor Mikes said he requested this notification expansion in order to get more public input. He said he would be willing to settle for 300 ' for someone surrounded by R-1 who is just changing his garage, but in a mixed use area, he would want 600 ' . Growth Management Director Leeds reported the notification area for a parcel is now 6 acres and the proposed expansion would increase it to 26 acres. He said if the decision is to expand the notification area, he would recommend going with the abstract ' requirement suggested by City Attorney Adler in the interest of saving time in the development process .
