1 . General Employees ' Wage Negotiation Impasse Hearing.
Gilbert Escudero, Assistant IUAD, representing the employees of the
City, explained the request . He stated that this request is based on
the present contract which calls for a Wage Reopener for last year.
The employees are asking for a cost of living raise of 4% which
matches the CPI for the year. These employees have not received a
pay raise since December, 1987 . He stated that they are aware that j
the City has had financial difficulties in the past . However, they
understand that the City has taken steps to improve its status and
can afford to give the employees the raise.

Mike Smith, Personnel Director, stated that the Commission is faced
with the evaluation of three aspects of City Government: ( 1 )
Evaluating needs of employees ( 2 ) Considering needs of residents and
quality of service that they require ( 3 ) Considering the financial
stability and health of the City.
He stated that the needs of the employees exist and that their cost
of living has increased . There is no question that these workers
have worked very hard with a Positive attitude . However, the City is
aging and needs capital improvements . In addition, the need to keep
the City financially fit and healthy is essential . This is a benefit
to both the residents and the employees. By making the City
financially secure it protects their jobs .
There is only a $60 , 000 contingency fund remaining . It is still
unclear whether the revenue and expenditure projections will be
accurate . It is unwise to completely deplete the fund in order to
grant the increase . This is difficult for the employees but the
health of the City is too important to risk . He is asking that the
Commission not only consider the wages but also the benefits that an
employee receives. He is asking that the Commission uphold the
administration' s position and Postpone giving the wage increase until
next year.
City Manager Flatley expressed that he is deeply grateful for the way
that the employees have worked in the past . However, he believes
that it is necessary for the City' s health to grant no wage increases
J at the present and begin negotiations immediately for a wage increase
to take effect on October 1 . It would be negotiated between the
Union and the City. Money would be placed in the budget and subject
j to budget hearings , would be paid out on the first day of the budget
year, October 1 .
Mr. Escudero stated that the City needs to have dedicated employees
to help the City grow and that they need to be rewarded this year.

There was discussion regarding what the employees are requesting . It
was concluded that the employees want a wage increase that would have
taken place on October 1 , 1988 . They are requesting retroactive pay
I to October 1 , 1988 .

City Manager Flatley stated that the only funds availabale are from
the contingency fund of $60 ,000 for the remainder of the year and
that money is needed in case of an emergency.
Commissioner Bertino proposed a compromise: Grant the 48 raise
starting immediately , if , at the end of the year the monies are
available to pay retroactively then those monies would be received.
However , if it is not available then it would not be received but the
employees would still have the 4% increase effective immediately.
This would total approximately $18 ,000 for the four months leaving a
contingency fund of $41 ,000 for an emergency.
Vice Mayor Mikes stated that the employees and the residents both
need to be taken into consideration . He wants to make it clear that
the Commission is not making an absolute promise that the monies
would be paid retroactively. He does not want other expenditures in
the City to be jeopardized .

Commissioner Grace stated that these employees deserve the raise .
She does not believe that they are being unreasonable in asking for
the increase since it is a Cost of Living wage increase .
Commissioner Grace empathized with their situation.
A motion was made by Commissioner Bertino, seconded by Commissioner
Grace to give a 4% raise that would begin in July; if any monies are
left in the contingency funds at the end of September , 1989 , the
employees would recieve up to 48 retroactive for the prior months of
the budget year. If all monies are not available , the employees
would receive whatever percentage remains available . The motion
passed on the following roll call vote:

j 1 . Parking meter financing .

City Manager Flatley presented the advantages of the city
purchasing the new parking meters for the beach through
financing with the Family Bank of Hallandale . j
Michael Smith, Personnel Director, explained the advantages of i
the city purchasing the parking meters through financing with
the Family Bank of Hallandale at a rate of 6 .95% in lieu of
financing through Stroyne Brothers at 13% or Citibank at
_...�' 12.85%.
Mr. Smith explained that the exact meters manufactured and
sold by Duncan Meters can now be purchased from the P.O.M.
company at a lessor cost through the City of Hollywood' s
current bid contract .
Mr. Smith explained that Stroyne Brothers would be
installing the meters at a fee of $10 .00 to install a new
meter and $6 .00 per meter to change the mechanisims .
y ( Mr. Smith explained the cost of the existing contract with k
Stroyne Brothers and that the increased cost would be based f
on the fact that the new rates and the increased number of
meters will require two collections per week in lieu of one at
the present time and still have the meters serviced two or
three times per week . The new contract price would be five
thousand three hundred and thirty ( $5 ,330. 00) dollars per
month.
Commissioner Bertino recommended that the city contact Stroyne !
Brothers as to whether there would be no penalty for payment
on the capital portion of the contract that the city is
currently paying for and if not , possibly financing that +
through the bank at a lower rate of interest thus saving on
the fee to Stroyne by reducing it to strictly collection and i
maintenance .
City Manager stated that the City hopes to clear approximately
one hundred and fifty thousand ( $150 ,000 ) dollars over the
previous revenue as a result of the increased meter fee and
that he is proposing to set aside at least $60 ,000 in the
proposed 1989/90 budget for improvements at the beach to be
used as a match for a possible grant from the state of one
hundred and twenty thousand ($120 ,000 ) dollars.
Vice-Mayor Mikes requested that the City Manager check out 1
whether the fact that we have the leases with Seafair would
pose a problem as to possible restrictions on improvements at
the beach under the grant .

Vice-Mayor Mikes questioned as to whether the new meters could
be reset to accept different amounts of coins . Mike Smith ex-
plained that this would require new mechanisims .
2 . Discussion on raising certain occupational license fees.

Vice-Mayor Mikes asked for advise from City Attorney Frank
Adler as to the possible potential for getting revenue from
billboards , some businesses that require , particularly a moni-
toring capability of the city, such as the possible permitting
of group homes in the R-1 zoning as well as the R-2 areas of
the city, fireworks establishments and facilities that are
housing prisoners on federal release programs . He felt that
the occupational fees for these types of facilities should be
considerably more than the average occupational license. He
suggested a fee somewhere in the neighborhood of $8 ,000.00 for
each of these businesses.
City Attorney Adler stated that he is still in the process of
researching this , but he felt that in order to increase
occupational license fees the city may have to get a special
act of the Legislature due to the fact that occupational
license fees are set by chapter 205 of the Florida Statutes
which says that the fees cannot be increased over what they
were in 1971 except for two stages of increases which we have
already utilized .
Commissioner Cook stated that she felt that if the city was
going to consider this that all businesses in the city should
be looked at .
Comments were made by commissioners that as far as the
fireworks establishments or any other business where hazardous
materials are stored, a stricter fire inspection code should
be established.

3 . Sign Codes .
Due to the fact that Larry Leeds , Growth Management Director,
was unable to attend this meeting , the discussion on the sign
codes was withdrawn . The commission agreed to place this item
_-� on the next workshop agenda.
