Present - f Mayor: Charles McElyea j Vice Mayor: Bob Mikes i Commissioners : John Bertino Jean Cook Bobbie Grace City Attorney: Frank Adler City Manager: Robert Flatley Deputy City Clerk : Marie Jabalee 1 . Discussion regarding Dania Water Supply. City Manager Flatley reminded the Commission of the six alternatives that were proposed in April regarding the Dania Water Supply. City Manager explained that it was decided to refurbish and enlarge the water plant and keep the three interconnects that we have with the three local governments . This involves drawing down raw water from Broward County utilities from their district 3C plant at 40th and Griffin as an interim measure and long term connecting with their regional western well fields that will be built at Brian Picolo Park . 1W City Manager Flatley introduced Lisa Lane of Rachlin & Cohen, the firm selected to analyze water rates and propose funding for plant improvements, and John Calvin, City Engineer who presented the findings of their study. Lisa Lane, Rachlin & Cohen , presented a 3 stage increase proposal to cover the financing and explained the advantages and i disadvantages if the City were to go to short or interim financing or directly into the bond issue . Discussion continued with the .. aF Commission on the proposal for projected cash flow available for debt servicing and the rate impact on existing and future water customers . John Calvin, City Engineer, presented his findings to the Commission on water capital improvements based on a five year program. After lengthy discussion, John Calvin suggested that he be given an opportunity to meet again with Rachlin & Cohen to prepare a scenerio of a revised rate proposal based on a blend of improvements to the Dania Water Plant and purchasing a peak of 5 million gallons of raw water per day from Broward County. The Commission agreed to allow Mr. Calvin time to research this item further. At this time, the City Manager reviewed with the Commission a recent map prepared by Broward County on additional property that may be I annexed west of Dania . City Manager explained that there has been i two alternatives for Dania ( 1 ) To have an all or nothing referendum tha1 t would involve thearea. ( 2 ) To go to the Legislative Delegation to divide the +� areas that would be going to Hollywood and Dania. I t r. Workshop Meeting 1 September 7, 1989 i I r x a y 1 The Commission directed City Manager Flatley to advise the City of Hollywood and Broward County that the map is conceptually approved but to explain that there are further details to work out . A motion was made by Vice Mayor Mikes, seconded by Commissioner Cook to adjourn this meeting .
