HomeMy WebLinkAboutNULL (310) MINUTES DANIA CITY COMMISSION SPECIAL MEETING SEPTEMBER 13 , 1989 ROLL CALL: Present - Mayor : Charles McElyea Vice Mayor: Bob Mikes Commissioners : John Bertino Jean Cook Bobbie Grace City Attorney: Frank Adler City Manager: Robert Flatley City Clerk : Wanda Mullikin 1. PUBLIC HEARING - Adoption of Resolution approving the proposed millage rate necessary to be levied for the fiscal year 1989-90. City Attorney Adler read the title of the resolution approving the proposed millage rate necessary to be levied for the fiscal year 1989-90 ; and providing for a public hearing when objections thereto will be heard and questions concerning same will be answered. City Manager Flatley stated that the recommended millage for 1989-90 was reduced from 5 .9 for 1988-89 to 5.78 mills for 1989-90 . Mayor. McElyea opened the public hearing at this time . After hearing Mr. Vincent Carroll express his recommendations for changes to the budget , the Mayor then closed the public hearing . A motion was made by Commissioner Bertino, seconded by Commissioner Cook to adopt the resolution approving the proposed millage rate necessary to be levied for the fiscal year 1989-90 . PUBLIC HEARING - Adoption of Resolution approving tentative annual budget for the fiscal year 1989-90 . City Attorney Adler read the title of the resolution approving its tentative annual budget for the fiscal year 1989-90 ; providing for a public •hearing when objections thereto will be heard and questions concerning same will be answered . City Manager Flatley presented an overview of the tentative annual budget . Mayor McElyea opene� the public hearing . After hearing from a resident inquiring about county taxes and from Joe Maniglia question the city ' s revenue received from the Ft . Lauderdale Airport and Port Everglades, the Mayor then closed the public hearing and opened to the Commission for action . Discussion then followed regarding a raise for City Manager Flatley. The Commission decided to conduct a Workshop Meeting before the final 3 adoption of the budget _n order to research expenditure alternatives f for this item. ? A motion was made by Commissioner Bertino, seconded by Commissioner Grace to adopt the tentative annual budget for 1989-90 reverting personnel in the Recreation Department back to what it was in 1988-89. Flatley over the past year . I Addendum Items 3 . City Attorney Adler read the title of the ordinance for first reading amending its budget for the fiscal year 1988-89 by changing water 3 fund budget revenues and appropriations for expenditures for the fiscal year 1988-89 to increase said water fund budget estimated revenues and appropriations for expenditures from the total of $1 ,331 , 105 to $1 , 347 , 105 by increasing the use of prior years surplus J in the amount of $16 ,000 . This transfer is necessary in order to pay Rachlin & Cohen for the water rate study approved by the Commission but not budgeted for. A motion was made by Commissioner Bertino, seconded by Commissioner Cook to approve this ordinance on first reading . City Attorney Adler read the title of the ordinance for first reading amending Section 27-38 of Article II of Chapter 27 of the 1980 Code of Ordinances entitled "Rates and Charges for Service" and providing that except as herein amended all other provisions of Chapter 27 , Article II of the Code of Ordinances of the City of Dania shall 1 remain in full force and effect . I This ordinance provides for an increase in water rates for 1989-90 . i A motion was made by Commissioner Cook , seconded by Commissioner Bertino to adopt this ordinance on first reading . The motion passed on the following roll call vote . j Commissioner Bertino-yes Vice-Mayor Mikes-yes Commissioner Cook-yes Mayor McElyea-yes Commissioner Grace-yes The Commission scheduled a Workshop Meeting to be held September 26 , 1989 1 at 7:00 p.m. , following the Executive Session on labor negotiations , to !� discuss a raise for City Manager Flatley. j This special meeting was then adjourned .
