1. Comprehensive Planning

Larry Leeds, Growth Management Consultant, reviewed with the
Commission the guidelines relating to the Concurrency Ordinance and ^,
Zoning Ordinance regarding revisions to the schedule of Lot, Yard,
' Bulk and Use Regulations that are expected to be heard for the second
public hearing on February 27 , 1990.

Mr. Leeds explained that the concurrency ordinance requires every
development which is going to add to the impact of an existing site to
go thru a concurrency determination.
Mr. Leeds explained that each site is dependent upon if it has been
platted and during what time frame. If property has been platted
between March 20, 1979 and October 1, 1989, for all practical
purposes, it would be considered vested and vesting is for five years
� R until 1995.
Mr. Leeds informed the Commission that for a development trying to
plat after October 1, 1989, the ordinance requires county or city
concurrency determination and if the county collected suitable impact {
fees then Dania would accept there review to save a person from going
thru the process twice.
Mr. Leeds reminded the Commission about Dania being in a Compact
Deferral area. Compact Deferral prohibits development unless it falls
within one of the exceptions of the ordinance or unless it qualifies
for some other alternative. Exceptions include; DRI ' s, Single family
and one family duplexes, projects which received vested rights that
are underway and projects which are in close proximity of a public
road which is soon to be completed for which there is a contract to
complete within a certain time frame. If a particular project does
not fall into any of the exceptions, the Concurrency Ordinance
provides for alternative methods of demonstrating how roadway
concurrency can be obtained. One method is for the developer to
provide an Action Plan demonstrating alternative methods of i
accommodating his project within the roadway network.
Mr. Leeds said that this ordinance provides for the maximum number of
alternatives , the action plan for pending developments in the area,
and principle of equivilency. Mr. Leeds explained that principle of
equivilency is another way for property owners to meet concurrency
requirements for existing businesses in the entire city that want to ti
provide a new development that will not generate any additional
fI impact.

Mr. Leeds explained that he is attempting to apply to the County
and State to designate Dania as a "Redevelopment Area" and if t �
this designation is approved, a change will have to be made to
the County Land Use Plan. This designation would allow Dania to
issue building permits with a lower level of roadway service than
p is currently provided for in the Comprehensive Plan. }

2. Dania Beach Parking Permits
Commissioner Cook requested the Commission revisit the ordinance
regarding beach parking permits to possibly include property
owners who are registered voters that rent automobiles that live
here six months out of the year. Commissioner Cook suggested
using a temporary sticker that could designate the time frame
they would be allowed to use it.
j The Commission agreed to consider amending the ordinance to add
any automobile lease agreement and that persons would still have
to provide documentation according to the ordinance to show that
they are property owners who reside here.
Commissioner Cook also informed the Commission of a decision that
was made by former City Manager Marant to allow city employees to
purchase parking permits at a cost of $5.00 and suggested this be
i included in the ordinance.

City Manager Flatley informed Commissioner Cook that he has not
implemented this procedure and that the only employees exempt
from purchasing a permit are city lifeguards.
3. Discussion regarding the Dania Pier Lease
Don V. Streeter, Fishing Pier Complex, informed the Commission �.
that due to the increase in beach parking from $ . 50 to $1.00 he
is requesting the Commission consider reducing his liability
insurance requirement from $1 , 000,000 to $500, 000 coverage, to
enact a temporary percentage reduction in his gross income that
would equal a 28.163% decrease and that the city reerect an
appropriate sign in a conspicuous place announcing the free
parking privilage for fisherman to assist him in his operation at
the pier.

The Commission discussed the need for an isolation transformer i
and planking repairs at the pier.
The Commission discussed, with Mr. Streeter, the need to clean up
the Pier operation to promote a better appearance to help his
business.
The Commission had no problem with doing some electrical repairs
at the pier, to reerecting the sign for free parking and reducing
the liability insurance requirement to $500,000 for Mr. Streeter.
4. Consideration of pending bill to establish a regional
wastewater authority.
City Manager Flatley informed the Commission that the main
problem with the pending bill to establish a regional wastewater
I authority is relating to the voting power that has been given to
the City of Hollywood. Mr. Flatley suggested that comments be
I prepared to change the voting structure so that every city be
# given an equal voting opportunity and no one city would have the
majority vote and to change ambiguities within the bill .
Discussion followed regarding the possibility of using the
Florida League of Cities voting formula for this bill.

The Commission agreed that Dania should stand with other cities
to state that this bill is premature and that there are revisions
that need to be worked out prior to this bill going to the
legislature.
