4.1 Dania Beach Marine Management Contract Update- Assistant City Manager Colin Donnell
Assistant City Manager, Colin Donnelly updated the Marine Advisory Board on the status of the
Dania Beach Marina Management Contract. He advised the Bid Review Committee used a
formula for the revenue and reviewing of the candidates based on various criteria and a 1, 2, 3
System and unanimously and uniformly made a recommendation for Westrec to the City
Commission. Assistant City Manager Donnelly noted the City Commission reviewed all three
candidates' presentations and decided to appoint Westrec as well. He said the Subcommittee is
now in negotiations with Westrec and the bid has not yet been officially awarded. He advised the
board that the Marina is being managed by Kristen Jones Parks and Recreation Department
Manager and Hakeem Ismail, Parking Enforcement Officer/Marina Assistant. Assistant City
Manager Donnelly noted that they will possibly make a decision by May, 2010.
Chairman Taylor stated the board took a trip to the marina and advised that the ramps need to be
replaced with three new ones to make a huge improvement for the marina before advertising.
Assistant City Manager Donnelly stated the City of Dania Beach can advertise with the Broward
County Marine Committee Boater's Guide Magazine and possibly share the underwriting cost of
advertising as a way to get the word out about Dania Beach Marina.
Gary Rowe questioned the RFP day use of the marina for the Management Contract for the
Marina.
Assistant City Manager Donnelly advised the Marina Management Contract is only for
managing what is presently there, and added that the contract is for 2 years of management with
a possible 2 year renewal. He said it was structured that way because it may take up to four years
to complete the marina.
4.2 Solar Lightine
Assistant City Manager Donnelly noted the Solar Lighting Project Bid and the City Wide Solar
Lighting Project were both funded; therefore 10 solar lights were purchased. The solar lights will
be placed at the Griffin Marine Park. He said the City is engaging Chen and Associates
Engineering to design a lighting plan for Griffin Marine Park which will be presented to the
Broward County Marine Committee for approval. He advised the City will hold a public meeting
for residents of the surrounding community to hear their input concerning the Solar Lighting
Project.
4.3 Law Enforcement Marine Report
Deputy Jason Riddle advised he recovered a stolen Fiat Boat across the canal from Griffin
Marine Park. He noted the boat was stolen from the Sunrise area. He also reported on a derelict
30 ft. Sea Ray. Its owner's home went into foreclosure and the bank hired an Asset Removal
Company to dispose of it, but there was a dispute over the removal and storage fee. The boat has
since been removed. Deputy Riddle also reported that on the yellow tug boat that has been
floating along the canal out west has now been tied to the wheelabrator and he believes either the
new owners or someone else has moved it. Lastly, he stated with the increase of rain many boats
around the canals have begun to sink.
