HomeMy WebLinkAboutR-2010-085 Establishing Fire Explorer Program RESOLUTION NO. 2010-085 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA, ENDORSING AND ESTABLISHING A FIRE EXPLORER PROGRAM TO BE OVERSEEN BY THE FIRE-RESCUE DEPARTMENT OF THE CITY OF DANIA BEACH, AND APPROVING THE BY-LAWS FOR THE PROGRAM; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Dania Beach, Florida., endorses the establishment of an Explorer Program to be overseen by the Fire-Rescue Department of the City of Dania Beach; and WHEREAS, By-laws governing this program have been developed by the Fire-Rescue Department administration and are attached to this Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the City Commission endorses and establishes a Fire Explorer Program and approves the By-laws governing the program as reflected in Exhibit "A" attached to this Resolution. Section 2. That the City Commission establishes a Fire Explorer Special Revenue Fund and directs that all resources obtained for and used by this Program shall be recorded and reflected within the account of this Fund. Section 3. That all resolutions or parts of resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4. That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED and ADOPTED on June 8, 2010. C. K. S R CITY ATTORVEY 2 RESOLUTION#2010-085 DANIA-BEACH FIRE-RESCUE SERVICES EXPLORER BYLAWS The Fire-Rescue Explorer Program at the Dania Beach Fire-Rescue Department is intended to educate and involve youths in fire and emergency service operations,to provoke an interest in having a career in the fire service and to build a trust and understanding between explorers, their families and the fire department. The program will promote teamwork, discipline, increase self- esteem and trust among each member of the Post. The education and knowledge obtained from this program will be valuable to the explorers in whatever field they chose to follow in. Explorers are non-commissioned, volunteer personnel and are considered a phase of the Boy Scouts of America. However, they are not scouts and should not be referred to as "Explorer Scouts". Goals and Objectives 1 — To further the Explorer's education. 2 — To encourage Explorer's participation in a rewarding and productive service-oriented activity. 3 — To prepare the Explorer for further roles as members of the community, future citizens and future leaders. 3 RESOLUTION 42010-085 DANIA-BEACH FIRE-RESCUE SERVICES DEPARTMENT EXPLORER CONSTITUTION We the youth who have chosen service as our life orientation do request the Dania-Beach Fire- Rescue Department to bring the world of Fire Science, emergency medicine and related activities to the youth in our area. We stand to serve others before ourselves. We stand as members of Dania-Beach Explorers,to work together to make a difference in our lives, in our future and in our community. We are committed to excellence, professionalism, courtesy and devotion to duty. 4 RESOLUTION#2010-085 SUBJECT: MEMBERSHIP ORDER M Page 1 of 2 EFFECTIVE DATE: ADVISOR AUTHORIZATION: M1. Shall be open to all young adults who live in the City of Dania Beach who are at least 14 years of age or have completed the eighth grade, but not yet 21 years of age. Those who are of school age and apply must be attending school. M2. No prospective member shall be disqualified because of race, color, creed or sex. M3. All members must be registered as EXPXORERS and agree to abide by the Post constitution, bylaws and all rules and regulations set forth by the City of Dania Beach and Dania Beach Fire-Rescue department. Parental approval is required for members under the age of 18. M4. Due to the nature of firefighting and emergency service work all members must be of good health and of good moral habits. The member must have no arrest or conviction records for serious offenses, including crimes of moral turpitude. M5. All applicants must complete all forms in the Explorer Application packet. M6. All applicants will be screened by the Lead Advisor, Assistant Advisor, and Post Officers 5 RESOLUTION#2010-085 SUBJECT: MEMBERSHIP ORDER M Page 2 of 2 M7. The Post Advisors will consist of: • Lead Advisor • Assistant Advisor (s) Post Officers will consist of: • One (1)- Chief of the Post • One (1) —Deputy Chief • One (1) — Assistant Chief • Two (2) - Lieutenants Membership will consist of: • Maximum of twenty-nine, (29) including Post Officers. -Two (2) Platoons —each consisting of -one (1) lieutenant -twelve(l2) members M8 Members must use the "Chain of Command" system. This system consists of a path to follow when reporting problems, or requesting information or direction from the upper command level. The system is as follows: 1. The Deputy Fire Chief 2. Lead Advisor 3. Assistant Advisor (s) 4. Chief of the Post 5. Officers: Deputy, Assistant Chief, Lieutenants 6. Post members M9. If the Post membership falls below five (5) members, the Post will be placed in an inactive status. M10. Each new member will be placed on a ninety (90) day probation period. The applicant can be dismissed at anytime during that period without a written or verbal warning. It will be the direct decision of the Deputy Fire Chief, or Lead Advisor. 6 RESOLUTION#2010-085 SUBJECT: ELECTIONS ORDER: E Page 1 of 1 EFFECTIVE DATE : ADVISOR AUTHORIZATION: E.1 The election of officers shall be made by the Lead and Assistant advisors. Chief-President Deputy Chief-Vice President Division Chief-Secretary Platoon Lieutenants E2. The Chief of the Post, with the approval of the ADVISORS, shall appoint an activity chairperson and make other assignments as needed E3. The normal term of office shall be as the Advisors deem necessary. E4. The Chief of the Post shall work with the Advisors to appoint officers as needed E6. The Chief of the Post and the Advisors shall interview and present a complete slate of candidates who have agreed, if elected, to serve to the best of their ability. 7 RESOLUTION#2010-085 SUBJECT: EXPLORING STATUS ORDER: ES Page 1 of 2 EFFECTIVE DATE : ADVISOR AUTHORIZATION: ES 1. All members are required to be an active member of the Post at large ES2. Any member who is absent from three (3) consecutive meetings or activities without excused absences sponsored by the Lead Advisor, Assistant Advisor or Chief of the Post shall be placed on suspension for a period of no less than thirty (30) days. Any member who does not call the Lead Advisor, Assistant Advisor or company officer prior to being late to a meeting or activity will be considered tardy. If you are tardy on two (2) occasions you will receive a one (1) week suspension. ES3. If any Post member or officer is found to be in violation of state laws, city ordinances, City of Dania-Beach department policy or causes embarrassment to the Exploring Program, the Post member or officer shall be either suspended or dismissed from the Post by the Deputy Fire Chief, Lead Advisor, Assistant Advisor or appropriate Fire Department Official. ES4. Any Explorer or Post Officer who impersonates any fire department employee or official through the use of any article issued or purchased through the Post or acquired by the individual Explorer, they shall be immediately discharged and could be subject to arrest and prosecution. 8 RESOLUTION#2010-085 SUBJECT: EXPLORING STATUS Page 2 of 2 ES5. If a Post member is found to be in violation of the Post By-Laws, or the Post or fire department Rules and Regulations, it will be the responsibility of the Lead Advisor, Assistant Advisor or Chief of the Post to take appropriate action. It is at their sole discretion as to the action to be taken. Appropriate action can result in suspension up to dismissal from the Post. ES6. If any officer is unable to serve or is not doing an effective job, the Lead Advisor or Assistant Advisor shall discuss the matter with the officer. If the officer in question is below the rank of Chief of the Post, then the Chief of the Post will be included in the conference. If it becomes necessary, a temporary replacement will be appointed. The appointed member could complete the unexpired term or the Post President could ask the nominating committee to reconvene and nominate a post member to fill this office. An election will be held at the next regular Post meeting. EST The Lead Advisor has the authority to replace Post officers who prove ineffective or violate any City of Dania Beach standard. 9 RESOLUTION#2010-085 SUBJECT: POST BUSINESS ORDER: PB Page 1 of 2 EFFECTIVE DATE : ADVISOR AUTHORIZATION: PB I. General meetings will be held a maximum or one (1) time per week and a minimum of twice (2) per month. The day of the week will be Thursday. Meeting time will be 1800hrs — 2100hrs. Officers meetings will consist of Executive Officers, Lead Advisor and Assistant Advisor. Officers meetings will be held prior to the regular Explorer Meeting. Meeting time will be 1730hrs — 1800hrs. PB2. Explorer Post may participate in events either sponsored by the post or requested by The City of Dania Beach, The Fire Department or other outside organizations. .All events must be approved by the Lead Advisor prior to participation by the Post or any Fire Explorer. 10 RESOLUTION#2010-085 SUBJECT: TRAINING ORDER: TR Page 1 of 2 EFFECTIVE DATE : ADVISOR AUTHORIZATION: PURPOSE: To provide the Explorer with first hand knowledge about the duties and requirements to perform as a firefighter and understand the methods of operation for Dania Beach Fire-Rescue. These classes will help better prepare each individual upon entering the Fire Academy. TR1. The Post will have two (2) classifications of training. 1. Explorer Candidate 2. Explorer All members will enter as an Explorer Candidate. During this phase of training the Explorer Candidate will be on a ninety (90) day probationary period. 1.Explorer candidate — must take and successfully pass these Initial classes to be recognized as an Explorer and to remain an active member of the Post. 1. Basic First Aid 2. CPR/ AED 3. Blood Borne Pathogens 4. Dania Beach Fire-Rescue Rules and Regulations 5. Firefighter Orientation* 6. Firefighter Safety* 7. Tools /Equipment / Location These classes will take the member approximately three (3) months to complete. 11 RESOLUTION#2010-085 SUBJECT: TRAINING ORDER: TR Page 2 of 2 2.- Explorer —must take and successfully pass the core classes to remain an active member of the Post These courses will help prepare the member should they decide to enter the Fire Academy. They include but are not limited to the following: 1. Fire Behavior* 2. Personal Protective Equipment* 3. SCBA* 4. Portable Extinguishers* 5. Ropes and Knots* 6. Water Supply* 7. Hose* 8. Fire Streams* 9. Communications* *These courses are taken from the Essentials of Firefighting, Firefighter 1 curriculum and will take the member approximately ten (10) to twelve (12) weeks to complete. All Post members will be required to take care of uniforms and equipment issued by the Fire Department. All uniforms and equipment will be clearly marked with approved silk - screen, embroidery, patches or black marker, the word EXPLORER in plain sight so that the member will be clearly identified. The uniform specified will be the OFFICIAL EXPLORER UNIFORM. No other clothing or equipment shall be worn or used by the Post member when at a training, meeting or Post activity. Uniforms issued by the Fire Department will be: • Uniform Pants • Belt • Tie • Polo Shirt • Tee-Shirt • Class A. Long Sleeve Dress Shirt • Class B Short Sleeve Shirt • Ball Cap • Explorer Badge • Jacket • Explorer I.D. • Personal Accountability Tags 13 RESOLUTION#2010-085 SUBJECT: UNIFORMS ORDER: U Page 2 of 4 Equipment issued by the Fire Department will be: • Fanny Pack • Eye Protection • Face Shield • CPR Mask • Latex Gloves • Pair of Work Gloves • Full Bunker Gear U2. All Post members will be required to purchase and take care of the following uniforms, items and or equipment. • Black Belt • Black Socks • Black Steel Toed Shoes (ANSI Compliant) • Work Out Shorts • Sneakers • White Socks • Flashlight U3. Uniform requirements All Post members will be required to wear the appropriate uniform and have all necessary equipment unless otherwise specified by the Chief of the Post or Lead Advisor. All uniforms and equipment will be kept neat and cleaned at all times. The wearing of pins, or ornaments is prohibited unless approved by the Deputy Fire Chief or Lead Advisor. • Pants—must be cleaned and pressed free of wrinkles and stains. • Shirts—must be cleaned pressed, free of wrinkles and stains. • Shoes- Polished at all times. • Sneakers- Laced and cleaned at all times. • Ball Cap- Cleaned. • Traffic Vest—Cleaned. • Fanny Pack- Cleaned and fully stocked with approved equipment only. • Flashlight-Fully charged in good working order. 15 RESOLUTION#2010-085 SUBJECT: UNIFORMS ORDER: U Page 4 of 4 U5. No Post member shall carry or have in his or her possession while at a meeting, training or event or while wearing the EXPLORER UNIFORM, any firearm, restraining devices or non-lethal weapons such as chemical mace, Tazer / stun gun type weapon, batons or knives. The only equipment that will be permitted to be carried will be a leather man- type device, flashlight, and a notebook and pen. U6. Appearance- The post member will maintain a clean, neat, organized self-appearance. • Shirt will be tucked in at all times. • Hair will be neatly kept and combed with long hair tied back. • Side burns will be neat and trimmed. • Post members will be clean- shaven. UT Attitude- All Post members will display a positive attitude towards each other, the program,the Fire Department, its members and the public. Conduct- All Post members will be orderly and respectful at all times. The post member will: • Acknowledge and address superiors by their rank and last name. • Will obey all orders given by any superior officer or firefighter. 16 RESOLUTION#2010-085 SUBJECT: STATION VISITS ORDER: SV Page 1 of 2 EFFECTIVE DATE : ADVISOR AUTHORIZATION: PURPOSE To provide the Explorer with first hand knowledge of how firefighters interact on shift, daily duties that are performed and the normal day-to-day routine and operation. The Explorer will have the opportunity to interact through observation and conversation with Officers, Firefighters and staff members. SV 1. After completing the Explorer Candidate classes the member will then be eligible to visit selected fire stations Station visit times will be as follows: Weekends from 7:30am— 1:00pm or 4:00pm— 9:00pm There will be only one explorer per station per time slot. SV2. Explorers will fill out the station request form and contact the advisor. -The Explorer must have release of liability form on file. -All requests will be made no earlier than one (1)week in advance. 17 RESOLUTION#2010-085 r SUBJECT:STATION VISIT ORDER: SV Page 2 of 2 SV3. Explorers will be responsible to have all necessary paper work delivered to the station Lieutenant upon arrival at the fire station and to return all signed paperwork to the lead advisor. SV4. Responsibilities • Explores will be in proper uniform. • Explorers will have a neat and clean appearance. • Explores will help with all chores, cleaning of vehicles, daily truck checks and station duties. • Explorers will adhere to and abide by the Dania Beach Fire-Rescue Services Rules and Regulations. • Explorers will be under the direct supervision of the station Lieutenant. • Explorers will be assigned to a specific person or persons per the station lieutenant. 18 RESOLUTION#2010-085 SUBJECT: RIDE ALONG ORDER: RA Page 1 of 4 EFFECTIVE DATE : ADVISOR AUTHORIZATION: PURPOSE To provide the Explorer with first hand knowledge of firefighting and emergency medical response as well as a broader knowledge of fire rescue procedures in the field. The RIDE ALONG program will help supplement classroom training in firefighting and emergency medical procedures with observation, and conversation in the field with on duty officers and firefighters. To help foster mutual respect between the community youth and Fire rescue services. Guidelines After completing the Explorer Candidate classes the member will then be eligible to visit selected fire stations for a ride along. The most important guideline for this program is safety for Explores as well as the fire department personnel. Ride times Weeknights from 5:00pm — 9:00pm Weekends from 7:30am — 1:00pm or 5:00pm — 9:00pm There will be only one explorer per station per time slot. 19 RESOLUTION#2010-085 SUBJECT: RIDE ALONG ORDER: RA Page 2 of 4 RA1. Explorers will fill out the necessary paperwork, have a release of liability form on file and contact the advisor of your request to ride. All requests will be made no earlier than one (1) week in advance. RA2. Explorers will be responsible to have all necessary paper work delivered to the station Lieutenant upon arrival at the fire station and to return all signed paperwork to the lead advisor. RA3. Responsibilities at fire stations • Explores will be in proper uniform. • Explorers will have a neat and clean appearance. • Explores will help with all chores, cleaning of vehicles, daily truck checks and station duties. • Explorers will adhere to and abide by the Dania Beach Fire-Rescue Rules and Regulations. • Explorers will be under the direct supervision of the station Lieutenant. • Explorers will be assigned to a specific person or persons per the station lieutenant • Explorers will give their Personal Accountability Tag to the driver of the vehicle they are assigned to ride on. 20 RESOLUTION#2010-085 SUBJECT: RIDE ALONG ORDER: RA Page 3 of 4 RA4. The Explorer's responsibilities while on the fire ground or at an emergency situation. • Explorers will not be substituted for trained firefighters. • Explorers will not drive, move or park any fire department apparatus or vehicle. • Explorers will not climb aerial apparatus on the fire ground. • Explorers will not climb ground ladders on the fire ground. • Explorers will not enter any burning structure. • Explorers will not enter any structure that is not deemed safe by the officer in charge. • Explorers will not perform vertical ventilation. • Explorers will not enter any area that requires SCBA. • Explorers will not operate any powered, hand, or cutting tools. • Explorers will not operate a stretcher while a patient is on board. • Explorers will not handle any BIO-HAZARDS, contaminated articles, including, clothing, trash, clean up material or medical "sharps". • Explorers will not be permitted to clean or disinfect any equipment or vehicle for the purpose decontamination. 21 RESOLUTION#2010-085 SUBJECT: RIDE ALONG ORDER: RA Page 4 of 4 • Explorers will not respond to any emergency in a private vehicle. • Explorers will not respond to any emergency from their home, school, or place of employment. • Explorers will remain at their assigned vehicle unless otherwise instructed by the Company Officer or officer in charge. • Explorers will wear all necessary personal protective equipment and use universal precautions when responding to any emergency call. • Explorers will be permitted to assist in carrying equipment, pushing a stretcher, and observing on medical calls. • Explorers will be permitted to help move, roll or carry hose, carry, break down, deliver or return equipment to the staging area or to proper vehicles, and will assist the driver in putting the vehicle back in service. • In the event of a serious call, or in the judgment of the station lieutenant or officer in charge, the Explorer may be required to stay inside a vehicle or transferred to the EMS Supervisor or Battalion Chief Vehicle. RA5. The Explorer must keep log of times and have the station Lieutenant initial. RA6. The Post Advisor will maintain a log of dates and times for each Explorer ride along. 22 RESOLUTION#2010-085
