Spacer Spacer Spacer Spacer Spacer Spacer http://www.sun-sentinel.com/news/local/southfiorida/sfl-515runway,0,7810712.story?coll=sfla- home-headlines Hollywood, Dania view court ruling on runways at Lauderdale airport as victory By Thomas Monnay Sun-Sentinel.com May 15, 2007, 4:00 PM EDT DANIA BEACH --The Federal Aviation Administration should not land big planes on the south runway at Fort Lauderdale-Hollywood International Airport and stop expanding the use of the crosswind runway until it produces an environmental impact study, according to a panel of judges from the U.S. Appeals Court for the District of Columbia. But for now, the FAA can continue using those runways because the final judgment will come a week after the 45 days the agency has been given to seek another hearing from the court, said Kathleen Bergen, an FAA spokeswoman. The ruling issued last Friday was seen as a victory for Dania Beach and Hollywood, which took the FAA to court in hopes of restricting its use of the runways. It also came a few weeks before Broward County commissioners vote to chose one of several runway expansion options for the airport. The county's vote is scheduled for June 5. Dania Beach officials broke the news Tuesday morning at a press conference held in Mayor Bob Anton's backyard in the presence of city officials and about two dozen expansion opponents wearing red T-shirts saying: No Airport Expansion." Anton, whose Melaleuca Gardens neighborhood would be severely affected by a proposed south runway expansion, said Dania would keep fighting the project. "There's also a human side to this. The human side is these homes here," he said. "There are a lot of people who are affected by this. This is not about money; this is about people's lives." Brenda Lee Chalifour, an attorney and consultant hired by Dania Beach, said it was unclear whether the FAA would comply with the court's decision. But she said Dania would keep monitoring the use of those runways, the city, if necessary, would seek a court injunction to stop any further unauthorized use. She said the agency has used both runways to reduce delays at the airport by allowing bigger planes on the south runway and using the crosswind for purposes other than those it was designed for, such as emergencies and special events. "Before you use those runways, you have to do an environmental impact study,"she said. But Tuesday, hundreds of people wearing yellow T-shirts gathered at the Broward County Convention Center to call for growth. "We need to show the commissioners that there are people in all of Broward County that are concerned we aren't keeping up with infrastructure,"said Terry Stiles, chairman of Stiles Corp., a Fort Lauderdale-based developer. "if we do nothing, it's a worse environmental situation because of the pollution created by planes circling and stacking up 10 deep." Several of the people who went to the public hearing, organized by the Federal Aviation Administration, said they were employees of Stiles Corp. Stiles said their T-shirts sporting pro- expansion messages were provided by the Broward Workshop, a group of influential business leaders, which also bused supporters to the event. Opponents like Yvonne Siegrist, 65, a resident of the Everglades Mobile Home Park in Davie, were in the minority. Siegrist complained that the roar of FedEx jets from the airport begins daily at 5:30 a.m. over her home and would only grow worse. "Sure, it would position us for the future, but do we need another Miami?"she asked. Before the hearing, attended by about 400 people, the public milled about a room filled with various expansion scenarios and charts. One option keeps the airport at its current size. So far, the County Commission's preferred alternative has been to lengthen the south runway from 5,600 to 8,000 feet and widen it from 100 to 150 feet. The cost: almost$700 million, with more than 1,000 homes affected by noise. Many in the business community also support that plan. Commissioners are expected to vote June 5 on which proposal they want. Assuming they approve expansion, they will still have to pick a contractor and help neighboring homeowners soundproof their homes or relocate. At the earliest, the project would be completed in 2012. Commissioner John Rodstrom predicts some sort of expansion will pass, but said he will oppose it. Rodstrom's district includes parts of Dania Beach and Davie near the airport. "I believe the data that was generated by the consultant is absolutely flawed," he said. "I don't see why you need to do it." Billy Witcher, a commercial pilot from Davie, said the status quo is unacceptable and a small number of homeowners shouldn't control the issue. He said the airport has only one runway that accommodates his plane's large wingspan. "To us, that airport is a one-runway airport. Everything stacks up," he complained. Also in attendance was Howard Greenberg, senior vice president and general manager of the South Florida Sun-Sentinel. Greenberg spoke at the hearing, saying the newspaper supports the expansion. Randy and Pat Wright, who live just south of the airport in Dania Beach, were not clad in yellow. "We're not against expansion --there's just got to be a way to do it where it doesn't impact so much," Pat Wright said. Her husband was less conciliatory. "If they are going to expand it this way, I personally want to be bought out. The noise is going to be terrible," he said. "They fly so close, I can see the pilot, the color of his eyeballs!" After listening to the complaints of local homeowners, Barbara Vosk, a senior citizen from Tamarac who had come out to support the expansion, changed her mind: "I was a supporter until I heard all the human misery." Chairman Field called the meeting to order at 7:00 p.m. Members present: Billy Phipps Irvin Witz Beulah Lair Rae Sandler Betty Sokol Dick Sokol Jay Field Don Hill Loretta Murray Members absent: Clive Taylor Thomas Allen Others present: Suzanne Witz (Dominick Landi&Erin Wilson-2 additional names not Available) (All four are students at South Broward High School) Minutes of the September 28`s,2006 and the March 22nd,2007 meetings were presented for approval. Motion to approve September,2006 and March,2007 minutes as written made by Beulah Lair,seconded by Betty Sokol. Motion carried. Chairman Field mentioned new officers should be elected. The Board asked Chairman Field to continue to serve for the present and he agreed. Chairman Field distributed copies of the thirty page Executive Summary of the Environmental Impact Statement. Also included with the handout were six pages of charts showing various configurations possible for airport runway expansion. Discussion followed. The Board was in complete agreement the best possible solution would be NO RUNWAY EXPANSION. Chairman Field stressed the most important thing the Board can do at the present time is strongly encourage a large attendance at the upcoming meetings regarding the airport expansion. Rae Sandler reported a full page ad is going to be placed in the Sun Sentinel prior to each of the upcoming meetings. Chairman Field suggested a flyer should be distributed to Dania Beach residents listing the reasons why there should be no expansion. It was also suggested the names,phone numbers and email addresses of all the Broward County Commissioners be distributed and people encouraged to contact them on behalf of no expansion. Chairman Field distributed copies of a flyer he prepared which he plans to pass out in his neighborhood. 1. I The Board felt flyers were a good idea and said they should be widely distributed in all areas of Dania Beach as quickly as possible to encourage residents_to attend the meeting scheduled for Mayl't. A motion was made by Rae Sandler,seconded by Betty Sokol that Chairman Field contact the City Manager to request that 3,000 flyers be printed for immediate distribution. Motion carried unanimously. Various ways to get the flyers distributed were discussed. The four young people from the high school volunteered to help with the distribution and said they will invite their friends to help. A number of other possible contacts were discussed. Rae Sandler volunteered to be in charge of distribution. It was agreed a notice of the upcoming airport meetings should be placed on the City website and a write-up prepared for the neat issue of the Dania Beach Press.
